ORDINANCE NO. 1105
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING THE CODE OF THE CITY OF VERNON,
CALIFORNIA, 1959, BY ADDING SECTION 2.4 TO CHAPTER
2, ARTICLE I CREATING A SUBCOMMITTEE OF THE FINANCE
COMMITTEE
WHEREAS, the City of Vernon (the "City") is a municipal
corporation and a chartered city of the State of California organized
and existing under its Charter and the Constitution of the State of
California; and
WHEREAS, the City Council of the City has heretofore
established a Finance Committee and appointed members of the City
Council to serve on said Committee; and
WHEREAS, it is the desire of the City Council to formally
establish a subcommittee of the Finance Committee known as the
Disbursement Review Subcomittee of the City of Vernon to discuss and
recommend appropriate policy and action for the Finance Committee; and
WHEREAS, it is the desire of the City Council to define the
duties of said Subcommittee and to appoint a secretary therefore; and
WHEREAS, Chapters 4.1(d) and 7.5 of the Charter of the City
of Vernon provide that an ordinance shall establish the creation of a
commission, board or agency and an ordinance may provide for the
selection, tenure, duties and compensation of any board or commission
so established.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true

SECTION 2: The City Council of the City of Vernon hereby
amends Chapter 2, Article 1 of the Vernon City Code by adding Section
2.4 to read as follows:
Sec. 2.4: Subcommittee of the Finance Committee.
(a) The City Council hereby establishes a subcommittee known
as the Subcommittee of the Finance Committee and said Subcommittee
shall henceforth be referred to as the Disbursement Review Subcommittee
of the City of Vernon.
(b) The duties of said Subcommittee shall be to research,
investigate and recommend to the Finance Committee appropriate policy
and action regarding the disbursement of City funds.
(c) The City Administrator for the City of Vernon shall be
the secretary for said Subcommittee and shall perform all secretarial
duties relating thereto.
(d) The regular meeting of the Disbursement Review
Subcommittee shall be held at the time and place designated by an
appropriate resolution adopted by the City Council.
(e) The members to serve on the Disbursement Review
Subcommittee shall be designated by an appropriate resolution adopted
by the City Council. Said members shall serve on the Committee until
their successors are appointed during the normal reorganization of the
Council which is provided for in Government Code Section 36801.
SECTION 3: Any ordinance, part of an ordinance, or code
section in conflict with this Ordinance is hereby repealed.
SECTION 4: If any section, subsection, sentence, clause,
phrase or word of this Ordinance is for any reason held to be void or
unconstitutional, such decision shall not affect the validity of the
remaining portions of this Ordinance; it being the intention of the

City Council of the City of Vernon to pass and adopt this Ordinance and
each section, subsection, sentence, clause or phrase thereof
irrespective of the fact that one or more of the sections, subsections,
clauses, sentences or phrases thereof may be declared to be invalid or
unconstitutional.
SECTION 5: There being no newspaper printed, published or
circulated in the City of Vernon, the City Clerk is hereby directed to
certify to the passage of this Ordinance and shall post the same, or
cause the same to be posted, within fifteen (15) days after its passage
in accordance with Section 36933 of the Government Code, in.three (3)
of the most public places in the City of Vernon, to wit: the northwest
corner of 38th Street and Santa Fe Avenue, the northeast corner of
Leonis Boulevard and Pacific Boulevard, and on the bulletin board in
the lobby of the City Hall of said City, located at 4305
Santa Fe Avenue, all in the City of Vernon, County of Los Angeles,
State of California.
SECTION 6: This Ordinance shall be in full force and effect
thirty (30) days from and after its passage of the same.
