ORDINANCE NO. 1142
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING THE CODE OF THE CITY OF VERNON,
CALIFORNIA, 1959 BY ADDING SECTIONS 2.5-6 AND 2.5-7
TO CHAPTER 2, ARTICLE I, REGARDING THE FINANCE AND
PERSONNEL COMMITTEES AND REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT THEREWITH
WHEREAS, the City of Vernon (the "City") is a municipal
corporation and a chartered city of the State of California organized
and existing under its Charter and the Constitution of the State of
lCalifornia; and
WHEREAS, the City Council of the City has heretofore
established a Finance Committee pursuant to Resolution No. 7 adopted on
or about September 30, 1905, that was composed of three members; and
WHEREAS, the City Council of the City has heretofore
established a Personnel Committee pursuant to Resolution No. 4648
adopted on May 15, 1979, that was composed of three members; and
WHEREAS, it is the desire of the City Council of the City to
expand the number of members of the Finance and Personnel Committees to
five; and
WHEREAS, Sections 4.1(d) and 7.5 of the Charter of the City
of Vernon provide that an ordinance shall establish the creation of a
commission, board or agency and an ordinance may provide for the
selection, tenure, duties and compensation of any board or commission
so established.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained hereinabove

1 SECTION 2: The City Council of the City of Vernon hereby
2 amends the Vernon City Code by adding new Sections 2.5-6 and 2.5-7 to
3 Chapter 2, Article I, In General, of the Vernon City Code as set forth
4 in Exhibit A which is attached hereto and incorporated by reference.
5 SECTION 3: Any ordinance or parts of ordinances in conflict
6 with this Ordinance are hereby repealed.
7 SECTION 4: If any section, subsection, sentence, clause,
8 phrase or word of this Ordinance is for any reason held to be void or
9 unconstitutional, such decision shall not affect the validity of the
10 remaining portions of this Ordinance; it being the intention of the
11 City Council of the City of Vernon to pass and adopt this Ordinance
12 and each section, subsection, sentence, clause or phrase thereof
13 irrespective of the fact that one or more of the sections,
14 subsections, clauses, sentences or phrases thereof may be declared to
15 be invalid or unconstitutional.
16 SECTION 5: There being no newspaper printed, published or
17 circulated in the City of Vernon, the City Clerk is hereby directed to
18 certify to the passage of this Ordinance and shall post the same, or
19 cause the same to be posted, within fifteen (15) days after its
20 passage in accordance with Section 36933 of the Government Code, as
21 well as Vernon Code Sections 1.9 and 1.10, in three (3) of the most
22 public places in the City of Vernon, to wit: the northwest corner of
23 38Lh Street and Santa Fe Avenue, the northeast corner of Leonis
24 Boulevard and Pacific Boulevard, and on the bulletin board located
25 outside on the wall near the second floor entrance to the City Hall of
26 said City, located at 4305 Santa Fe Avenue, all in the City of Vernon,
27 County of Los Angeles, State of California.

1 SECTION 6: This Ordinance shall be in full force and effect
2 thirty (30) days from and after its passage of the same.
