4 CODE REGARDING CITY COUNCIL MEETINGS AND REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
5 THEREWITH

WHEREAS, the City of Vernon (the "City") is a municipal
7
corporation and a chartered city of the State of California organized
8
and existing under its Charter and the Constitution of the State of
9
California; and
10
WHEREAS, the City Council of the City has the authority
11
12 pursuant to Section 3.10 of Article III of the Charter of the City to
13 establish the time and place of City Council meetings; and
14 WHEREAS, Section 2.1 of the Code of the City of Vernon,
15 California, 1959 (hereinafter "Code"), presently provides for the time
16 and place of Council meetings; and
17 WHEREAS,'the City Council of the City desires to establish a
18 new time for City Council meetings.
19 THE CITY COUNCIL OF THE CITY OF,VERNON HEREBY ORDAINS:
20 SECTION 1: The City Council of the City of Vernon
21 hereby finds and determines that the recitals contained hereinabove
22 are true and correct.
23 SECTION 2: The City Council of the City of Vernon hereby
24 amends Chapter 2, Article 1 of the Code by amending Section 2.1 to read
25 as follows:
26 Sec. 2.1. Time and Place of Council Meetings.
27 The regular meetings of the City Council of the City of
28 Vernon shall be held _in the City Council Chamber at the City Hall.

located at 4305 Santa Fe Avenue in the City of Vernon, California on
every Monday of each month at the hour of 9:00 a.m. If said regular
meetings are scheduled on a recognized holiday, said meetings shall be
cancelled for that week and take place on the next regularly scheduled
Monday, at the same time and place.
If the regularly scheduled meetings of the City Council are
adjourned due to lack of quorum, said meetings shall be cancelled for
that week and take place on the next regularly scheduled Monday, at
the same time.and place.
SECTION 3: Any ordinance or parts of ordinances in conflict
with this Ordinance are hereby repealed.
SECTION 4: If any section, subsection, sentence, clause,
phrase or word of this Ordinance is for any reason held to be void or
unconstitutional, such decision shall not affect the validity of the
remaining portions of this Ordinance; it being the intention of the
City Council of the City of Vernon to pass and adopt this Ordinance
and each section, subsection, sentence, clause or phrase thereof
irrespective of the fact that one or more of the sections,
subsections, clauses, sentences or phrases thereof may be declared to
be invalid or unconstitutional.
SECTION 5: In accordance with Government Code §36933, the
City Clerk is hereby (a) directed to cause a summary of this Ordinance
to be published at least once in the Vernon Sun and to cause a
certified copy of the full text of this Ordinance to be posted in the
Office of the City Clerk at least five (5) days prior to the adoption
of this Ordinance; and (b) directed to certify to the passage of this
Ordinance and to publish at least once in the Vernon Sun the summary
lof this Ordinance with the names of those City Council Members voting

for and against this Ordinance and to post in the Office of the City
Clerk a certified copy of the full text of this adopted Ordinance
along with the names of those City Council members voting for and
against this Ordinance within fifteen (15) days after passage of this
Ordinance.
SECTION 6: This Ordinance shall be in full force and effect
thirty (30) days from and after its passage of the same.

On June 1, 2009, the City Council of the City of Vernon is proposing to adopt Ordinance
No. 1158 amending Section 2,1 of Article I, In General, of Chapter 2, Administration, of
the Vernon City Code as follows:
1. To revise the time and place of regular meetings of the City Council to 9:00 a.m.
on every Monday of each month in the City Council Chamber at the City Hall
located at 4305 Santa Fe Avenue.
2. To provide that if a regularly scheduled meeting of the City Council is adjourned
due to lack of quorum, the meeting shall be cancelled for that week and take place
on the next regularly scheduled Monday at the same time and place.

Enclosed please find for your review and approval a Staff Report
relating to meeting changes as a result of the anticipated adoption.
of Ordinance No. 1158 on June 1, 2009, which changes the time of
regular meetings of the City Council to 9:00 a.m.
Since the meetings of the other committees, commissions and related
agencies take place at approximately the same time as the Council
meeting, or as soon thereafter as the Council meeting is adjourned,
it is necessary to adopt resolutions changing the meeting times of
the other committees, commissions and related agencies.
Upon review of the functions of the Board of Library Trustees and
Public Benefits Resources Committee, the frequency of these two
committees could be changed to once 'a year. Due to the fact that
Vernon City Code Section 2.37 governs the frequency of meetings of
the Board of Library Trustees, it is necessary to adopt an ordinance
modifying the section to accomplish the change.

RE: Modifying the Date and Time of Regular Meetings of
Committees, Commissions and Related Agencies
Issue:
Ordinance No. 1158 revising the time and .place of regular
meetings of the City Council to 9:00 a.m. on every Monday of
each month is scheduled to be approved and adopted on June 1,
2009. The Ordinance will be effective July 1, 2009.
Due to the adoption of Ordinance No. 1158, the meetings of the
Redevelopment Agency ("RDA"), Industrial Development Authority
("IDA"), Vernon Historic Preservation Society ("VHPS"), Vernon
Natural Gas Financing Authority ("VNGFA"), Vernon Economic
Development Authority ("VEDA"), Police and Fire Commission,
Board of Library Trustees and Public Benefits Resources
Committee ("PBRC") need to be modified.
In addition, the meetings of the PBRC and Board of Library
Trustees currently take place every month; however, there are
very few items of business to conduct every month, and a change
in the frequency of the meetings would be beneficial.
Recommendations:
I recommend that the City Council (1) adopt an ordinance
changing meetings of the Board of Library Trustees to once a
year on the first Monday of June; (2) adopt a resolution
changing meetings of the PBRC to once a year on the first Monday
of June; and (3) adopt resolutions changing the meetings of the
RDA, IDA, VHPS, VNGFA, VEDA, Police and Fire Commission, Board
of Library Trustees and PBRC.

In light of the new agenda posting and agenda packet distribution time of Wednesdays
at 5:00 p.m., which was approved and established at the May 11, 2009 City Council
Meeting, a member of the City Council has recommended that the regular City Council
meeting time be changed to 9:00 a.m.
I have requested that the City Attorney's Office prepare an ordinance reflecting the
proposed time change and include said ordinance on the May 18t" agenda.
If said ordinance is approved for a first reading on May 18t", the City Attorney's Office
will also prepare the appropriate resolutions to propose changing the times of the other
City board meetings in accordance with this change.
