AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING SECTION 2.1 OF THE VERNON CITY CODE
RELATING TO THE TIME AND PLACE OF CITY COUNCIL
MEETINGS
WHEREAS, the City Council of the City of Vernon (the "City")
is a municipal corporation and a chartered city of the State of
California organized and existing under its Charter and the
Constitution of the State of California; and
WHEREAS, Section 2.1 of Article I of Chapter 2 the Vernon
City Code provides that there should be two regular meetings of the
City Council on the first and third Tuesday of each month; and
WHEREAS, the City Council of the City of Vernon desires to
set one regular meeting covering all matters.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: Section 2.1 of Article I of Chapter 2 of the
Vernon City Code is hereby amended and restated in its entirety to read
as follows:
"Sec. 2.1. Date, Time, place and topics of council meetings.
(a) The regular meetings of the City Council of the City of
Vernon shall be held.in the City Council Chamber at the
City Hall located at 4305 Santa Fe Avenue in the City of
Vernon, California on the first and third Tuesday of each
month at the hour of 9:00 a.m.
If a regular meeting of the City Council is scheduled to fall
on a recognized holiday, said meeting shall be cancelled.
SECTION 3: Any ordinance or parts of ordinances in conflict
with this Ordinance are hereby superseded.
SECTION 4: Severability. If any section, subsection,
subdivision, paragraph, sentence, clause, phrase, or word in this
Ordinance or any part thereof is for any reason held to be
unconstitutional or invalid or ineffective by any court of competent
jurisdiction, such decision shall not affect the validity or
effectiveness of the remaining portions of this Ordinance or any part
thereof. The City Council hereby declares that it would have adopted
this Ordinance and each section, subsection, subdivision, paragraph,
sentence, clause or phrase thereof, irrespective of the fact that any
one or more sections, subsections, subdivisions, paragraphs,
sentences, clauses, phrases or words be declared unconstitutional, or
invalid, or ineffective.
SECTION 5: Book of Ordinances. The City Clerk shall attest
and certify to the adoption of this Ordinance and shall cause this
Ordinance and the City Clerk's certification to be entered in the Book
of Ordinances of the Council of this City. The City Clerk shall cause
this ordinance to be published or posted as required by law.

SECTION 6: Effective Date. This Ordinance shall go into
effect and be in full force and effect at 12:01 a.m. on the thirty-
first (31st) day after its passage

Backaround
Several council members have individually expressed their desire to consolidate the Light &
Power City Council meetings, held at 8:00 a.m. with the City Council meetings held at 9:00 a.m.
Being that there are no legal requirements for the two separate meetings and that the reasons for
the separation of the two meetings by a former administrator are no longer applicable, I have
asked the City Attorney's office to prepare the appropriate ordinance to effectuate consolidating
the two meetings into one City Council meeting to be held at 9:00 a.m. The meeting days, first
and third Tuesdays of each month, shall remain the same.
All Light & Power related matters will be included on the City Council agenda for the 9:00 a.m.
meeting.
Recommendation
It is recommended that the enclosed ordinance be approved and adopted.
Upon approval of a first reading of the ordinance, it is further recommended that all remaining
8:00 a.m. Light.& Power City Council meetings scheduled through June 30, 2012 be cancelled.
