AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON,
AMENDING CERTAIN SECTIONS OF TITLE 15 (BUILDING AND
CONSTRUCTION) OF THE VERNON MUNICIPAL CODE, TO ADOPT
THE 2025 CALIFORNIA BUILDING STANDARDS CODE
SECTION 1. Recitals.
A. The City of Vernon (City) is a municipal corporation and a charted city of the State
of California organized and existing under its charter and the Constitution of the
State of California.
B. Vernon Municipal Code (VMC) Title 15 – Building and Construction establishes
regulations and provisions in the City and designates, regulates and restricts
various matters of development.
C. The City desires to amend certain sections of Title 15 of the VMC to adopt the
2025 California Building Standards.
D. Pursuant to California Government Code section 50022.3, a public hearing was
held for the second reading and adoption of this ordinance.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 2. The City Council of the City of Vernon hereby finds and determines
that the above recitals are true and correct and are a substantial part of this ordinance.
SECTION 3. This ordinance was assessed in accordance with the authority and
criteria contained in the California Environmental Quality Act (CEQA), the State CEQA
Guidelines, and the environmental regulations of the City. The City Council finds that
the proposed action is exempt from California Environmental Quality Act (CEQA)
review, because it is general policy and procedure-making activity that is unrelated to
any specific project, which must undergo separate CEQA review, and that will not result
in direct physical changes or reasonably foreseeable indirect physical changes in the
environment, and therefore does not constitute a “project” as defined by CEQA
Guidelines Section 15378.
SECTION 4. Vernon Municipal Code Section 15.08.010 of Chapter 15.08 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:

The City of Vernon hereby adopts by reference the 20222025 California Building Code
as published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 2, Volumes 1 and 2, and Appendices C, F, H, I and J, and all
standards contained therein, including all applicable tables, indices, addenda and
footnotes. Except as otherwise provided herein, or as later amended, said California
Building Code is hereby referred to and by such reference is incorporated herein as if fully
set forth and is hereby adopted as the Building Code of the City of Vernon.
SECTION 5. Vernon Municipal Code Section 15.12.010 of Chapter 15.12 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:
Chapter 15.12 ELECTRICAL CODE
15.12.010 20222025 California Electrical Code adopted.
The City of Vernon adopts by reference the 20222025 California Electrical Code as
published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 3, including all of its tables, indices, appendices, addenda and
footnotes. Except as otherwise provided herein, or as later amended, said California
Electrical Code is hereby referred to and by such reference is incorporated herein as if
fully set forth and is hereby adopted as the Electrical Code of the City of Vernon.
SECTION 6. Vernon Municipal Code Section 15.16.010 of Chapter 15.16 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:
Chapter 15.16 MECHANICAL CODE
15.16.010 20222025 California Mechanical Code adopted.
The City of Vernon adopts by reference the 20222025 California Mechanical Code, as
published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 4, including all of its tables, indices, appendices, addenda and
footnotes. Except as otherwise provided herein, or as later amended, said California
Mechanical Code is hereby referred to and by such reference is incorporated herein as if
fully set forth.
SECTION 7. Vernon Municipal Code Section 15.20.010 of Chapter 15.20 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:

The City of Vernon adopts by reference the 20222025 California Plumbing Code, as
published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 5, including all of its tables, indices, appendices, addenda and
footnotes. Except as otherwise provided herein, or as later amended, said California
Plumbing Code is hereby referred to and by such reference is incorporated herein as if
fully set forth.
SECTION 8. Vernon Municipal Code Sections 15.28.010 and 15.28.040 of
Chapter 15.28 are hereby amended to read as follows with amendments denoted in
underline and deletions by strikethrough:
Chapter 15.28 EXISTING BUILDING CODE
15.28.010 20222025 California Existing Building Code adopted.
The City of Vernon adopts by reference the 20222025 California Existing Building Code,
as published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 10, including the tables, indices, appendices, addenda and
footnotes contained therein as the seismic strengthening provisions for unreinforced
masonry bearing wall buildings for the City of Vernon. Except as otherwise provided
herein, or as later amended, said California Existing Building Code is hereby referred to
and by such reference is incorporated herein as if fully set forth.
15.28.040 Chapter A2 of the 20212024 International Existing Building Code
adopted.
Chapter A2 of the 20212024 International Existing Building Code, published by the
International Code Council, Inc., is hereby adopted as the minimum standard for seismic
strengthening of tilt-up concrete wall buildings. This standard is established as a minimum
guideline for those property owners voluntarily selecting to retrofit their structures and
shall not be construed as the City of Vernon mandated program. Except as otherwise
provided herein, or as later amended, said 20212024 International Existing Building Code
is hereby referred to and by such reference is incorporated herein as if fully set forth.
SECTION 9. Vernon Municipal Code Section 15.32.010 of Chapter 15.32 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:

15.32.010 20222025 California Residential Code adopted.
The City of Vernon adopts by reference the 20222025 California Residential Code and
Appendix V thereof, as published by the California Building Standards Commission,
California Code of Regulations, Title 24, Part 2.5, including Appendix Chapters H, J, T,

V, and all tables, indices, addenda and footnotes. Except as otherwise provided herein,
or as later amended, said California Residential Code is hereby referred to and by such
reference is incorporated herein as if fully set forth.
SECTION 10. Vernon Municipal Code Section 15.36.010 of Chapter 15.36 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:

15.36.010 20222025 Green Building Standards Code adopted.
The City of Vernon adopts by reference the 20222025 California Green Building
Standards Code, also known as CALGreen Code, as published by the California Building
Standards Commission, California Code of Regulations, Title 24, Part 11, including
applicable tables, indices, appendices, addenda and footnotes. Except as otherwise
provided herein, or as later amended, said California Green Building Standards Code is
hereby referred to and by such reference is incorporated herein as if fully set forth and is
hereby adopted by reference as the Green Building Standards Code of the City of Vernon.
SECTION 11. Vernon Municipal Code Section 15.40.010 of Chapter 15.40 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:
Chapter 15.40 ENERGY CODE
15.40.010 20222025 California Energy Code adopted.
The City of Vernon adopts by reference the 20222025 California Energy Code, as
published by the California Building Standards Commission, California Code of
Regulations, Title 24, Part 6, including all of its tables, indices, appendices, addenda and
footnotes subject, however, to the amendments, additions and deletions set forth in this
chapter. Except as otherwise provided herein, or as later amended, said California Energy
Code is hereby referred to and by such reference is incorporated herein as if fully set forth
as the Energy Code of the City of Vernon.
SECTION 12. Vernon Municipal Code Section 15.42.010 of Chapter 15.42 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:

Regulations, Title 24, Part 12, including all of its tables, indices, appendices, addenda
and footnotes subject, however, to the amendments, additions and deletions set forth in
this chapter. Except as otherwise provided herein, or as later amended, said California
Referenced Standards are hereby referred to and by such reference are incorporated
herein as if fully set forth as the Referenced Standards of the City of Vernon.
SECTION 13. Vernon Municipal Code Section 15.56.060 of Chapter 15.56 is
hereby amended to read as follows with amendments denoted in underline and deletions
by strikethrough:
Chapter 15.56 REPAIR AND CONSTRUCTION OF DAMAGED STRUCTURES
15.56.060 20212024 Edition of the International Existing Building Code adopted,
repair criteria.
The 20212024 Edition of the International Existing Building Code, published by the
International Code Council, Inc., subject however, to the amendments, additions and
deletions set forth in this chapter, is hereby adopted by reference as the repair criteria of
the City of Vernon relating to disaster repair and reconstruction.
SECTION 14. Any provision of the Vernon Municipal Code or appendices thereto
inconsistent with the provisions of this ordinance, to the extent of such inconsistencies
and no further, is repealed or modified to that extent necessary to affect the provisions of
this ordinance.
SECTION 15. If any section, subsection, paragraph, sentence, clause, phrase, or
portion thereof, of this ordinance is declared by a court of competent jurisdiction to be
unconstitutional or otherwise invalid, such decision shall not affect the validity of the
remaining portions of this ordinance. The City Council declares that it would have adopted
this ordinance, and each section, subsection, paragraph, sentence, clause, phrase, or
portion thereof, irrespective of the fact that any one or more sections, subsections,
paragraphs, sentences, clauses, phrases, or portions thereof, be declared invalid or
unconstitutional. To this end, the provisions of this ordinance are declared to be
severable.
SECTION 16. The City Clerk, or Deputy City Clerk, shall certify the adoption and
publish this ordinance as required by law.

SECTION 17. This ordinance shall become effective after the thirtieth day
following its adoption.

Background
During the regular City Council Meeting on March 3, 2026, the City Council introduced and
conducted the first reading of Ordinance No. 1310 adopting the 2025 California Building
Standards Code. This ordinance adopts the 2025 California Building Standards Code by
reference. Every three years, the California Department of General Services' Building Code
Standards Commission reviews, revises and adopts building and construction codes. These
building codes are comprehensive standards used by the design and construction community
and relied upon by the insurance industry to minimize the loss of life and property.
Pursuant to California Government Code Sections 50022.2, 50022.3 and 6066, the public
hearing notice was published on February 26 and March 5, 2026. The public hearing will be held
on March 17, 2026, prior to the adoption of Ordinance No. 1310.
