Resolution No.4.
To Confirm the Reasons for Incorporation.
W n ERE A S, the present inhabitants of the City of
Vernon. County of Los Angeles. and State of California. who
promoted the incorporation of said City. did so undur certain
representations and promises and opposed to such representa-
tions L~ promises were certain other representations made by
those who opposed the incorporation,
Now, in order that the position of said inhabitants
who promoted said incorporation may be affirmed and forever
hereafter understovd, we. the first Board of Trustees of said
city at its f"rst meeting. do heartily affirm tha~ said city
was incorporated for the following purposes:
1. To promote and advance manufacturing industries
of whatever nature. except what 1s commonly known as the manu-
facture of tankage, a product of a fertilizing plant;
2. That wrlile we invite all persons wno so de~tr to
live and have their homes within said city, yet they should do
so having regard for the rights of manufacturing industries;
3. To promote the maintainenee of manufacturing in-
terests which may be established within said city under a lib-
eral policy;

be owned by tne city;
and water works in said city. and at all times such w::>rks shall
pl1rpose. except for the constr~ction of a system of sewerage
obtaining any franchise over. along or on any street in the
City of Vernon. except to cross 'he same at right angles;
6. To oppose any taxes except what are absolutely
necessary to raise funds with which to properly carryon the
public b1J.siness of the said city on the most economic bas.1.;
7. To oppoae the issuing of any bonds for any public

in the manufacturing inmlstries established or to be established
in said City of Vernon to reach their places of business within
said City of Vernon from any portion of the City of Los Angeles
as now or hereafter to be established on the payment of one
street car fare to be the lowest fare at the t3me in force in
