A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON AUTH-
ORIZING THE MAYOR OF THE CITY OF VERNON TO MAKE APPLICATION
FOR A PERMIT TO USE THE EXISTING WATER WORKS OF THE CITY OF
VERNON FOR THE FURNISHING OF DO~mSTIC WATER SUPPLY TO THE
INHABITANTS OF THE CITY.
6 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:

Section 1: That, pursuant and subject to all of the
terms, conditions and provisions of Chapter 373:'of the Calif-
ornia Statutes of 1913 and all amendments thereto, relating to
domestic wat~~ supplies, application by, the City of Vernon be
made to the State Board of Health of the State of California

for a permit to use the existing water works of the City of
Vernon to supply domestic water to its inhabitants.
Section 2: That the Mayor of the said City of

15 Vernon be, and he is hereby, authorized and directed to cause
16 the necessary data to be prepared and investigations to be
17 made, and in the name of said City of Vernon, to sign and file
18 such application with the said State Board of Health.

Section 3: The City Clerk shall certify to the
20 passage of this Resolution, and thereupon and thereafter the
21 same shall be in full force and effect.
22 Passed, and adopted at a regular meeting of the
23 City Council of the City
24 February, 1939.

Dear Mr. Bates:
I have your request for approval of a new well in
Vernon built as a P.W.A. project.
I believe that this requirement for approval from
us originates from the fact that the P.W.A. requirements
call for compliance with any State laws that apply. In the
case of water supplies, there is the Sanitary Water Systems
Act, of which copy is enclosed. This act requires State
Board of Public Health permits for new water systems. There-
fore, the approval is in essence securing a permit from the
State Health Department and it is not in our hands to simply
approve the proposition in view of-the permit requirement.
The way to initiate the request is on the basis
of an application for permit. I am sending you forms for
the purpose and am sending a copy of this letter to J'JIr.
Harmon of this Bureau in Los Angeles, who will call on you
to secure the necessary information to go with a permit.
In this connection, it has always been the policy of the
Board not to grant permits piecemeal in a water system. And
since I doubt that Vernon has ever had a permit for the
existing system, it will be necessary to secure information
on the old as well as the new work.
