A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON TO EXAMINE
AND CANVASS THE RETURNS FROM THE SPECIAL ELECTION HELD IN THE CITY
OF VERNON SEWER DIS~RICT NO. I, April 11, 1939.
WID~REAS, a special election was held and conducted
within City of Vernon Sewer District No. One as described
in Ordinance of Intention No. 524 of the City of Vernon, and
in Ordinance No. 526 of said City, ordering and calling an
election in said district and said election was regularly
held on Tuesday, April 11, 1939, under and pursuant to said
Ordinances and Municipal Se'w"er District Act of 1939, and
other laws of the'State of California, governing said elec-
tion; and
wnEREAS, it appears that all requirements of law
pertaining to said election were duly and legally complied
with, and that said election was in all respects duly and
regularly held and conducted and the votes cast at said
election received and ,canvassed and the returns thereof
made and declared in time, form and manner as required by
said Ordinances and the laws of the State of California;
and
WDEREAS, the City Council of the City of Vernon met,
a t the Council Charnber of s aid Council in the City Hall of
said City on Tuesday, the 18th day of April, ~939, as pro-
vided by law, beginning at the hour of 3
0' clock P.M.
of said day, said meeting being a regular meeting of said Oi ty
Council, to canvass the returns of said election and declare
the results thereof, wpereupon said Council found the number
of votes cast, th.eproposi tions or questions voted upon, the
results of said election, and the other matters required by
law, to be as hereinafter stated;

CALIFORNIA,' DOES ITEREBY RESOLVE, DECLARE, AND DETERI\uNE AS
FOLLOWS:
FIRST: That said special election was duly held and
conducted in the City of Vernon Sewer District No. One, on
Tuesday, April 11, 1939, in tllfle, form and manner as provided
by Ordinances Nos. 524 and 526 of said City of Vernon, and as
required by law;
SEC011D: '.rhat there was one voting precinct established
for holding said election, consisting of the entire area with-
in said City of Vernon Sewer District No. One as described in
the aforesaid Ordinances;
THIRD: That the whole number of votes cast at said
election was

cast was none, making a total of

votes in all cast
at said election;
FOURTH: That the propositions or questions voted upon,
the number of votes for and against each such proposition or
question and the total number of votes for and against each
such proposition or question are as follows:
(A) That the first proposition or question voted upon
was the following:
"PROPOSITION NO.1: Shall a debt be incurred
by the issuance of $350,000.00 bonds of 'City of
Vernon Sewer District No. Onet in accordance with
'Municipal Sewer District Act of 1939' and Ordinances
of tl1..e Citj- of Vernon, for the purpose of the con-
struction and acquisition of sewers in said district-
and the construction of outlets for sewers already
constructed in said district, for collecting and

disposing of the sewage of said district~ includ-
ing the acquisition and construction of all neces-
sary machinery~ apparatus and other property to
enable said sewage to be gathered and collected~
including the acquisition of rights in sewers and
outfall sewers of the City of Los Angeles to en-
able the sewage of said district to be disposed
of by flowing the same through said sewers and
outfall sewers of' the City of Los Angeles~ and
its works and plants~ to and into the Pacific
Ocean?"

the number of votes against (no) the same was 10 votes.
(One ballot was found to be bfank)
That no absentee ballots were cast at said election upon
said proposition.
(B) That the second proposition or question voted upon
was the following:
"PROPOSITION NO.2: Shall the City Council
of the City of Vernon levy and assess, or cause
to be levied and assessed, annually upon the pro-
perty in 'City of Vernon Sewer District No. One'
a tax clearly sufficient to pay and discharge the
annual expense of the maintenance and operation
of the sewer system in said district, and the
annual amount to be paid toward the maintenance

and operation of the sewer system of the City of

Los Angeles used in connection with the disposi-
tion of the sewage of said district, which total
annual charge is estimated to be the sum of Nine
Thousand Dollars ($9000.00)?"
That the whole number of votes cast at said special
election on said proposition or question was 55
votes,
and the number of votes for and against said proposition or
question was as follows:
That the number of votes cast for and in favor (yes)

That no absentee ballots were cast at said election upon
said prop.osition.
FIFTH: That as a result of said election said City
Council finds, orders and determines as foll.ows:
That more than two-thirds .of all the voters vot-
ing at said special electi.on held in said City .of
Vernon Sewer District N.o. One voted in favor .of said
first proposition or questi.on hereinab.ove set forth
and being Proposition No.1 set f.orth in Section 5
.of Ordinance No. 526 .of said City and that there-
fore said prop0sition or question was adopted and
bonds of said district in not exceeding the princi-
pal amount stated in said proposition, t.o-wit:
$350,000.00 shall be issued and sold for the .objects
and purposes set farth therein.
SIXTH: That as a result .of said election the City Caun-
c11 alsa finds, .orders and determines that more than tw.o-thirds
.of all the vaters voting at said special election held in said

City of Vernon Sewer District No. One voted in favor of the
second proposition or question hereinabove set forth, being
cause to be levied and assessed, each year, upon the property
in said City of Vernon Sewer District No. One, a tax clearly
sufficient to pay and discharge the annual charge and expense
of the maintenance and operation of the improvement described
in said Ordinance No. 526 of said City and the annual amount
to be paid toward the maintenance and operation of the sewer
system of the City of Los Angeles used in connection with the
disposition of the sewage of said City of Vernon sewer District NO.
One as described in said Ordinances No. 524 and 526 of the
City of Vernon.
And the City Clerk shall forthwith enter on the records
of this Council a statement of the result of said election,
showing the total number of votes east at said special elec-
tion in said City of Vernon Sewer District No. One for each
proposition; the questions voted upon; the number of votes
for and against each proposition and copying this resolution
in the minutes of this meeting of the City Council shall be
a sufficient compliance by said City Clerk with this order.
And the City Clerk shall certify to the passage of
this Resolution, and thereupon and thereafter the same shall
be in,full force and effect.
