Attached is a summary of all offers received for furnishing this material. The U. S. Pipe and Foundry Company submitted a bid on cast iron pipe which is lower than that submitted by Johns-Manville Company for tran- site pipe, but the delivery conditions and the fact that we can not obtain a preference rating for their pipe makes their offer unacceptable.
