THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS: 5 6 WHEREAS, The City Engineer bas, upon the order of the City Council, ordered one 10-inch Model F.M. Detector Meter and Flag, and WEEREAS, the said cost involved thesum of $1120.00 plus California use tax of $33.60, and WHEREAS, it was absolutely necessa~ to secure said meter at the earliest possible date, for the best interests of the City of Vernon and the manufacturers therein who are now manufacturing war material, and WEEREAS, Said Meter is manufactured b~ onl~ one manu- tacturer in the United States, to-wit: HERSEY N~NUFACTURING COMPANY, and WHEREAS, The price thereot is fixed by the War Pro- duction Board, and WEEREAS, The manutacturer would not bid upon same, ow- ing to the price fixed by the War Production Board, and would not agree to deliver same at any definite time in the future unless same was ordered prior to June 1st, 1943, and WHEREAS, The City Council deemed that. sufficient emergency existed so as to order said meter without the formal- ity of advertising for same, and WHEREAS, a national emergency exists in that the United States is now at war with the Axis powers and in the opinion of the City Council it was necessa~, to protect the health and propert~ of the City and its inhabitants, that the meter be pur- chased and installed as soon as pOSSible: 7 8 9 NOW, THEREFORE, BE IT RESOLVED: .... 10 11 12 13 14 1 Section 1.That the City Council of the City of Vernon by a four-fifths majority hereby order the City Treasurer to pay to the HERSEY MANUFACTURING COMPANY, in accordance with their demand, the sum of Eleven Hundred Fifty-three and 60/100 ($1153.60) Dollars, being the full purchase price of said meter and Cali- 2 3 4 5 6 fornia use tax. 7 Section 2.
