This Association has served the community continuously and gratuitously in
matters of general civic interest and betterment since 1922
To the Honorable Oi ty Oouncil
of the Oity of Vernon, California
Gentlemen:
We understand that you have been requested to oppose the project of securing
for the County, the superb park at the foot of the mountains which is now the
Altadena Golf Club"
We pose this question, is it quite fair to prejudge a case which is now under
careful investigation?
The Board of Supervisors are not taking hasty action" They have most wisely
referred the different aspects of the proposal to various committees for careful
examination and report" When those reports have been made and all interested have
the faots before them, there will be full opportunity for your honorable body and
for any other munioipal organization in the County to express its opinion"
We respeotfully suggest that it would be both just and wise to await those
expert reports and not to attempt to influence the Supervisors until all of us have
the full information that Is being sought"
This is not a matter of mere local interest. The majestio mountains look down
upon all of us regardless of our little municipal boundaries, whioh are in any case
purely artificial and subject to change. Let us plan nothing less than the whole
area of the County and let us be eager to preserve for all the people the enjoyment
of the beauty spots of our Alpine region"
We think you will be interested in knowing that, on the basis of three billion
dollars of assessed valuations in Los Angeles County, if the total asking prioe of
$225,000.00 were added to this year's tax bill, only three~quarters of one cent per
$100 of assessed valuation would be added to individual taxes, or twenty-two and
one-half cents on a prop~rty assessed for $3,000,,00.
As a well managed Golf Course, instead of an expense, the Regional Park and
Recreation area will return to the County a handsome income on its investment" In
one of the commodious rooms of the magnificent Club House, it is proposed to have a
permanent County Hospitality Center for service men" The opportunity to mingle with
men of like tragic experienoes, some broken in health and despondent, others in the
prooess of rehabilitation, will go a long way toward spiritual, mental and physical
uplift to these servioe men"
We are also suggesting that a part of our commodious locker room at the Club
House be oonverted into a Hostel to be used by groups of young people from every
seotion of the County, under competent direction and supervision, hiking parties and
parties for nature studYJin our olose-at-hand foothill areas will make use of this
Hostel as their overnight headquarters" The County to map a series of safe trails
for this purpose. This program might be helpful in preventing child delinquency"
We are pleased to report that thus far over 100 of the prominent merchants,
business men and professional men of Pasadena have signed a resolution for County
ownership of Altadena Golf Club"
Assessment districts have been daring failures and never again will be attempted
in Los Angeles County" Pasadena, itself has been the benefioiary of nearly a million
and one-half of County funds for the relief of its stranded assessment districts.
It is unthinkable that the seoond riohest County in the U.8 .A. may never have
uninoorporated r.ecreation areas, that tourists and retired citizens must enter in-
oorporated areas to enjoy these advantages" Unless remedied Los Angeles County will
soon fall by the wayside as a tourists' paradise" Plans that will serve sO many and
draw muoh wealth to Los Angeles County should not be opposed.
'twithout vision the people perish".
If a resolution has been adopted by your honorable body opposing the acqUisi-
tion of this property for reoreational purposes. we urge you to recall the same and
await the report of the Investigating Agencies appointed by the Board of Supervisors"
We have the urge to suggest to Pasadena Board of City Directors that they do like-
wise and, oreate a feeling of friendship among the people of Altadena, thereby laying
the foundation for a lasting Good Neighbor Polioy.
Respectfully submitted
