RESOLUTION NO. 1269
A RESOL.lJTION 0 F THE CITY COUNC IL OF THE CITY OF VERNON, AUTHORIZING
TI-1E EXPENDITURE OF PUBLIC MONEY BY A FOUR-FIFTH'S VOTE OF THE
CITY COUNC IL.
THE CITY COUNCIL OJ? THE CITY OF' VERt,TON DOES RESOLVE AS FOLLOWS:
WHEREAS, the City Engineer of the City of Vernon has
filed with the City Couneil his opinion and recommendation as
to the public necessity of immediately spending public funds,
a copy of said communication and recommendation being hereto
attached:
NOW, THEREFORE, BE IT. RESOLVED:
Section 1. That the City Council of the City of
Vernon does h$Deby declare and determine that public interest and
necessity demands immediate expenditure of public finds to
safe-guard life, health and property, and said expenditure is
necessary for the continuance of national defense, owing to the
fact that there are so many war plants within the City of Vernon,
and it would be a calamity if they were required to shut down
for any length of time.
Section 2. That the City Engineer of said City is
hereby':1nstructed and empowered to immediately order, the nec-
essary replacements and to arrange for the installs. tion at the
earliest possible date, and to issue a work order to Layne &
bowler Corporation to do said work at an approximate cost of
$3500.00, less $300.00 salvage value of material that cannot
again be used in said well.
Section 3. The copy of the communication and recom-
mendation hereto attached is r~reby referred to and is made
a part of this resolution.
Section 4. The City Clerk of the City of Vernon shall
certify to the passage of this resolution upon a four-fifths
vote of the City Council of said city, and same shall be in

The Vernon City Water Department's Well No.6,
located in the City Hall Yard, has been for some ,time falling
off in production, and weare now engaged in cleaning out and
re~condi tioning it. .
When the pump wa.s' pulled out of the well ,it
was,discovered that the discharge line, shaft and.shaft bubing-,
has dete:riorated to such an extent that it. would be highly
undesirable to attempt to reuse it in the well. It lsthere...
fore necessary to replace these items with new materials.
lUs.o., because of lower water levels, the pump should be lowered
in the well an additional 30, feet. The cost of the replacement~
will be approximately $3500.00, less.'300.00 for value of
salvagable materials, or net cost. of $3200~00. .
We must do this work at once and put the well
back into service at the earliest possible moment. The Water
Department 1s now delivering to consumers more than seven
million gallons 'daily, double of .that two years ago, and w~can
not afford tO,take any chance of being unable to satisfy the
deman of our consumers. It. real emergency exists and the
situation could become. critical should,we have another well'
failure while this well 1's oub of service.
It is therefore recommended that I be authorized
to immediately order the necessary replacements and arrange for
installation at the earliest possible date. The Layne Bowler
Corporation assure me that they are in position to undertake'
the work immediately and if agreeable with you order will be
place with them,.
