A RESOLUTION OF TEE CITY COUNCIL OF THE CITY OF VERNON AUTHORA
IZING THE EXPENDITURE OF PUBLIC MONEYS, BY A FOUR-FIFTH'S VOTE
THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
WHEREAS, the City Engineer of the City of Vernon has
f.iled with the City Council his opinion and recommendation as to
the public necessity of immediately spending public funds, a
copy of which opinion and recommendation is now on file in the
office of the City Clerk of said City; and
WHEREAS, the City Engineer did testify before the City
Council of said City that public interest and necessity demand
the immediate expenditure of public funds to safeguard life,
health and property, and after a complete hearing on the question
of the expenditure of said money:
NOW, THEREPORE, BE IT RESOLVED:
Section 1.
That the City Council of the City of
Vernon does hereby declare and determine that public interest
and necessity demand the immediate expenditure of public funds
to safeguard life, health and property, and that said e~penditure
is necessary, as'a calamity may exist if the time is taken to
advertise for bids, as it is necessary to the VVater Department
of said City that the work set forth by the City Engineer is
immediately required.

Section 2.
The City Engineer of said city is hereby
instructed and empowered to immediately order the necessary work
and labor required for repair and replacement of the pump and
pipe, as set forth in the Engineer's recommendation, snd that
same be done at the earliest possible date and to issue a work
order to Layne & Bowler to do said work at the approximate
cost of $2250.00.

Section 3.
A copy of the communication and recom-
2 mendation of the City Engineer is hereto attached and referred
3 to and made a part of this resolution.

Section 4.
The City Clerk shall certify to the pas-
5 sage of this resolution upon a four-fifths vote of the City
6 Council of said City and same shall be in full force and effect
7 from and after the passage of same.
8 ADOPTED AND APPROVED this 6th day of November, 1945.

Gentlemen:
We recently pulled the pump from Well No. 2
in the City Hall yard for the purpose of inspection and
overhauling. It had been about ten years since this pump
was installed and water production from it has been gradually
falling off.
We found the pump in need of extensive re-
building and also that it should be re-placed :tn the well
some seventy feet deeper than heretofore in order to obtain
maximum l')roduetion and efficiency, all of whlch will cost
about $2:250.00.
With this pump out of service, we are
confronted witll a real emergency and must face the possibility
of not being able to supply our consumers, should another
pump failure occur. It is therefore imperative that we make
the necessary repairs at the earliest possible moment. It
i,s recommended that special appropriation be made in amount
$2,250.00 for this purpose, and that I be authorized to have
the work done immediately.

Gentlemen:
The Kimball pump which was removed from your well a few
days ago appears to be in need of the following repairs:
This pump is now equipped wi th 2}+()' of 10" ID X 3" x 1-15/16t~
shaft. We can furnish 70' of extension which will put the top of the
bowls at 310' at a price of $7.60 per foot. TVIO spider COU} lings
should also be furnished, which we believe will cost about $20.00 extra.
New 330' air line with gauge and fittings figures about $43.00.
Since we have opened the pump bowls, we find that it will be
an utter impossibility to use the cast iron parts in these bowls and
new parts will have to be furnished and, as the pump is going to be
70' deeper than the previous depth, we would suggest that the addition
of enough stages be made to cover this deeper lift. These items will
work out to about as follows:
New Impeller Shaft - - - - -$103.00
16 Bronze Impellers - - - - $480.00
16 Bowl Castings - - - - - -$630.00
From the above three items will be deducted a credit of
$48.52 for the material discarded.
The pulling and re-installing of the pump we estimate to be
in the vicinity of $230.00, to $250.00.
As you know, we made an attempt to sand-pump this well, but
we find that it is impossible to do so inasmuch as we encountered metal
at 763'. We find the water level at 218t and, as there is almost no
oil floating on top the water, we assume that the pump had broken
suction several times, and therefor, had skimmed the surplus oil entirely
off the top.
As to the cleaning up of the tubing and eduction pipe, we
believe that if this is allowed to dry out in the sun for a few days,
a considerable quantity of the scale can very readily be removed. We
would suggest that the shaft not be removed from the tubing, but that

it be carefully handled to prevent rust getting into the tube, and we
believe that the outside of the tubing can be scraped sufficiently clean
so as to make a fairly good job of the cleaning up.
Inasmuch as this pump will again have to be removed from the
well at the time of frequency change, the assembly of bowls as con-
structed in accordance with the above will be useable with a good
efficiency when destaged and trimmed for capacity of the well.
We are enclosing Performance Curve that will apply to the
bowls after re-construction, and both 50 and 60 cycle performance are
shown on this curve.
In accordance with your conversation, we are proceeding at
once with this work and expect to be able to make deliyery in about
three weeks' time.
