Resolution No. 1296 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 "<t 8 Z 26 a: 0: >-c <~- U - co 27 iii> z ~ ~ ~ Ul~~~u ~ .. <( 0: 0: . m 28 OUOId.. lo: ~ Id .1->00:1:: U>I-..ll:<(1d ~ <( 0 ~ no: 29 o~>>-alZZ ~!:!:l)o~ ouu"1 ~ ~ I: " Z" 30 I- gj:'" Id Z !: :) 31 ~J: 32 1 RESOLUTION NO. l296 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, AUTHOR- IZING THE EXPENIDITURE OF PUBLIC MONEYS BY A FOUR-FIFTH'S VOTE. 3 4 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS: 5 WHEREAS, the City Engineer of the City of Vernon has filed with the City Council a communication informing said City Council that the sanitary sewer in Vernon Avenue, Santa 1<'e Ayenue and East Vernon Avenue, between Alameda Street and a point some 1000 feet easterly of Santa Fe Avenue is badly fouled 6 7 8 9 and must be cleaned out immediately; and WHEREAS, the City Engineer did testify for the City Council that public interest and necessity demand the imme- diate expenditure of public funds to safeguard life, health and property, and after a hearing on the question of the expen- diture of said money: NOW, THEREFORE, BE IT RESOLVED: Section 1. That the City Council of the City of Vernon does hereby declare and determine that public interest and ne- cessity demand the immediate expenditure of public funds to safe- guard life, health and property, and that said expenditure is necessary; that in the event said sewer line is not cleaned out at once, the probability is there will be a complete stoppage in the sewage with consequent menace, and that in the event of the total stoppage of said sewage a great calamity may exist if the time is taken to advertise for bids and it is necessary that the work set forth by the engineer isimmediately required, and that an emergency does exist. Section 2. The City Engineer of said City is hereby instructed and empowered to employ a qualified sewer cleaning contractor who has the force and equipment availab1e to under take the cleaning of said sewer irmnediate1y, as set forth in l. 10 11 12 13 14 15 16 17 1 the recommendation of the City Engineer and that same be com- 6 Section 3. A copy of the communication and recommen- 7 dation of the City Engineer is hereto attached and referred to" 8 and made a part of this resolution. 9 The City Clerk of the City of Vernon Section 4. shal1 certify to the passage of this resolution upon a four- fifth's vote of the City Council of said City" and same shall be in full force and effect from and after the date of passage. Vernon Ave., respectively, between Alameda St. and a point some lOOO ft. easterly of Santa Fe Ave.) is badly fouled and must be cleaned out immediately. This line is mostlf 30 inch diameter pipe and is a portion of that taken over from the City of Los Angeles under the contract of 1938. Only a small part of the carrying capacity of this large sewer is now being used, hence the velocity of now is greatly reduced below optimum requirements. Notwithstanding this greater need for maintenance it has been seven to eight years since the sewer was cleaned. The line must be cleaned out at once in order to avoid the probability of complete stoppage, with consequent menance to the City; an emergency expenditure is now re- quired. It is recommended, therefore, that I be authorized to eJtpend not more than $4000. for the em.plo,ment of a qual- ifiedsewer-cleaning contractor who has the force and equip- ment available to undertake' the work immediately.
