2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, AUTHOR-
IZING THE EXPENDIDTURE OF PUBLIC FUNDS DUE TO AN EMERGENCY, SAID
3 RESOLUTION TO BE ADOPTED BY FOUR~FIF'I'HS VOTE BY THE CITY COUNCIL.
4 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
5 THAT, WHEREAS, the City Engineer of the City of
6 Vernon did file a letter with the City Council of said City,
7 dated February 11, 1947 wherein the said Engineer stated that
8 owing to the process of the Southern california Edison Company
9 to convert from fifty to sixty cycles all of their feeders
10 serving Vernon City Pumping Plants and Wells; that there

would not be time to advertise for bids for furnishing and
delivery of the equipment required by the City to keep certain
wells of the city going until said advertisment and bids can
be completed; and
WHEREAS, it is the opinion of the City Council of
the City of Vernon that a real emergency does exist and it is
necessary to immediately place orders for new pumping equipment
requi~ed because of said frequency changes so as the wells of
the city will be down for the shortest possible time:
NOW, THEREFORE, BE IT RESOLVED:
Section 1..
That the City Council of the City of
Vernon does hereby declare that public interest and necessity
demands the immediate expenditure of public money so as to avoid
the closing down of a portion of the pumping equipment of the
City of Vernon for the pumping of water for the City of Vernon
and its inhabitants.
Section 2.
The City Council does hereby authorize
and empower the City Engineer to place an order with Layne &
Bowler Corporation for the following equipment at the prices
named in their offer, as .follows:

Edison Company that they propose to convert to 60 cycles
all thelrf~.edersserV1ng Vern.on City Pumpin~ Plants and
Wells, dur1n.g the 1llonths of May and June, 194.7- This ex-
tremely short notice <:reates .an emergency which can be over-
come only b. immediately placing orders for the new pumping
equipment required because of th., frequency change.
It is therefore requested that I be authorized to

Gentlemen:
In response to invitatIonror bids for
rurnishing and delIvery to the City of Vernon,
Pumping Equipment for Well No. 10, issued February
4, 1947, one bid, only, was received and opened
at meeting of the City Council, February 15, 1947.
This bid is from Layne & Bowler Corporation, 900
Santa Fe Avenue, Los Angeles 21, Calirornia, with
offer to deliver at the well site all the specified
equipment for the sum of $10,106.25, plus sales
tax.
In view of the general Increased costs,
this offer is consistent with previous purchases
of similar equipment and it is recommended. that
same be accepted.

Gent lemen :
In response to your request for bids for
a complete pump to be installed in your Well No. 10,
please be advised that we quote herewith on a complete
pump in accordance with your specifications. Bid bond,
in the proper amount, is attached hereto.
Said pump is to be equipped with a 150 HP,
6-pole, 1160-speed, 60-cycle motor, together with our
No. 31 Armorclad head, drawings of whieh are herewith
enclosed, together with 8 stages of our 16" Type EHMN
porcelain-lined bowls, to perform in accordanoe with
Curve No. 4'7042, also enclosed. There will also be fur-
nished 300' of column, equipped with 2-3/16" shaft x
3-1/2tf extra-heavy tubing x 12tf standard eduction pipe,
column joints to be 10' in length; tubing joints 5' 1n
length, which would locate the bearings on 5' centers.
There will be furnished, too, 330' of 1/4" brass air
line, together with gauge, fittings, ete., and, below
the bowls, will be installed 20' of 12" standard pipe,
together with a "Greene" galvanized strainer. There
will be furnished, further, a weather-proof starting
panel, complete wi th fuses, main line switch and push-
button starter, starting panel to be of weather-proof
type, either Square D or General Electric.
The price of the above equipment, delivered
at the well site, but not installed, is $10,106.25,
to which, of course, will be added 2-1/2;& California
state sales tax, which amounts to $252.65.
Delivery can be made about June 1, 194'7,
except for the motor and starting equipment. We are
told, however, by the electrical companie s that the
motor and starting equipment can be had about that time.
However, while we believe that the complete unit can
be delivered, we are not certain of the electrical
equipment.
