6 '1'H.A!', WHEREAS, the City EngiD.eer of the City of Vernon
7 did file with the City Council of said City a letter dated Sept-
8 ember 20th, 1948 wherein. the said Engineer s ta ted that in order
9 to place Well #10 in service it would be necessary that the
10 wor~ be started so as to have water available at the earliest'
11 pessible moment; that there would not be t~e to advertise
12 for bids for the doing of said work; that this emergency was
13 occasioned by in.c~eased water demand of industry and it was
14 necessary that immediate action be taken to protect the life,
15 health and property of the inhabitants of the City of Vernon;
16 and
17 WHEREAS., in the opinion of the City Council a real
18 emergency did exist and it was ne~essary that immediate action
19 be taken to protect the life, health and property of the 1nhabi-
20 tants of the City of Vernon:

Section 1.
!hat the City Council of the City of
Vernon does hereby declare that pUblic interest and necessity
demands the immediate expenditure of public money so as to avoid
the, necessity of closing a portion of the industry within the
City and that the well was needed immediately so as to be used
in pumping water for the city and its inhabitants.
Section 2. The. City Council does hereby authorize

an appropriation of $6535.10 for emergency expen&itures made in
connection with the placing of Well .0. 10 of the City of VerBon
in service.

Section 3.
The City Clerk shall certify to the
2 passage of this resolution by a four-fifths vote of the City
3 Council of said City sad the same shall be in full force and
4 effect from and after the date of passage of same.
