Ltd. for the drilling of two 18" wells, said contract being dated December 18, 1946; said wells 'to be drilled in accordance with the Notice Inviting Sealed Proposals or Bids, and Specifications No. 141; and WHEREAS, the City Council did heretofore accept one of said Wells, being known as Well #10, located within the City of vernon at 44th Street and Downey Road, as a complete wellj and WHEREAS., the City Engineer of the City of Vernon is of the opinion that there is a slightt:imperfection in said well which cannot be ascertained with certainty at this time; and WHEREAS., the said City Engineer did examine the work done for the completion of said well and recommended that said well be accepted and requested that the contractor leave deposited with the City the sum of $1200.00 for a period of one year from the date when said well has been placed in operation so that same may be fully tested to ascertain with certainty whether it will be necessary to install a liner in said well for the full area of the perforations in said well: NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: Section 1. That Well #9 be and the same is hereby accepted as a complete well in accordance with Specifications '141 and the Notice Inviting Sealed Proposals or Bids, and the Bid of the Contractor, with the exception that there m~y be a slight imperfection in said well, which at this time cannot be ascertained with certainty, and may require a liner 1. 1 in said well for the full area of the perrorations therein 2 if said imper~ection is actually in said well., and it will 3 require severe pumping to ascertain this fact. 4 Section 2. The City Treasurer is authorized to pay 8 Section 3. The City Treasurer is instructed to 9 withhold from said 10% the sum of $1200.00 for a period of 10 one year, from the date when the well has been placed in 11 operation. 12 Section 4. Without qualification, we reconnnend that Well No.. 10, located at l.!ltthStreet and Downey Road be' accepted. With reference to Well No. .,9, located on Fruitland Avenue, some. 700 feet westerly from Downey Road, somediffieulty developed in the final stages which might or might not. be trouble- some and costly to the City at some future time. A,fter pumping the well for 155 hours the sand bucke.t brought up some stones about hen-egg in size and too large to have entered the well through a normal size perforation cut. This indicated some unwanted hole> in the casing. so the well was again pumped an additional 31 hours as a test for seriousness of the trouble. This pumping dropped about 8 feet of sand to .the bottom and the sand bucket brought up about two dozen.more of the out...size stones, thus confirming the trouble but indicating that it might not be too serious. Beeause of this apparent-defect, however, I can only make the qualified recommendation that Well No. 9 be accepted providedtheeontractor first furnish the City a satisfactory guarantee .against .loss or expense because of undue sanding of the "Well or failureofa section of the casing. ., .. Honorable City Council Page 2 December 7, 1948 " The attached letter from Mr. Louis Barber, President of the contracting firm purports to make such promise; to be effective for a reasonable length of time, which letter, it is recommended, be referred to the City Attorney for such action as will expedite final acceptance of the well,as well as give the City reasonable protection in the matter. The well is satisfactory in every other respect, the tests showing about 2200 gallons per minute with 100 feet of drawdown.
