1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON DECLARING
AN EMERGENCY TO EXIST IN THE MAINTENANCE OF VillLL NO. 3 OF THE
2 WATER DEPARTl.,1ENT OF THE CITY OF VERNON,' AND APPROPRIATIN~ $1608.50
FOR SEALING SAID WELL.

THE CITY COUNCIL OF THE CITY O:F' VERNON DOES RESOLVE AS FOLLOWS:
5 WHEREAS, W. B. HOLLINGSWORTH, City Engineer, reports
6 on the condition of said waIl in accordance with the instructions
7 of the City/.councl1 as of septembe.r19, 1950, and
8 WHEHEAS, a complete investigation was made and it was
9 determined that, for a length of 63 feet between 313 feet and 376
10 feet below ground surface, the wel1 casing in said well had col-
11 lapsed; that impressions talten at the 313 toot level showed the
12 18" casing to be 9" off center, and
13 Wh~REAS, there has been recent evidence of pollution
14 in shallow wells in the industrial area due to the infiltration
15 of pollutants from surface discharge of lndustrial waste, water
16 from the 300 foot level was entering Well No. 3 through the col-
17 lapsed casing as indlcated by rise in the static water level from
18 232 feet to 185 feet;
19 NOW, THEREF<')RE, BE IT RESOLVED:

Section 1. That the Ci ty Council of the C1 ty of Vernon
21 does hereby declare that because of the aforesaid conditions an
22 emergency exists, and that public interest and necessity demand
23 the immediate expenditure of public money for the sealing and
24 abandoning of Well No. 3 of the Water Department of the City of
25 Vernon to prevent pollution of lower water strata supplying ad-
jacent wells furnishing water to the Vernon \\later Department which
would thereby endanger

Section 2.
The City Engineer having estimated that the
cost of sealing and abandoning said well No. 3 is the sum of
31 $1,608.50, the sum so stated is hereby appropriated to cover the

2 Sec~~,~~_~. The City Cle rk of the Ci ty of Vernon is
3 hereby directed to certify to the passage of this resolution
4 and thereupon and thereafter the same shall be in ful1 force and
