RESOLUTION NO. 1519

2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON SETTING
FORTH THE FORM OF ORGANIZATION, ESTABLISHMENT AND DESIGNATION
3 OF DIVISIONS AND SERVICES, THE ASSIGNMENT OF FUNCTIONS, DUTIES
AND POWERS, DESIGNATION OF OFFICERS AND EMPLOYEES OF THE CIVIL
4 DEFENSE AND DISASTER ORGANIZATION.
5 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
6 THAT WHEREAS, ordinance No. (,L/-( of the City of
7 Vernon relating to civil defense and disaster provides that the
8 civil defense and disaster organization, the distribution of civil
9 defense powers and duties, the assignment of functions and ser-
10 vices and the recruitment, direction and training of personnel
11 shall be prescribed by resolution adopted concurrently with the
12 adoption of said ordinance,
13 NOW, THEREFORE, BE IT RESOLVED:
14 Section 1. The Civil defense and disaster organiza-
15 tion of this city shall be as hereinafter more particularly de-
16 scribed and as shown on the attached chart marked Exhibit A and
17 entitled, "Suggested Model Local organization of Civil Defense".
18 Said Exhibit A, including all information sho\m thereon, is as
19 much a part of this resolution as if the materials and informa-
20 tion set forth by said exhibit were all fully described herein.

Section 2. DIVISION OF OPERATING SERVICES. There is
22 hereby created a Division of operating services. For the pur-
23 poses of civil defense planning and organization, the chief of
24 each operating service within this division shall be responsible

(3) engineering service, which shall include
utility service, shelter protection and
res cue se rvice;

(4) health services, which shall include
special weapons defense; an~,

(5) mass care service (emergency welfare
service).
6 The director shall appoint a chief of each such service, except
7 as hereinafter provided. The chief of the fire department of
8 the City of Vernon shall be chief of the fire service. The
9 chief of police of the City of Vernon shall be chief of the
10 law enforcement service. The city engineer of the city of
11 Vernon shall be chief of the engineering service.

section 3. DIVISION OF SPECIAL SERVICES. There is
13 hereby created a division of special civil defense and disaster
14 services. This division shall be under the direction and con-
15 trol of a deputy director of civil defense, Who shall be ap.
16 pointed by the director. For the purpose of civil defense and
17 disaster planning and organization, the deputy director is re-
18 sponsible to the director through the assistant director of
19 ci vil defense and disaster.
20 Within this division there shall be the following

mutual aid plans;
evacuation service;
transportation service;
warden service;
communications service, which shall
include civil air raid warning;
supply service;
public affairs and information service;
training service;
personnel service, which shall include
the recruitment of civilian auxiliaries
to military activities; and,
general administration service.

1 The director shall appoint a chief of each such sar-
2 vice who shall be responsible to the deputy director of the
3 Division of Special Services. The Director may appoint the
4 same person as chief of two or more services. (As may be jus-
5 tified by 10cal condition.)

Section 4. The city attorney shall serve as the legal
7 advisor to the director of civil defense and to the civil defense
8 organization.

Section 5. AMERICAN RED CROSS. The Nuerican Red
10
Cross in the City of Vernon will, in natural disaster, furnish
food, clothing, shelter, registration and information service,
11

supplementary medical service when requested, and rehabilita-
tion to individuals and families affected by the disaster.
In war-caused disaster, the American Red cross will
15
furnish only food, clothing and shelter to affected individuals
16
and families.

The American Red cross will provide funds with Which
18
to finance all its relief operations during natural disaster.

Civil defense financing will be provided by public or private
agencies other than the Red Cross for Red Cross functions and
war-caused disasters.

The director shall be responsible for arranging,
through the chairman of the local Red cross chapter, for the
participation of the Red cross in civil defense as a part of

the mass care service in case of war-caused disaster, and for
the ralationship between the Rad Cross and the civil defense
organization in case of natural disaster.
section 6. DUTIES. The civil defense and disaster
duties of the deputy director and the chiefs of operating ser-
vices and special services shall be as described in "united
States Civil Defense," National Security Resources Board Docu-

1 ment 128, dated September 8, 1950, copies of which shal1 be
2 filed in the office of the city clerk for use and examination
3 by the public. Such duties as described in "United States
4 C1 viI Defensett may be changed f'rom time to time by the director
5 by wri tl:;en administrative orders, particularly for the purpose
6 of conforming to recommendations of' the state director of civil
7 defense or subsequent modifications recommended by the federal
8 civil def'ense administrator. Upon recommendation of the civil
9 defense and disaster council of the City of Vernon, such duties
10 sha11 be changed in accordance with such recommendations.
