2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON GRANTING
A ZONING VARIANCE FOR BETHLEHEM PACIFIC COAST STEEL CORPORATION.

4 THE CI TY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
5 That WHEREAS, an application for a zoning variance was
6 filed with the City Clerk on the 6th day of March, 1951, by the
7 Bethlehem Pacific Coast Steel corporation, a corporation, for a
8 variance under the provisions of Section 6.1 of ordinance NO.
9 541 of the city of Vernon, as amended by ordinance No. 640, on
10 that certain parcel of land situated in the City of Vernon, and
11 more particularly described as follows, to wit:
12 The portion of Rancho Laguna, so-called, in the
13 Rancho San Antonio, in the City of Vernon, described
14 as follows:
15 Beginning at a point in the east line of Boyle
16 Avenue, distant north 880 42' 05" east 40 feet from a
17 point which is distant north 10 17' 55ft west 252.52
18 feet from the intersection of the center line of Boyle
19 Avenue with the center line of Belgrave Avenue; thence
20 north 10 17' 55" west along the east line of said Boyle
21 Avenue, 428.95 feet, more or less, to the south line of
22 Slauson Avenue, as described in the deed to the County
23 of Los Angeles, recorded in book 6681, page 1 of Deeds,
24 Records of said county; thence along the south line of
25 said Avenue, south 890 57' 01" east 516.13 feet; thence

line of the tract of land conveyed to Davis Bryson, by
deed recorded in book 67l5, page 207 of Deeds with the
westerly line of the right-of-way of the pacific Elec-
tric spur Track, said westerly line being a curve con-
cave to the southeast, having a radius of 965.35 feet;
thence Boutber,ly along said curve 291.53 feet, more or
less, to the intersection with the northerly line of
the land described in the deed to Warman Steel casting
company recorded in Book 6065, page 399, Official Rec-
ords, thence along the northerly line of the land of
said Warman steel casting company, south 880 42' 05"
west 385.16 feet, thence north 10 17' 55" west 391.43
feet thence south 880 42' 05" west 191.67 feet, more

or less, to point of beginning.
said parcel of land is situated at the southeast cor-
ner of the intersection of South Boyle and East Slauson Avenues
in the city of vernon, and
WHEREAS, the application for variance was regularly
set for hearing before the City Council on the 26th day of
April, 1951, at the hour of 10:00 O'clock A. M., in the council
chambers in the City Hall located at 4305 santa Fe Avenue, in
the city of Vernon, california, and
WHEREAS, all notices as required under said ordinance
wers regularly and duly given of the time and place of said hear-
ing, and the City Council having heard the matter on the 26th
day of April, 1951, at the hour of lO:OO O'clock A. M. in the
council chamber of the City council, and all evidence was heard
from all persons interested in effecting said variance and also
from all persons protesting the same, and the City Engineer

having filed his report herein, and the city council having
heard all the evidence and statements of said persons, and be-
ing fully informed in the premises, the matter was submitted
for decision, and on May 15, 1951, the council considered the
application and made the following findings and decision;
NOW, THEREFORE, the City Council of the City of Vernon
does find as follows:

1. That the property hereinabove referred to and de-
9 scribed is suitable for the purpose for which the petitioner
10 requesting said variance intends to use it, to wit: For the
11 handling, sorting, grading, classifying, compressing and bail-
12 ing of steel scrap.

2. That unnecessary hardship would be put upon peti-
14 tioner as the owner of said property in the use of said property
15 if its request for a variance was denied.

3. That results inconsistent with the general purpose
17 of ordinance NO. 541, as amended by Ordinance NO. 640, would
18 result if the request for such variance was denied.

4. That there are exceptional or extraordinary cir-
cumstances or conditions applicable to the property involved,
or to the intended use of the property, that do not apply gen-
erally to the property or class of uses in the same district or

zone.

5. That such variance is necessary for the preserva-
25 tion and enjoyment of a substantial property right of the peti-

hereinabove described is granted for the operation on said
property of the handling, sorting, grading, classifying, com-
pressing and bailing of steel scrap, subject to the following
terms and conditions, which the City Council deems proper to
preserve the public heal th, safety, convenience, welfare, and
the general intent and purposes of the zoning ordinance, as
amendedt
(1) The piles of metal scrap on the property
shall not exceed twenty-five (25) feet in height.
(2) The grantee of the variance shall maintain
open driveways not less than twenty feet (20') in
width between and completely surrounding all open
piles of scrap.
(3) In order to hide as much as reasonably
possible scrap operations on the property from the view
of users of adjacent streets and owners and occupants
of neighboring properties, the grantee of the variance
shall construct and at all times maintain in good con-
dition and repair substantial masonry walls, of from
twelve to fifteen feet (12' to 151) in height, (a)
along the entire westerly frontage of the described
area, except where the brick building is now located
along the Boyle Avenue frontage, and (b) along any por-
tions of either the Slauson or Boyle Avenue frontages
from which the existing buildings may in the future be
removed; and shall submit plans and specifications of
the wall and obtain the Engineering Department's ap-
proval thereof before commencement of construction.
(4) Entrance, or entrances, to the scrap yard
shall be from Boyle Avenue only, and tight gates shall
be provided, to be kept closed except when actually in
use.

(5) The grantee of the variance shall keep
abutting portions of Boyle and Slauson Avenues free
at all times of pieces of scrap which may fall from

trucks bringing scrap into the property.
(6) The grantee of the variance shall maintain,
and keep available for use by the city authorities, an
accurate record showing (a) date, (b) truck driver'S
name, (c) license number of vehicle, and (d) general
character of load (that is, turnings, motor vehicle

parts, plate, miscellaneous scrap, etc.) on all de-
liveries by truck.
(7) The grantee of the variance shall co-operate
fully in the campaign toward rodent control.
(8) The grantee of the variance shall comply
fully with the Vernon Building Code in the construc-
tion of the walls and any other construction work on
the property.
(9) The grantee of the variance shall comply
19 fully with all applicable state, county and City Regu-
20 lations.
21 A copy of this Resolution is to be filed with the City
22 Clerk and a copy mailed to the applicant.
23 The city Clerk of the City of Vernon is hereby directed
24 to certify to the passage of this resolution and thereupon and
25 thereafter the same shall be in full force and effect.
