1 A RESOLUTION REQ,UESTING REVOCATION OF ASSIGNMENT UNDER CHAPTER
47, STATUTES OF 1944, AS AMENDED.

THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:

WHEREAS, the State of California under Chapter 47,

Statutes of 1944 (4th Extra Session), as amended, has appropriated
funds for allocation to local agencies, defined therein as cities,
counties, and cities and counties of the State of California for
the purpose of defraying not to exceed one-half of the cost of
preparing engineering field surveys, engineering or architectural
designs and working and detailed drawings and specifications,
and for the purpose of paying one-half or less of the cost of
acquisition of rights-of~way and sites for postwar public works
projects all as set forth in said Act; and
WHEREAS, the aforesaid Act authorizes a local agency
to assign the money allocated to it thereunder, or any portion
thereof, to any other local agency, or to any governmental unit
or district in this State; and
WHEREAS, said Act makes provision for.revocation of
such assignment upon certification by the State Allocation ,Board
that there is good cause for such revocation; and

WHEREAS, the City of Vernon by resolution adopted
February 7, 1950, assigned to the City of Los Angeles, the sum
of Seven Hundred and Seventy Seven 69/100 Dollars ($777.69) for
plans preparation and Three Hundred and Twenty Eight 18/100 Dol...
lars ($328.l8) for sites; and
WHEREAS, the City of Vernon now desires to revoke the
aforesaid assignment; and
WHEREAS, the City of Los Angeles has by resolution
adopted February 28, 1950, agreed to the revocation of the afore-
said assignment;
NOW, THEREFORE, BE IT RESOLVED that the City of Vernon

Dear Mt-. Anderson:
The enclosed copy of letter received from the City of Los Angeles
is self-explanatory. No action has ever been taken to revoke the assignment
made to the City of Los Angeles but in view of their refusal to accept such
assignment we assume that there is no other course left but to have these
funds revert to your Chapter 47 accounts for your use in connection with
expenditures made or contemplated for plans and sites.
Four copies of a resolution has been prepared on form LAD 47-66
and same are enclosed. If you will kindly have the City Council at their
next meeting adopt this resolution then the monies will be transferred back
to the credit of the City of Vernon. Please send us two certified copies of
this resolution, one of which will be turned over to the Controller to record
the change on his books. It will also be appreciated it you wou1d kindly
send a copy to Mt-. Lloyd Aldrich, City Engineer , City of LOttAngeles, Los
Angeles, California.
Section 12 of Chapter 47 provides that aqr plans costs for work
done covering a Public Works Project, since July 1, 1944, are eligible for
reimbursement for the State I s share, not exceeding 5~ of such expenditures.
Any acquisition of sites or rights-of-way acquired since September 12, 1944
would also be eligible for reimbursement on a matching basis. Therefore the
funds reverting to your 47 accounts could be used for work previously done
within the periods specified, provided that you have the necessary vouchers
and other data as outlined in the rules and regulations governing Chapter 47
with which to substantiate a claim. Copy of rules and regulations enclosed,
along with application forms.
Chapter 47 was amended by Chapter 1455, Statutes of!45, which
provided for the transfer of sites monies to be used for plans, therefore

in ease you do not have use for the sites monies but could utilize same
for plan preparations we are enclosing a set of application forms to
affect such a transfer, along with a sample resolution which must be
adopted by the City Council pertaining thereto. Two copies each of the
application and certified resolution should be forwarded to this office.
