1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPOINT-
ING AN ALTERNATE W3MBER OF THE BOARD OF DIRECTORS OF COUNTY
2 SANITATION DISTRICT No. 1-
3 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
4 THAT imaEREAS, Assembly Bill No. 840, amending Section
5 4730 of the Health and safety code became effective september
6 22, 1951, and
7 WHEREAS, said Assembly Bill requires the selection
8 of an alternate member of the Board of Directors of County Sa.ni-
9 tation District No.1,
10 NOW, THEREFORE, BE IT RESOLVED:

13 I and designated as an alternate member of the Board of Directors
14 of County Sanitation District No. 1 of Los Angeles County, who
15 shall be a member of said district board to act in place of the
16 presiding officer of this City Council during his absence, in-
17 ability or refusal to act as such member of said District Board.
18 The City Clerk of the City of Vernon shall certify
19 to the passage of this resolution and thereupon and thereafter
20 the same shall be in full force and effect.

Dear Mr. Furlong:
The County Sanitation District Act as it appears in the Health
and Safety Code has been amended by Chapter 1076 effective September
22, 1951. This Chapter"amends Section 4730 to read in part as
shown on attached sheet. There are no sanitary districts in
Los Angeles County so all reference to them has been omitted.
The amendment provides that the presiding officer of the govern-
ing body of each city, the whole or part of which is included in a
sanitation district, is a member of the Board of Directors, and
further that the governing body of each city SHALL each select one
of its members, other than its presiding officer, as an alternate
director to act as a member of the District Board in place of the"
presiding officer during his absence, inability or refusal to act.

It is now necessary that you, as city clerk, forward to the
Secretary of the County Sanitation Districts a certification as to
the presiding officer of the governing body of your city as of
September 22, 1951. Accompanying this letter is a sample form of
certification that will be satisfactory to the Districts.

Further, the law provides that the governing body of your city
SHALL select an alternate director and it is recommended that this
be done by resolution as per accompanying sample which has been
prepared by the Districts's counsel.

Assembly Bill No. 840
CHAPTER 1076
amend Section 4730 of the Health and Safety Code,
relating to county sanitation districts.
(Effective September 22, 1951)
The people of the State of California do enact as follows:
An act to
Section 1. Section 4730 of the Health and Safety Code is
amended to read as follows:
4730. The governing body of a sanitation district is a
board of directors of not less than three members. The presiding
officer of the governing body of each city, the whole or part of
which is included in the sanitation district, is a member of the
board.
If the sanitation district includes territory which is unin-
corporated, then the presiding officer of the county board of
supervisors is a member of the board.
The governing body of each city and the board of supervisors
shall each select one of its members, other than its presiding
officer, as an alternate director to act as a member of the
district board in place of the presiding officer during his absence,
inability or refusal to act.
If the sanitation district includes unincorporated territory
and all or part of one city, then the presiding officer and one .
other member of the board of supervisors are members of the board,
unless the population included in the city is mOre than half of
the population of the whole sanitation district, in which case the
presiding officer of the board of supervisors and the presiding
officer and one' other member of the governing body' of the city, as
the case may be, constitute the board of directors.
If the total number of cities included in the sanitation
district in whole or in part is two and if the sanitation district
does not include any territory not in cities, then the district
board includes the presiding officer and one other member of the
governing body of the city having the greatest population and the
presiding officer of the governing body of the city having the
least population.
If the total number of cities who1ly'or in part within the
sanitation district is two or more, and if; in addition, the
district contains unincorporated territory, then the district
board includes the presiding officer of the board of supervisors
and the presiding officer of the governing board of each city.
If the district inc1ude~ no territory which is in cities,
then the county board of supervisors is the board of directors of
the district.
