That the Administrative Heads of the Police, Fire and Water Departments of the City of Vernon may allow a three weeks paid annual vacation to all employees of their respective departments whose duties are such that they do not 15 16 17 have or receive the time off benefits of regular legal holidays. Section 2. The vacation periods may be arranged by the Administrative Head of each Department to be taken by said employee or employees at any time during tne calendar year that is satisfactory to the Department Administrative Officer and approved by the City Council. Section 3.
