3 A RESOLUTION OF THE OITY COUNCIL OF THE CITY OF' VERNON
AUTHORIZING THE CITY ENGINEER TO NEGOTIATE FOR THE Il~~DIATE
4 REPAIR OF WATER WELL NO. 7 OF THE CITY OF VERNON WATER DEPART-
MENT AND AUTHORIZING THE OITY OF VERNON TO ENTER INTO A CONTRACT
5 FOR THE REPAIR OF SAID WELL AND DEOLARING SAID WORK TO BE AN
E1VJERGENCY.

THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
WHEREAS, the City of Vernon owns and operates a

municipal water system in the City of Vernon for the purpose of

supplying water for the use of the inhabitants of said Oity, for
domestic purposes, and for fire protection and for National and
Local Defense, which system consists of wells, pumps, reservoirs
13
and other works within said City; and
14
WHEREAS, the supply of water from the wells located
within the City of Vernon is the only supply available to said
City; and

WHEREAS, the maintenance of an adequate water supply
is necessary for the public peace, health and safety of the
inhabitants of said City; and for National and Local Defense; and

WHEREAS, W. B. Hollingworth, City Engineer of the
City of Vernon reports the condition of Water Well No.7 of the
City of Vernon Water Department in part as follows:
"It has been found by photographing the well that

a serious break has occurred in the well casing approximately

excessively for several months and cannot be used until
repairs are made. This is the second casing break in the
well, the first occurring in March, 1949, which was repaired
by the installation of 440 feet of liner in the upper por-
tion of the well. The present break is below the existing
liner and its repair will require a liner of 6 gauge double
well casing extending from bottom of existing liner to bottom

"of well, which is 1200 feet deep.
As repairs must be made immediately in order to
avoid the possibility of complete loss of the well,
with consequent menace to the Oity's water supply, an
emergency expenditure is now required.
Due to the lowering water levels and resulting
lower production, the other wells of the Water Depart-
ment do not have sufficient capacity without Well No.7,
to provide an adequate water supply for fire protection,
industrial and domestic use, without drawing dangerously
on reservoir storage. An emergency exists when a well
is out of service, and the situation is critical, endanger-
ing life, health, property, safety, and National and local
defense.
It is therefore recommended, that an emergency
appropriation of $8000.00 be approved for the well re-
pairs and that I be authorized to employ Barber-Bridge
Drilling Corporation, Ltd. to furnish material, labor and
equipment necessary to make said repairs"
determined that public interest and necessity demand the immediate
WHEREAS, the City Council of the City of Vernon has
expenditure of public money to safeguard life, health and prop-
erty of the inhabitants of the City of Vernon, and the National
and Local Defense,
NOW, THEREFORE, BE IT RESOLV~D:
Section 1.
That the City Engineer of the City of
Vernon is hereby authorized to enter into arrangements ror the
immediate repair of Water Well No. 7 of the City of Vernon at a
cost not to exceed $8000.00.
Section 2. That the City of Vernon is hereby ~uthorized
to enter into a contract on the best terms available, not to exceed

1 $8000.00 and in the best interests of the City, with any
2 responsible person, firm or corporation, for the repair of said
3 Water Well No. 7 in the manner generally discussed in this
4 resolution, and the Mayor of the City of Vernon is hereby
5 authorized to sign such contract entered into for the repair
6 of said Well.

Section 3.
The Oity Clerk shall certify to the
8 passage of this resolution and thereupon the same shall be in
9 full force and effect.

Gentlemen:

several months and cannot be used until repairs are made. This is the
second casing break in the well, the first occurring in March, 1949,
which was repaired by the installation of 440 feet of' liner in the
upper portion of the well. The present break is below the existing liner
and its repair will require a liner of 6 gauge double well casing ex-
tending f'rom bottom of existing liner to bottom of' well, which is 1200
feet deep.
As repairs must be made immediately in order to avoid the
