CI ~ <t 8~~ o ~ ~ 31 :r . 1 RESOLUTION No. 1617 2 3 4 A RESOLUTION OF 'THE CITY COUNCIL OF 'THE CITY OF VERNON CALLING THE ATTENTION OF THE DEPARTII(IEN'l' OF PUBLIC HEALTH TO THE ACUTE NEED FOR ADDITIONAL HOSPITAL BEDS IN THIS AREA AND REQUESTING THAT IT GIVE CAREFUL HEARING TO THE REQUEST OF THE ST. FRANCIS HOSPITAL FOR ALLOCATION OF FEDERAL FUNDS APPROPRIATED BY THE HILL-BURTON ACT. THE CITY COUNCIL OF THE Crry OF VERNON DOES RESOLVE AS FOILOWS: 5 6 7 WHEREAS, the Department of Public Health of the State of California has determined that the minimum hospital facilities required to serve any area are 4.5 hospital beds per 1,000 8 9 10 population; and 11 WHEREAS, St. Francis Hospital is 10cated in a service area in which the total number of hospital beds come to only 531, with a population in the area exceeding 700,000, or less than .8 bed per 1,000 population; and WHEREAS, St. Francis Hospital in order to meet this acute 12 13 14 15 16 17 need for hospital beds proceeded with a construction program to add 200 beds to the present hospital, which building project they 18 were forced to halt when about two-thir& completed, due to a 19 lack of funds; and 20 WHEREAS, this service area contains a high concentration 21 of population and large and important industrialplants vital 22 to National Defense; and 23 WHEREAS, St. Francis Hospital draws a large number of 24 patients from outside its alloted service area, attracted to it 25 by reason of the fact that the City of Vernon and environs con- tains a high concentration of medical specialists many of whose patients require hospitalization; and 32 WHEREAS, immediately east of the hospital area, extend- ing to the San Gabriel River and including the unincorporated Downey community, with a population in excess of 88,000 people, there are but 49 hospital beds to serve this population and regardless of hospital boundary areas these 88,000 people are -1- 1'1 1 served by the St. Francis Hospital.
