3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING
THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF
4 JULY 1, 1952 AND REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH.
5 THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:

Section 1:
Effective July 1, 1952, the following em-
7 ployees of the City of Vernon shall receive the compensation or
8 salary hereinafter set forth. This resolution shall not affect
9 the existing compensation of any officer or employee not in this
10 resolution specifically set forth:

All employees of said Fire Department shall be employed
temporarily for the first six (6) months of their employment be-
fore receiving a permanent appointment.
In addition to the salary above set forth, any member
of the Fire Department, when duly authorized by the City Council
of the City of Vernon after written application on behalf of such
employee, shall receive, when he uses his own automobile in the
service of the City, an additional sum of $75 per month, being

The City shall not be responsible for repairs or my' additional
cost for upkeep, fuel, lubrication or other expense to any such
automobile beyond the amount hereinabove set forth.
Section 2: Members of the Police Department of the
City of Vernon shall receive the following salaries and compensa-
tions for their services:

shall receive, when he uses his own automobile or motorcycle in
the service of the City, an additional sum of $75 per month,
being an allowance for the use and maintenance of said motor
equipment. The City shall not be responsible for repairs or any
additional cost for upkeep, fuel, lubrication or other expense
to any such motorcycle or other vehicle beyond the amount herein
set forth.

Section 4:
The salaries herein set forth for the sev-
12
eral officers and employees of the City of Vernon in the different
departments shall be in full force and effect from and after the
1st day of July, 1952, as to employees included herein and in the
service of the City as of September 1, 1952. No employee or
former employee of this City who is not on the payroll of the
City on September 1, 1952, shall be entitled to any benefits, in-
cluding retroactive pay, resulting from the adoption of this
resolution. Retroactive pay due hereunder shall be payable to
the individual employees entitled thereto on or before October 15,

Section $:
Each employee of the City shall be entitled
23
to two (2) weeks' vacation during the second year of said service
and each year thereafter, at full pay, but, whenever an allowance
is made in addition to the salary herein set forth, said allowance
will not be allowed during the vacation period. Nothing herein
contained shall be deemed to conflict with or impair the force
and effect of Resolution No. 1583 of the City of Vernon providing
for three (3) weeks' per year paid vacation for employees of the
City whose duties require them to work in the service of the City
on legal holidays.

Section 6:
In any salary period in which any full-time
employee of the City of Vernon shall, for any reason, not work
full time, then the pay, salary or compensation of such employee
shall be reduced on the following basis:
(a) Where an employee is paid on a monthly salary basis,
such employee shall be paid the amount produced by multiplying
the regular monthly salary by a fraction having as its denominator
the total n~~ber of days in the calendar month, and as its numera-
tor the figure which shall be the result of subtracting the actual
working days lost from the total number of days in the calendar
month. Provided, that, when such employee is hired or his employ-
ment is terminated after the beginning or before the end of a
salary period, no salary shallbe payable on account of any days
preceding such hiring, or for any days following such termination.
(b) Where an employee is paid on a daily basis, no
compensation shall be payable for any day or portion of a day
not worked.
(c) In either of the cases mentioned in subsection (a)
or (b) above, fractional parts of a day shall be computed on the
basis of an eight-hour day, excepting members of the Fire Depart-
ment who serve on 24-hour shifts, and as to said latter employees
fractional parts of a day shall be computed on the basis of a
24-hour day.
(d) "Absence" as used in this section shall include,
without being limited to, leaves of absence, suspensions and
employees whose employment commences or terminates during a pay,
salary or wage period.
(e) As an exception to the general rules for deduction
or 10ss of pay for absence as above defined, any department head
may, for good cause as determined in the discretion of such de-
partment head, certify for full pay an employee who has been
absent during a pay, salary or wage period.

Section 7:
All resolutions in conflict with this
2 resolution are hereby repealed.

Section 8:
The City Clerk of the City of Vernon shall
4 certify to the passage of this resolution and thereupon and
5 thereafter the same shall be in full force and effect.

I believe the intention of the Ci tv Council 'Nes for all employ-
ees affected by the increased comn;msation to hDve a retr08ctive
raise. If such is the cape, it probal)ly 'toJ'ould be proper for the
City Council to create the positions of Assistant Light and POil-Ter
Accountant, ~:ater Department Clerk and J8.ni tor IS Assi sten t (part-
time) as of July 1, 1952, stipulating that the Council recognizes
that the actual "'Tork contemplated l)y the classifications ha 8 been
performed by the particular emoloyees involved and recognizes
their right to retroactive pay.
