A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON RE~UEST-
ING.MAINTENANCE OF MEDICAL SUPPLIES FOR DISASTER BE KEPT IN
SOUTHERN CALIFORNIA.
THE CITY COUNCIL OF THE CITY OF VERNON DOES RESOLVE AS FOLLOWS:
WHEREAS, in the program of the Federal Civil Defense
Administration for the support of the local Civil Defense
organization in Southern California, a warehouse was established
at Tustin, Orange County, for stockpile storage of antibiotics,
medical and hospital supplies, as well as some basic engineering
supplies; and
WHEREAS, the function of this warehouse was to back up
with a large reservoir of supplies ($3,000,000) the supply stocks
furnished by the State and local governments in the Southern
California area; and
WHEREAS, the establishment of a warehouse outside of
the critical area in Southern California is essential since
these supplies in stockpile by the State and 10cal governments
would be exhausted in from four to six hours in the case of a
major disaster or an atomic strike in the area; and
WHEREAS, crippling slashes in the Federal appropria-
tions for civil defense have forced the shutdown of the only
Federal medical supply warehouse in Southern California at
Tustin; and
WHEREAS, the removal of these supplies from Tustin
to San Jose would leave the entire southland without vitally
needed stockpiles of antibiotics and medical equipment for use
of hospitals and emergency first aid stations in time of
disaster for a period of from six to eight hours; and
WHEREAS, this time loss in receiving these essential
medical supplies would create a tragic situation for approxi-
mately six million people living in the Southern California area; and

1 WHEREAS, this blow to Southern California's Civil
2 Defense organization comes at a time when General Van Fleet has
3 announced hopes for a truce in Korea are less bright now than
4 at any time since peace talks were started; and
5 WHEREAS, the reduction in appropriation for civil
6 defense, as well as the shutting down of the warehouse at
7 Tustin, is especially hazardous at this time in view of the
8 earthquake threat under which California citizens are living;
9 and
10 WHEREAS, the budget for the maintenance of Tustin
11 warehouse has been estimated as requiring only the small sum
12 of approximately $45,000,
13 NOW, THEREFORE, BE IT RESOLVED:
14 That the City of Vernon, California, does strongly
15 protest the Federal Government's action in closing down this
16 warehouse and the cutback in civil defense funds;

17 BE IT FURTHER RESOLVED:
1. That this City request the President of the United
19 States to make an immediate allocation from his emergency fund
20 to maintain and continue the operation of the Federal Civil De-
21 fense warehouse located at Tustin in Orange County, California.

2. That this City urge upon all counties and cities
23 within the Southern California area to act upon similar resolu-
25
24 tions.

3. That copies of this resolution be distributed to
Senators from California and to the Congressmen of the Southern
California area with a request that they do everything in their
power to prevent the removal of and to maintain this essential
warehouse in Southern California.
4. The City Clerk of the City of Vernon is hereby
directed to certify to the passage of this resolution and there-

Mr. Yorty discussed the matter or the Tustin
warehouse with the President before he left Wash-
ington. Mr. Truman promised to look into this
issue. If any information relative to this
matter is received in this office, I will, of
course let you know.
Congressman Yorty will be advised of your interest
in the Tustin warehouse and your views relative
to stockpiling of medical supplies in Southern

The copy of the resolution adopted by the
City Oouncil of the City of Vernon, California, per-
taining to the closing of the warehouse in Tustin.
California. is acknowledged on behalf of Mr. Phillips,
who is at the present time absent from 13a.nning.
We wish to assure you that every effort has
been made to avoid the closing of the warehouse at Tustin.
Every effort has been made by the Members of the California
Congressional Delegation from Southern Oalifornia, as well
as the two Oalifornia Senators, to impress upon the Jederal
Oivil Defense Administration the importance of maintaining
this warehouse in Southern California in case of an emer-
gene;r. The decision as to the closing of the warehouse is
entirely in the hands of the Jederal Civil Defense Admini-
stration and they point out that, because of the limitation
of funds for warehousing purposes made by Congress at the
last session, a curtailment is necessary. until additional
funds are appropriated, they advise they cannot maintain
two warehouses in California. The only other possible source
of funds for the necessary costs would be the Presidentts
emergency fund, and there is little likelihood of obtaining
any assistance from that source.
It is hoped that the Jederal Oivil Defense
Administration can be prevailed upon to make a change in
its recent decision.

you for your letter enclosing a copy of a Resolution adopted
by the City Council of the City of Vernon regaluing the closing
of the civil defense ....i'arehollse at Tustin. PreviouslJo' the Senator
asked me to personall;y- discuss the matter 1fi th the Federal Civil
Defense Administration officials.
The '\1arehouse at Tustin had to be closed because of lack
of funds. However, the Federal CiviJ Defense Administration plan
when their whole warehouse project is implen,ented, is to have
three warehouses in California, one of vrich will be located in
the southern part of the State. You may be interested to know
tha. t at present f\.nd" are available for only ['bout 320,000 square
feet of warehouse bpclce in the eIltire United States.
Durine the last session of Congress, the Senator took
an active part in getting the Senate Appropriations Commit.tee
and the Senate to increase the Civil Defem:e appropriation over
the figures provided in the bill as it cmne from the House of
Representvtives. You may be assured that the problem. wi11 continue
