G ~ < ~ ! ~ u ~ ~ :l 31 J: 32 ..C' .' . . 1 such amount as may be approved by the Director of Finance and/or 2 the State Allocation Board, (said allotment to be used for the 3 purpose of defraying the cost of preparing said completed plans 4 required) for a specific project to be undertaken by Local Agency 5 and described as Fire Station No. 2 for the City of Vernon, 6 California, to be located at 3375 Fruitland Avenue, Vernon, 7 California; 8 Section 2: That the estimated cost of preparing such 9 plans is Twelve Thousand and nO/lOO Dollars ($12,000.00) and that 10 Local Agency has made provision for paying one-half or more of 11 the cost of preparing such plans; 12 Section 3: That for the purpose of this application, R. J. Furlong, Mayor, 4305 Santa Fe Avenue, Vernon, California, is hereby designated as the authorized agent of Local Agency and is hereby authorized and directed to sign the above mentioned application on behalf of the Local Agency and submit the same to the Director and/or State Allocation Board, together with a certified statement of the estimated cost of preparing such plans and such other information as may be required; and said authorized agent is further authorized and directed as the representative of Local Agency to conduct all negotiations and conclude all arrange- ments, including submission to the Director of Finance of 13 14 15 16 17 18 19 20 21 22 23 applications for reimbursement which may be necessary to secure reimbursement for the State's share of the expenditures made in 24 25 preparing said completed plans. Section 4: The City Clerk of the City of Vernon shall certify to the passage of this Resolution, and thereupon and thereafter the same shall be in full force and effect. Vernon, California. ,," December 16, 1952 ~ \)' \~~ N.f' . )}:~ ~ ~..M... \?i ~ Council Gentlemen: In 1944 the State Legislature made available on a pro-rata basis to California local agencies the sum of $9,875,000 for the purpose of defraying one-half or less of the cost of preparing plans for specific projects ($6,875,000) or acquiring sites and rights of way for public works projects ($3,000,000). This money was and is known as Chapter 47 Funds. To date there remains of these funds approximately $1,236,000 yet unspent. Of this arnount your jurisdiction still has $777.69 for plans and $328.18 for sites and rights of way for which, as of October l, 1952, you have indicated to the State Department of Finance no plans for immediate use. Having checked the status of these monies, I find that they must be tied up in an approved project by June 30, 1953 or revert to the State General Fund. I am also informed that there is no hope for an extension of this expiration date. Consequently, plans must be made ammost immediately to use these funds if they are to be used. As you know, these monies can be used only for "engineering field surveys and engineering or architectural designs, working and detailed drawings, specifications, and detailed estimates of construc- tion costs based thereon.1t The funds for sites and rights of way may be spent for "acquisition of property upon which development or construction is proposed." Up to one-half the cost is reimbursable, "...less estimated amounts to be recovered from sale of la.nd or improvements and any ren- tal collections received or anticipated." Provision is also rnade for assignment of these funds to other local jurisdictions by resolution of the governing body. - 1 - . . City Council Vernon, Calif. Dec. 16, 1952 Since, under the law, it is possible for any jurisdiction to assign its remaining funds to a city, if your jurisdiction cannot almost immediately plan to use these funds before they expire, will you please assign them to Chico? We can use the plan allocation for civic center plans, sewer plant plans, alley condemnation plans, and off-street parking plans. The sites and rights of way amounts can be applied upon off-str,eet parking and alley 'condemnations ilmnediately. For your convenience, if you wish to assign to Chico, I am attaching the proper number of copies of the approved resolution form drawn by the State Department of Finance for Chapter 47 assignment purposes.
