C> .J <( ~~~ U ., I- IDZ 31 :J J: ~, ~ ,:~ - RESOLUTION NO. 1668 A RESOLUTION OF THE CITY COUNCIL OF THE Crry OF VERNON AUTHORIZING THE CITY TO ENTER INTO A CONTRACT AND FURNISH THE MATERIALS FOR THE II~DIATE REPAIR OF WATER WELL NO.7 OF THE CITY OF VERNON, AND REPEALING THE APl?ORPRIATION AND AU'rHORIZATION GIVEN UNDER RESOLUTION NO. 1590 OF SAID CITY. THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: WHEREAS, the City of Vernon owns and operates a municipal water system in the City of Vernon for the purpose of supplying water for the use of the inhabitants of said City, for domestic purposes, for fire protection and for National and Local Defense, which system consists of wells, pumps, reservoirs and other works within said City; and WHEREAS, the supply of water from the wells located within the City of Vernon is the only supply available to said City; and WHEREAS, the maintenance of an adequate water supply is necessary for the public peace, health and safety of the inhabitants of said City, and for National and Local Defense; and WHERR~S, Walter B. Hollingworth, City Engineer of the City of Vernon reports to the City Council the condition of Water Well No. 7 in his letter of June 16, 1953; and WHEREAS, due to the lowering of water levels and re- sulting decreased production, the other wells of the Water Department of the City of Vernon do not have sufficient capacity without Well No. 7 to provide an adequate water supply for fire protection, industrial and domestic use, and preparation for National and local defense, without drawing dangerously on the water supply and reservoir storage of the City of Vernon; NOW, THEREFORE, BE IT RESOLVED: Section 1: That from the foregoing it is deteBnined than an urgency exists; that the situation is critical, en- 32 -1- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 :!: 26 z 0 .... a: N 0 27 0:: "'II. "z 31 ::l J: 32 , '.. dangering life, health, property, safety, and preparation for National and local defense; Section 2: That the public interest and necessity demands the immediate expenditure of public money to safeguard life, health or property; Section 3: That Resolution No. 1590 insofar as it appropriates emergency funds for the use in Water<Well No.7 of the City of Vernon be, and the same is, ,hereby rescinded; Section 4: That the City Engineer of the City of Vernon is hereby authorized to enter into arrangements for the immediate repair of \vater VIell No.7 of the City of Vernon in accordance with the plans set forth in ~is letter to the City Council under date of June 16, 1953, at a cost not to exceed Seventy-five Hundred Dollars ($7500.00); Section 5: That the City of Vernon is hereby authorized to enter into a contract on the best terms available with Barber- Bridge Drilling Corp. Ltd., for the doing of the work and to purchase such materials as are necessary in said work; that the cost of said contract and said materials is not to exceed the SQm of Seventy-five Hundred Dollars ($7500.00), and the Mayor of the City of Vernon is hereby authorized to sign such contract for and on behalf of said City. Section 6: The City Clerk shall certify to the passage of this Resolution and thereupon the same shall be in full force and effect. Adopted and Approved this 7th of July, 1953. MOORE, ADMINISTRATIVE ASSISTANT IN REPLY REFER TO: VERNON 58, CALIFORNIA June 16, 1953 Files: 4-c-8 l-W-21 In connection with the maintenance or City or Vernon Water Department Well No.7, the City Engineer reported to the City Council on April 12, 1952 that a serious break had occurred in the well casing approximately 664 reet below the ground sur1'ace. This was the second casing break in the well, the 1'irst occurring in March, 1949, which was repaired by the installation or 440 reet of liner in the upper portion of the well. It was the in- tention in 1952 to install a liner of 6 gap.jSe double well casing extending from the bottom or the existing 440 feet of liner to the bottom of the well. The City Council, on April 15, 1952, by Resolution No. 1590 declared the repair or the well to be an emergency and authorized the City Engineer to enter into arrange- ments 1'qr the immediate repair or Well No. 7 at a cost not to exceed $8000.00. However, because of the steel Shortage, it was not possible to obtain the liner in a reasonable length of time and it became necessary to use the well without making the repairs to ,. provide sn adequate water supply pending completion of the drilling of Well No. 11. Well No. 7 has again been taken out or seryice and to repair the casing, an attempt has been made to install a spot liner which would be less costly than a rull liner. ~is attempt has not been success1'ul. Experience gained during the year in working with the well, indicates that the most practical and satisfactory method or making the repair at this time will be to hang a liner from beams at the top or the well to cover the break. Hanging the liner from the top has another advantage in that it will not inter1'ere with water production 1'rom the lower well perforations. ~, -- ## Honorable City Council June 16, 195; Page Two Due to the lowering of water levels and resulting lower production, the other wells of the Water Department do not have sufficient capacity without Well No. 7, to provide and adequate water supply for fire protection, industrial and domestic use, without drawing dangerously on reservoir storage. An emergency exists when a well is out of service, and the situation is critical, endangering life, health, property and safety, as well as preparation tor National and Local Defense. Therefore, as steel is no~ available, it is recommended that an emergency appropriation ot $7500.00 be approved for the well repairs, and that I be authorized to purchase material and employ Barber-Bridge Drilling Corporation, Ltd. to furnish labor and equipment necessary to make said repairs.
