Section 2:
Effective as of July 1, 1954, paragraph
2 (e) of Section 6 of Resolution No. 1761 of the City of Vernon
3 is hereby amended to read as follows:

(e) An exception to the general rules for deduction
5
or loss of pay for absence as above defined, any depart-
ment head may, for good cause as determined in the discre-

tion of such department head, certify for full pay an
employee who has been absent during a pay, salary or wage
9
period.
Whenever a department head certifies for pay an
absent employee, he shall attach to the payroll demand a
statement of the reason for paying said employee while
absent, his daily rate of pay, length of service with the
City, and number of days absent. The pay of employees for
absent time shall remain in the sole discretion of the City
Council.
Section 3:
This Resolution shall not affect Resolu-
19 tion No. 1761 in any other respect than hereinbefore specifically
20 set forth, and Resolution No. 1761 insofar as it is in conflict
21 herewith is hereby repealed.

Section 4:
The City Clerk of the City of Vernon shall
23 certify to the passage of this Resolution and thereupon and there-
24 after the same shall be in full force and effect.

Re: Salary Resolution No. 1761
To the Honorable City Council:
I have received a letter over the signature of the City Clerk,
dated July 9, 1954, calling my attention to an apparent in-
equity in the above salary resolution insofar as the clerical
rates between personnel in the Clerk's office and the Police
Department Clerk are concerned.
The salary rates set forth in Resolution 1761 were recommended
after a discussion with the City Clerk, who at that time was
not aware of the extent to which Police Department salaries
were being revised. In previous years there has been no par-
ticular attempt to relate salaries of Police personnel to
those in the miscellaneous departments. However, on a com-
parative basis, it does appear that there is merit in the po-
sition set forth in the City Clerk's letter; and it would ap-
pear equitable to follow the recommendations of the City
Clerk in this regard.
Accordingly, it is recommended that Resolution 1761 be amended
at page 5 under the heading "MISCELLANEOUS DEPARTMENTS SALARY
SCALE", beginning at line 18, as follows:
(1) The job title ItDeputy City Clerk - assigned to Light and
Power and Water Department accounts" etc. (Hurley), to
provide a total compensation per month of $515 in lieu of
the $500 presently stipulated and charging the cost of
said salary per month at the rate of $238 to Light and
Power, $252 to Water Department and $25 to Fire Depart-
ment.

(2) "Deputy City Clerk - assisting City Clerk" etc. (Ziemer),
to provide a total compensation of $410 per month in lieu
of the $395 presently stipulated and allocating the ex-
pense at the rate of $140 to Civil Defense and $270 to
City Clerk Department.
(3) "Deputy City Clerk - assigned to Licenses" etc. (Skalsky),
to receive $410 per month in lieu of the $395 per month
presently provided, with the cost allocated $360 to City
Clerk Department and $50 as Water Department Clerk.
(4) "Deputy City Clerk - assigned to payroll" etc. (Ross), to
receive $450 per month in lieu of the $430 presently pro-
vided, the cost to be allocated $168 to City Clerk Depart-
ment, $222 to Water Department and $60 to Light and Power
account.
The City Clerk makes no mention as to his own position; but,
to maintain approximately the same relationship to members of
his staff which has existed previously, it is recommended that
the total monthly compensation of the City Clerk be set at $625
per month in lieu of the $600 provided by the current resolu-
tion and that this be accomplished by amending the Misce1laneo~
Departments salary scale at line 17 of page 5 of Resolution
1761 to provide $200 per month to the Manager, City Affairs,
in lieu of the $175 presently provided.
Further on the point of maintaining salary relationships, it
has been customary in past years for the Pump Plant Foreman
and the Street Department Foreman to receive equivalent compen-
sation to that paid to Lieutenants in the Police Department
and Captains in the Fire Department, the responsibilities having
been considered approximately the same. In making up a rough
draft of the salary scales I apparently made an error in apply-
ing the Police Department Sergeant's rate to the two Foreman
positions, resulting in having their salaries fixed at $460
instead of $485 per month.
To adjust this matter, it is recommended that the salary reso-
lution be further amended at page 4 under the Water Department
salary scale, to provide $485 per month salary to the Pumping
Plant Foreman; and, to maintain the previous salary relation-
ship, that the Assistant Pumping Plant Foreman receive $460
per month instead of the $430 provided. The latter position
is not filled, and it is not anticipated that it will be in
the near future.
On page 5 under the Street Department salary scale, it is recom-
mended that the resolution be changed to allow $485 per month
to the Foreman and $480 to the Maintenance Man.

In attempting to arrive at salaries in the Engineering, Street
and Water departments difficulty was encountered because of
the illness of the City Engineer; and therefore, if there is an
explanation for my inadvertence, I must rely on that factor.
I am forwarding a copy of this letter to the City Attorney
with the expectation that he may see fit to draft an amendment
to the salary resolution and would therefore appreciate hear-
ing from members of the Council if for any reason the sugges-
tions set forth are not satisfactory.
