A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
PETITIONING THE BOARD OF SUPERVISORS OF LOS ANGELES
COUNTY TO LEVY A FIVE CENT TAX RATE WITHIN ZONE ONE OF
THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT.

THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

be provided for residents of this area; and
WHEREAS, the Central Basin Municipal Water District has
completed its annexation to The Metropolitan Water District of Southern
California in order to obtain for this area a share of imported Colorado
River Water;
NOW~ THEREFORE BE IT R.ESOLVED:
SECTION 1:
That the City of V ernon urge~ and it does
hereby urge~ the Board of Supervisors of Los Angeles County to levy
for the next ensuing 1955-56 fiscal year a five cent(5~) tax rate within
Zone One of the Los Angeles County Flood Control District to provide
funds for purchase of Colorado River water to be spread and added to
failing Central Basin supply.
SECTION 2:
The City Clerk of the City of Vernon is hereby
instructed to furnish. a certified copy of this Resolution to the Board of
Supervisors of Los Angeles County.
SECTION 3:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 4th day of January,. 1955.

A total of 55,000 acre feet of untreated Colorado River water
has been purchased during the lJast summer and early faIl with
funds derived from the 5i tax levied in Zone I. The purchased
water was conveyed through more than 20 miles of OlJen channel
to Central Basin for spreading below Whittier Narrows. Meas-
ured losses from evalJoration and nercolation in non-tributary
basins amounted to 7%, while 93% of the nurchased water will
reach the Central Basin by surface flow or in the form of
rising water at the Narrows. The net cost of renlenishment
water is therefore $10.70 per acre foot. The cost of handling
the water, patrolling the channels and nrovidi~g necessary
facilities has been naid by the Flood Control District from
its g'eneral funds as part of its water conservation nrogram.
Zone I has a remaining life of two years before it automati-
cally expires. It has been estimated that $570,000 would be
obtained from a 5i levy next year and that this would lJurchase
57,000 acre feet of relJlenishment water to be added to the
Basin next summer. Annexation of Central Basin to The Metro-
nolitan Water District has been accomnlished and the right to
obtain the water is assured.
P number of direct connections to the Metropolitan nine lines
will have been completed for cities and water comnanies be-
fore next summer and a supulementary source of sunply will
then be established for these agencies. There are, however,
substantial areas in Central Basin that are far removed from
existing Metropolitan pine lines and these areas must rely on
wells or construct eXnensive connecting lines. Replenishment
water from Metronolitan under the Zone I pIan seems to be the
most practical way of assuring water for such areas to meet
peak demands next summer.
In view of the successful Zone I operation just comnleted and
the prospect of continued 10wering of' water levels in wells,
the Pssociation voted unanimously at its last meeting to sup-
port the Zone prograrrf' for another year. The Board of Direc...
tors of Central Basin Municinal Water District has also a-
donted a resolution urging that the urogram be continued.
The Culver City-West Hol1ywood-Malibu-Topanga and View Park
areas voted 4 to 1 on Tuesday to join Metropolitan. Onuonents
in 1:lest Hollywood and Malibu are contesting the constitution-
ality of the statute under which annexation is proceeding.
There will be a hearing on the question in Suuerior Court
early in January.
The Pssociation can now provide, on request, urints ($4.00
each) of a 46" x 48" map of Central Basin showing details of
the Metropolitan pine line system.

Gentlemen:
The Central Basin Water Association voted unanimously
at its last meeting to support the water spreading 'OI'ogram
of Zone One, under the Los i\ngeles County Flood Control
District, for another year. This action was taken after
cons idering the benefi ts derived from the Zone One nrogram
during this past summer and early fall.
If the program is to continue for another year, e de-
cision must be reached in January as The Metropolitan v/ater
District must make early plans to insure that water for
spreading wil1 be available.
The Board of Super'Tisors will soon be asked to indic8.te
that it will levy the necessary 5t tax rate within the zone
next year for purchase of Colorado River water for spreading.
The Board's attitude in this regard will depend largely on
the measure of 10cal sUT)'Oort for the zone program. vie there-
fore urgently request that you adont a resolution to the
Board of Sunervisors favoring the required levy.
Enclosed are a number of samnle resolutions that may be

percolated in the tributary main basin area where it will be returned

should be added to the above flow to the Central Coastal Basin for
rising water which will be returned to that BaaL'l before the termina-
tion of spreading operations. It is estimated that the re~'1ing
19,600 acre feet of percolation in the main San Gabriel Basin will
return to the Coastal BaaL'rl at rates varyL'lg from 25 to 50 acre feet
a day, i.e. within approximately a year and a half all but 20 percent
of the water purchased from the Hetropoli tan vlater District will have
been added to the ground water supply of the Central Coastal BasL'rl
and an additional 13 percent will later reach this supply, despite
the fact that in order to secure the $10 saving for untreated water
over treated water it was necessaI'"".f to bring the untreated water
through more than t't-1enty miles of channels from La. Verne. Hence, the
net cost for purchase of 'Water furnished to the Central Coastal BasL'1
will be appro~dmately ~10. 70 per acre foot of water ultimately
received.
The additional cost for handlL'1g the water, patrolling the
streams, together with the capital investi'nent necessary to deliver
the water, adds up to an additional $5.30 per acre foot if the Zone
is operated for only this one year j however, if the Zone is operated
for its remaini.'rlg life, a total operation period of three years,
.then the average cost of handli.'1g the water would be S$3.80 per acre
foot, maldng a combL'led cost for purchase of beneficial water and
delivery to the underground basL'1 of $14.50. If the average pmnping
cost 1..'1 the Central Coastal Basin area is $4.00 per acre foot, the.'1.
the total cost of this supply to the consumer I s distribution system
would be between $18 and $19 per acre foot without the otherwise
requisite expense of pipe li.l1e connections to l1etropoli tan~Jater

During the fiscal year 1955-56 preliminary data indicates
that the revenue '\-lhich would be obtained from Zone I at a five-cent
tax, after elimination of the City of L:>s Angeles area ordered by the
Board of Super-V'isors, 'Would be $570,000. Tnis 'Would purchase some
57,000 acre feet of 0olorOOo River water, an important part of the
present overdraft in the Central Coastal BasL'1. Because of the
action of Central Coastal BaaL'1. Water Association favorL'rlg levy of
