WHEREAS.. the City of Vernon.. California, i$ a me:rnber
of County Sanitation District No. I of Las Angeles: County; and
WHEREAS.. the City Council of the said City of Vernon
is aware of the critical shortage ()f adequate rubbish transfer facilities
and disposal sites: available for use within the said City.. or said Sanitation

WHEREAS.. the said City Council is aware of the necessity
for regional planning with respect to adequate future trans:fer and disposal
facilities for the City of Vernon and neighboring incorporated and
unincorporated communities; and
WHEltEAS.. the City CouncHof the said City of Vernon is
dissati$fied with the term.s and conditions under which. rubbish transfer
and disposal may be undertaken under the existing County Sanitation
District law and is aware that the changes in the law proposed by A.. .8.
1459 introduced by the Honorable ErnestR.. Geddes in the current session
of the Legislature will effect satisfactory conditions;

SECTION 1:
Tha.t the said City Council of the said
City of Vernon urges that A. B. 1459 be enacted into law in order to cottect
deficiencies and inconsistencies in the existing San1tationDistrict law and
provide adequate~ I<;mg-term mea.ns of transfer and disposal of rubbish
within the. Sanitation DistrictsofLasA,ngeles County.
SECTION 2:
The City Clerk of the City of Vernon
shall certify to the pa.ssage of this resolution and thereupon and thereafter
the same shall be in full force and effect.

Dear Sir:
Acting under inst~uctions of the Directors of the County
Sanitation Districts of Los Angeles County, I am forwarding with
this letter copy of a proposed ~eso1ution to be presented in
appropriate form for action by the Council of your City. Attached
also is a copy of A.B. 1459 introduced at the current session
of the California Legislature by the Honorable Ernest R. Geddes.
Following is a brief review of the circumstances which have lead
to the introduction of A.B. 1459, and this request for its sup-
po~t by the Sanitation Dist~ictst member cities.
In 1949 the Health and Safety Code was amended to permit
county sanitation districts to engage in district-wide refuse
collection, transfer, and disposal, and the Districts' Joint
AdminIstration staff in Los Angeles was immediately instructed
to prepare a ~eport upon a method of procedure. The report was
widely publicized and met with mixed reaction, the two principal
ones of which were that while public agencies in Los Angeles
County approved of the Districts engaging in refuse transfer and
disposal, they were opposed to having the Districts enter the
collection field, preferring to leave that operation to the
option and control of political subdivisions having representa-
tion on the District Boa~d of Directors, such as cities, sani-
tary districts, and garbage districts.
To clarify the situation A.B. 1459 has been proposed.
This amendment, in effect, restricts county sanitation district
refuse operations to transfer and disposal and imposes the
following p~ellmlnaries:-

a. A resolution of intention by the district
board to engage in refuse tr~nf~fer and
disBosa1.
b. Notice of such intention to all political
subdivisions having representation on
the board of directors.
c. A 90-day period in which the governing
board of a political subdivision having
representation on the board may request
exclusion from such operation.
This procedure is designed to protect any district city
from inclusion in the district for transfer and disposal purposes
if such is the cityfs desir~.
The matter of refuse transfer and disposal in Los Angeles
County is a most important current issue, because disposal sites
conveniently located to municipalities and other agencies are
rapidly being filled, and in a comparatively short time wil1 be
no longer useable. A.B. 1459 will permit the Sanitation Districts
to plan on a regional basis without encroaching upon the pre-
rogatives of the cities lying within the District boundaries or
interferring with the operations of the County in unincorporated
areas.
The attitude of the Directors of the County Sanitation
Districts of Los Angeles County is such as to warrant urging
your Council's favorable consideration of A.B. 1459, and to
recommend prompt action upon its part.
In order to be effective your recommendation should be
made and transmitted to the Assemblymen within the next week
or ten days at the latest.
It is requested that following action by your City Council,
you forward a copy of the resolution to the Honorable Ernest
R. Geddes, State Capitol Building, Saeramento, California, and
.a copy to your local Assemblyman, and that you4also furnish a
copy of the resolution to the Joint Administration office of the
Los Angeles County Sanitation Districts at 2020 Beverly Boulevard,
Los Angeles 57, California.

posal, and your solicitation of my support of Assembly Bill
1459, copy attached.
Assembly Bill 1459 was voted out "do pass" by Municipal and
County Government Committee of which I am a member on March
28 and has been on inactive file since that time. I con-
sulted with the author, Assemblyman Ernest Geddes, and he
has indicated that he will move the bill this week. I shall
continue my support in favor of this legislation which, as I
understand it, will permit Sanitation Districts to plan on
a regional basis without encroaching upon the prerogative of
the cities lying within District boundaries or interfering
with the operations of the county in unincorporated areas.
I shall do what I can in accomplishing the enactment of this
legislation.
