A RESOLUTION OF THEClTY COIJNCILOF THE CITY OF VERNON
FIXING THE COMP:ENSA.TION FOR CERTAIN .EMPLQYEESOF SAm
GITY AS OF JULY 16. 1955. AUTHORIZING CERTAIN EXPENSE
ALLOWANCES~ AND REPEALING ALL RESOLUTIONS IN CONFLICT
HEREWITH.
THE CITY COUNCIL OF THE CrrYOF VERNON RESOLVES AS FOLLOWS:

SECTION 1: EffediveJuly 16.. 1955, the following employees
of the. City of Vernon shall receive the compensation or salary h.ereInafter
set forth. This x-esolution shalI notaffed the existing compensation of
any officer or employee not in this resolution specifically set forth.

the . compensation.. and" where authorized.. the expense allowances. as

SECTION 3:
The salaries herein set forth for the several

officers and employees of the City of Vernon in th.edlfferent departments
shall be in full force and effect from and .after the 16th day of July, 1955...

SECTION 4:
Each employee of the'City shall be entitled to
two (2) weeks1 vacation during the second year of said set'Vice and each
year thereafter.. at fun pay. Nothing herein contained shall be deemed to
conflict with or impair the force and effect of Resolution No. 1583 of the
City of Vernonproyiding for three (3) weeks. per year paid vacation for
e.mployees of the City whose duties require them to work in the service of
the City on legal holidays.

SECTION 5: In any salary period in which any full-tim.e
employee of the City of Vernon shall. for any reason, not work full
tim.e.. then the pay.. salary or compensation of such employee shall be
reduced on the following basis:
(a) Where an employee is paid on a monthly salary basis" such
.employeeshall be paid the amount produced by. multiplying the reguJ;ar
monthly salary by a fra.ction having as its denominator the total number of
days in the calendar month and as its numerator the figure which shall be
the result of .$Ubtracting the actual working days lost from the total number
of days in the calendar month. Provided. that.. when such employee is:
hired or his employment . is terminated after the beginning or before the
end of a. salary period... no Salary shall :be payable on account of any days
preceding .such hiring.. or for any days following such termination.
(b) Where an employee Jspaid ona daily basis.. nocQmpensation
shall be payable .for any day or portion of a day not worked.
(c) In either of theea.ses mentioned in subsection (a) or (b)
above.. fractional parts of a day shall be computed on the basis of an
eight-hour day.. .exceptingmembers of the Fire Department who se.rve .on
24-hour shifts.. and as to said latter employees fractional parts ofa day
shan be computed on the basis ofa 24-hour day.
(d) "Absence" as used in this section shall include. without
being limited to.. leaves of absence.. suspensions and employees whose
employment commences or terminates during a pay.. salary or wage
period.
(e) As an exception to the general rules for deduction or loss
of pay for absence as above defined.. anydeparltnent head may.. for good
cause a.s determined in the discretion of such department head, certify
for full pay anetnployee who has been absent during a pay.. salary or wa.ge
period.
Whenever a department head certifies for pay an absent
employee, he shall attach to the payroll demand a statement of thereas:on

1 for paying said employee while absent... his daily rate of pay... length of

service with the City... .and number of days absent. The pay of employees
for absent time shall remrtin in the sole discretion of the City Council.

SECTION 6:
The City Council hereby makes the following
statement of poUcyrelative to salaries and classifications set forth in

this resolution:
i(.a:)' Excepf as set forth in subsection (b) which follows... pro-
motionsor salary increases to higher grades. are merit steps only and
shall be available to empleyees as recognition and reward for satisfactory

service.
(b) New employees shall st.art at the first step in the salary
range for their respective positions unless it is determined that qualified
applicants are not.availa:bleat the salary sp.ecifiedfor the !irst step or
grade.. or that al!Jpecific applicant has special qu.a1ifications justifying.a:
higher starting rate beyond the first step or grade. New employees
starting at the beginning step shaH be advanced to the second step of their
salary range up OIl completion of their probationary employment.. which is
hereby fixed at six months.
(c) The promotion of .anemployeeshall not result in reduction
in pay... and the employee being promoted shall be classified in such manner
tha.t he receives the same or more pay for the position to which he is
promoted.
(d) This resolution expresses the general wage and salary policy
of the City of Vernon", and in conjunction with the accompanying working
conditions for employees of the City of Vet'non now existing.. is deemed to
be frtirand adequate. It is not anticipated that adjustments in said salary
scales will be necessary.. except as to cases involving additional respon-
sibility.. exceptional merit... or other special circumstances.
SECTION 7:
All resolutions in conflict with this resolution

To the Honorable City Council:
On Friday, July 8, the Finance Committee met and considered a
proposed salary resolution which, if adopted by the Council,
would install a so-called step plan of salary increases for most
of the employees of the City of Vernon. The Committee appeared
satisfied with the plan; and since that time the remaining mem-
bers of the Council have examined material developed in connec-
tion therewith and department heads have reviewed it, and I
believe it is satisfactory to all concerned.
On that assumption I delivered copies of the salary schedules
to the City Attorney and anticipate that he will have a resolu-
tion covering the subject and effective as of July 16, 1955.
Should the resolution be passed, approval should be given to a
schedule of individual appointments in conformity with the job
titles set forth in the salary resolution. This schedule has
also been delivered to the City Attorney and could be acted upon
following action on the salary resolution.
Attached to this letter is a summary reflecting the annual in-
creases in cost should the proposed step plan be adopted for
present personnel. I believe all those concerned have seen this
summary, but am attaching it should there be further questions.

Gentlemen:
Recent discussions concerning the language of su'section (a> of
section 5 of the above resolution bave indicated that, as pres-
ently written, its languag, may be unsatisfactory.
At the present time the subsection in question provides, in ef-
