SECTION 1:
The City Clerk of the City of Vernon is
10 hereby directed to give notice inviting sealed proposals or bids for the
11 c.onstruction of addition and alterations to Vernon City Hall in accordance.
12 with Specifications No. 187 as revised February 20. 1956. and Plans
13 Drawings No.B15-13571 consisting of Sheets Nos. 1, 2, 3.4, 51 6, 7. 8"
14 91 10, 11, 12, 8-11 S-21 8-31 8-41 8-51 S-61 8-7.. M-1, M-21 E-l and
15 E-2 revised August 261 1955 and February 201 19561 as prepared by Mr.
16 BreoFreemanl architect.

There being no newspaper of general cir-
18 culation printed, published and circulated in the City of Vernon.. the City
19 Clerk is hereby directed to post said noticel or cause the same to be pos:tedl
20 in three of themoS!t public places in said CitYI to wit: The northwest
21 corner of 38th Street and Santa Fe Avenue; the northeast corner of Leoma-
22 Boulevard and Pacific Boulevardland on the bulletin board in the lobby of
23 the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue in said
24 City.

SECTION 3:
The first posting of said notice shall be not
less than ten (10) days: before the date of opening bids for the proposed work.
The notice shall distinctly state the work to
be done and the material to be furnished.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and thereafter the

the Office of the City Clerk of said CitYI copy of which may be secured
from the City Engineer o.fsaid City.
Bidders are hereby notified thatl pursuant to. the provisions of
Sections 1770-1781.. inclusive, Labor Code of Calilornial the City Council
of the City of Vernon has ascertainedJthe general preva.iling rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed, for each craft or type; of workman or
mechanic needed to execute the contra.ct which will be awarded to the
success.ful bidder, and that the Resolution establishing these prevailing
rates is on file with the City Clerk of the City of Vernon. The prevailing

For any craft not included in the above list# the minimum per diem
wages shall be the general prevailing wages. f.or the locality.
The. foregoing ezbhedule of per diem wages is based upon a working
day of eight (8) hours. The hourly wage rate shall be the per diem rate
divided by the aforementioned number of hours. constituting a working day.
NOTICE is also hereby given thatl pursuant to s.aid Labor Code
of Californ1a# it shan be mandatory upon the Contractor to whom the contract
is awardedland upon any sub-contractor under him.. to pay to all laborers"
workmen or mechanics employed by them in the execution of the contract
not less than the s.aid specified ratesl which rates. shall be included in the
contract to the successful bidder.
NOTICE is further hereby given that all bidders. may submit with
their bids a sworn statement of their financial res:ponsibility" technical

1 ability and experience. Such sworn statement may be required t.o be
2 furnished before awa.rd is made to any particular bidder.
3 To be entitled to consideration.. each bid submitted pursuant to
4 this notice shall be made out on. a form to be .obtained at the Office of the
5 City Engineer; shall be accompanied by a certified checkl draft or bid
6 bond,. payable ata bank authorized to do business in the State of California I
7 made payable afsight to the City Clerk of the said City of Vernonl in amount
8 equal to ten per cent (10%) of the bid submitted" shall be delivered to the
9 City Clerk of the City of Vern.on ina sealed envelope at" or before.. the
10 time stated herein.. and must be plainly markedl "Proposal fol.' the Con-
11 structi.on of Addition and Alterations to Vernon City Hall ". All bids will
12 be .opened and publicly read aloud at or about tw.o (2) o'clock P.M. oI\the
13 17th day 01 April.. 1956.. in the City Council Chamber.
14 The above menti.oned check or bond shaU be given as a guarantee
15 that the bidder will enter into a contract if awarded to him and will be
16 declared forfeited if the successful bidder refuses .or neglects to enter into
17 a contract of the required form after being requested to do so by the City
18 Clerk of the City .of Vernon" California. The .successful bidder will be

required to furnish a lahar and material bond in an a.:tnount equal to fifty
per cent (50%) of the Contract pricel and a faithful performance bond in an
amount equal to .one hundred per cent ( 100%) of the contract price.
Unless .otherwise required by law.. no bidder may withdraw his
bid for a period of thirty (30) days after the date set for the opening thereof.
All work must be completed within one hundred thirty-five (135) calendar
days after commenc:ement .of the work.
A deposit of Ten Dollars ($10.00) will be required to s:ecure the
Plans and .Specificationsl as a guarantee that the plans and specifications
will bereturn.ed.. .which deposit will be refunded in case same are returne.d
to the City in good condition n.otlater than {Qrty-eight (48) hours after
the bids on the work 1fi111 have been opened.
The City of Vernon reserves the right to reject any and all bids
