RESOLUTION NO. 1942
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
3 DIRECTING THE GNING OF NOTICE INVITING SEALED PROPOSALS OR
BIDS FOR THE RESTORATION OF STREET SURFACES WITH ASPHALT
4 CONCRETE AND CEMENT CONCRETE~ IN THE CITY OF VERNON~ IN
ACCORDANCE WITH SPECIFICATIONS NO. 197 OF SAID CITY.

6 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:

SECTION 1:
The City Clerk of the City of Vernon is
8 hereby directed to give notice inviting sealed proposals or bids for the
9 restoration of certain street surfaces with asphalt concrete and cement
10 concrete in accordance with Specifications No. 197 of said City.

SECTION 2:
There being no news.paper of general
12 circulation printed. published and circulated in the City of Vernon# the
13 City Clerk is hereby directed to post said notice# or cause the same to be
14 posted# in three of the most public plaees in said City# to wit: The north-
15 west corner of 38th Street and Santa Fe Avenue; the northeast corner of
16 Leonis Boulevard and Pacific Boulevard# and on the bulletin board in the
17 lobby of the City Hall of the City of Vernon. located at 4305 Santa Fe Avenue
18 in said City.

SECT ION 3:
The first posting of said notice shall be not
less than ten (10) days before the date of opening bids for the proposed work.
The notice shall distinctly state the work to
be done and the material to be furnished.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and thereafter the
same shall be in full force and effect.

2 from the Office of the City Engineer of said City.
3 Bidders are hereby notified that... pursuant to the provisions of
4 Sections 1770-1781. inclusive, Labor Code of California, the City Council
5 of the City of Vernon has ascertained the general prevailing rate of per
6 diem wages and rates for legal holidays and over-time work in the locality
7 in which this work is. to be performed, for each craft or type of workman or
8 mechanic needed to execute the contract which will be awarded to the success
9 ful bidder, and that the Resolution establishing these prevailing rates is on
10 file with the City Clerk of the City of Vernon. The prevailing rates so

Apprentices: May be employed in conformity with Section 1777.5 of the
California Labor Code.
All others shan be paid at the prevailing wage rates paid in the
County of Los Angeles.
Overtime applicable to each classification shall be paid at the prevail-
ing overtime rate in the County of Los Angeles.
The foregoing schedule of hourly wage rates is based upon a working

1 day of eight (8) hours. The per diem rate shall be the hourly rate
2 multiplied by the aforementioned number of hours constituting a working day.
3 Notice is also hereby given that~ pursuant to said Labor Code of
4 California~ it shall be mandatory upon the Contractor to whom the contract
5 is awarded, and upon any sub-contractor under him~ to pay to alllaborers~
6 workm.en or mechanics employed by them in the execution of the contract
7 not less than the said specified rates, which rates shall be included in the
8 contract to the successful bidder.
9 Notice is further hereby given that all bidders may submit with their
10 bids a sworn statement of their financial responsibility, technical ability and
11 experience. Such sworn statement may be required to be furnished before
12 award is made to any particular bidder.
13 To be entitled to consideration, each bid submitted pursuant to this
14 notice shall be made out on a form to be obtained at the Office of the City
15 Engineer; shall be accompanied by a certified check, draft or bid bond,
16 payable at a bank authorized to do business in the State of California, made
17 payable at sight to the City Clerk of the said City of Vernon, in amount equal
18 to ten per cent (10%) of the bid submitted. shall be delivered to the City Clerk
19 of the City of Vernon in a sealed envelope at, or before. the time stated
20 herein, and must be plainly marked "Proposal for Restoration of Street
21 Surfaces with Asphalt Concrete and Cement Concrete". All bids will be

opened and publicly read aloud at or about two (21 o'clock p. m. of the 17th
day of July, 1956.. in the City Council Chamber.
The above mentioned check or bond shall be given as a guarantee that
the bidder will enter into a contract if awarded to him and will be declared
forfeited if the successful bidder refuses or neglects to enter into a contract
of the required form after being requested to do so by the City Clerk of the
City of Vernon, California. The successful bidder will be required to
furnish a labor and material bond in an amount equal to fifty (50) per cent
of the Contract price" and a faithful performance bond in an amount equal
to one hundred per cent (100%) of the contract price.

1 Unless otherwise required by laws no bidder may withdraw his bid
2 for a period of thirty (3D) days after the date set for the opening thereof.
3 A deposit ofTen Dollars ($10.00) win be required to secure the
4 Plans and Specificationss as a guarantee that the Plans and Specifications
5 will be returneds which deposit will be refunded in case same are returned
6 to the City in good condition not later than forty-eight (48) hours after the
7 bids on the work win have been opened.
8 The City of Vernon reserves the right to reject any and all bids or
9 waive any informality in the bid.
