A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
3 APPROVING SPECIFICATIONS NO. 198s INCLUDING PRINTS OF
ENGINEERING DEPARTMENT DRAWINGS PLAN NO. B5-1278s CONSIST-
4 ING OF TWO SHEETS" PLAN NO. B5-1369 AND PLAN NO. A3-1379.

8 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
9 WHEREAS, Harold A. Barnett, Consulting Engineer of the
10 City of Vernon.. has submitted to the City Council with his letter of June 14..
11 1956.. Specifications No. 198.. including prints of Engineering Department
12 Drawings Plan No. B5-1278, consisting of two sheets.. Plan No. B5-13.69 and
13 Plan No. A3-1379.. consisting of one sheet each.. for the eonstruction of
14 asphalt concrete pavement and appurtenances in Pumping Plant No.3 and in
15 the North side of Fruitland Avenue from three hundred forty feet to' six
16 hundred sixty feet west of the center line of Downey Road in the City of
17 Vernon.. and recommends approval thereof.

That Specifications No. 198.. including prints
of Engineering Department Drawings Plan No. B5-12:i'8, consisting of two
sheets, Plan No. B5-1369 and Plan No. A3-1379.. consisting of one sheet each..
be and the same are hereby approved as the specifications for the construction
of asphalt concrete pavement and appurtenances in Pumping Plant No. 3 and
in the north side of Fruitland Avenue from three hundred forty feet to six
hundred sixty feet west of the center line of Downey Road in the City of Vernon
SECTION 2:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and thereafter the
same shall be in full force and effect.

The construction shall be in accordance with Plan No. B5-1278
consisting of two (2) sheets. Plan No. B5-1369 and Plan No. A3-1379 con-
sisting of one (I) sheet each. and Specifications No. 198.1 heretofore approved
by the City Council of said City. and now on file in the Office of the City
Clerk of said City, copy of which may be secured from the City Engineer of
said City.
Bidders are hereby notified that, pursuant to the provisions of
Sections 1770-1781. inclusive. Labor Code of California. the City Council
of the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed. for each craft or type of workman or
mechanic needed to execute the contract which will be awarded to the success-
ful bidder. and that the Resolution establishing these prevailing rates is on
19 file with the City Clerk of the City of Vernon. The prevailing rates so

5 Overtime applicable to each classification shall be paid at the
6 prevailing overtime rate in the County of Los Angeles.
7 The foregoing schedule of hourly wage rates is based upon a work-
8 ing day of eight (8) hours. The per diem rate shall be the hourly rate
9 multiplied by the aforementioned number of hours constituting a working day.
10 Notice is also hereby given that. pursuant to said Labor Code of
11 California. it shall be mandatory upon the Contractor to whom the contract
12 is awarded... and upon any sub-contractor under him. to pay to all laborers.
13 workmen or mechanics employed by them in the execution of the contract
14 not less than the said specified rates. which rates shall be included in the
15 contract to the successful bidder.
16 Notice is further hereby given that all bidders may submit with
17 their bids a sworn statement of their financial responsibility. technical

nished before award is made to any particular bidder.
To be entitled to consideration. each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shall be accompanied by a certified check. draft or bid bond.
payable at a bank authorized to do business in the State of California. made
payable at Sight to the City Clerk of the said City of Vernon. in amount equal
to ten per (100/6) of the bid submitted. shan be delivered to the City Clerk
of the City of Vernon in a sealed envelope at. or before.. the time stated
herein. and must be plainly marked "Proposal for Asphalt Concrete Pave-
ment and Appurtenances in Pumping Plant No.3 and North Side of Fruitland
Avenue II. All bids will be opened and publicly read aloud at or about two
(2) o'clock P. M. of the 17th day of July. 1956. in the City Council Chamber.
The above mentioned check or bond shall be given as a guarantee

1 that the bidder will enter into a contract if awarded to .him and will be
2 declared forfeited if the successful bidder refuses or neglects to enter
3 into a contract or the required form after being requested to do so by the
4 City Clerk of the City of Vernon~ California.. The successful bidder will
5 be required to furnish a labor and material bond in an amount equal to
6 fifty (50%) per cent of the Contract price~ and a faithful performance bond in
7 an amount equal to one hundred per cent (1000/0) of the contract price.
8 Unless otherwise required by law ~ no bidder may withdraw his
9 bid for a period of thirty (30) days after the date set for the opening thereof..
10 A deposit of Ten Dollars ($10.00) will be required to secure the
11 Plans and Specifications~ as a guarantee that the Plans and Specifications
12 will be returned. which deposit will be refunded in case same are returned
13 to the City in good condition not later than forty-eight (48) hours after the
14 bids on the work will have been opened.
15 The City of Vernon reserves the right to reject any and all bids
16 or waive any informality in the bid.
