A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING
THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF
JULY 1~ 1956.. AUTHORIZING CERTAIN EXPENSE ALLOWANCES.. AND
REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECT ION 1:
Effective July 1.. 1956" the following em-
7 ployees of the City of Vernon shall receive the compensation or salary
8 hereinafter set forth. This resolution shall not affect the existing com-
9 pensation of any officer or employee not in this resolution specifically set
10 forth.

SECTION 2:
Employees of the City of Vernon shall receive
the compensation" and.. where authorized. the expense allowance.s. as

(a) Engineering.. Street and Water Departments" as in Schedule I;
(b) Fire Department" as in Schedule II;
(c) Police Department.. as in Schedule ill;
(d) Health Department" as in Schedule IV;
(e) Miscellaneous Departments" as in Schedule V.

SECTION 3:
The salaries herein set forth for the several
officers and employees of the City of Vernon in the different departments
shall be in full force and effect from and after the 1st day of July" 1956.
SECTION 4: Each employee of the City shall be entitled to
two (2) weeks' vac.rtiOILdurlng tl)esecond year of s.... each year
thereafter~ at full pay. Nothing herein contained shall be deemed to conflict
with or impair the force and effect of Resolution No. 1583 of the City of
Vernon providing for three (3) weeks' per year paid vacation for employees
of the City whose duties require them to work in the service of the City on
Legal Holidays.

SECTION 5:
In any salary period in which any full-time
employee of the City of Vernon shall.. for any reason.. not work full time..
then the pay.. salary or compens.ation of such employee shall be reduced on
the following basis:
(a) Where an employee is paid on a monthly sa.lary basis.. such
employee shall be paid the amount produced by multiplying the regular monthl
salary by a fraction having as its denominator the total number of working
days in the calendar month (in accordance with the regular work .schedule of
the employee in question) and as its numerator the total number of days
actually worked. I(Days actually worked" for the purpose of this computa-
tion shall include excused and paid absences as hereafter provided for~ as
well as legal holidays to which the employee is entitled under his regular
working schedule during the pay period in question and so long as he is
employed by the City of Vernon. Provided, that.. when such employee is
hired or his employment is terminated after the beginning or before the end
of a salary period. no salary shall be payable on account of any days precedin
such hiring.. or for any days following such termination.
(b) Where an employee is paid on a daily basis.. no compensation
shall be payable for any day or portion of a day not worked.
(c) In either of the cases mentioned in subsection (a) or
above. fractional parts of a day shall be computed on the basis of an eight-
hour day" excepting members of the Fire Department who serve on 24-hour
shifts, and as to said latter employees fractional parts of a day shall be
computed on the basis of a 24-hour day.
(d) "Absence II as used in this section shall include.. without
being limited to~ leaves of absence" suspensions and employees whose
employment commences or terminates during a pay, salary or wage period.
(e) As an exception to the general rules for deduction or loss
of pay for absence as above defined.. any department head may" for good
cause as determined in the discretion of such department head.. certify for
full pay an employee who has been absent during a pay~ salary or wage period.

1 Whenever a department head certifies for pay an absent em-
2 ployee.. he shall attach to the payroll demand a statement of the reason for
3 paying said employee while absent.. his daily rate of pay" length of service
4 with the City" and number of days absent. The pay of employ.ees for absent
5 time shall remain in the sole discretion of the City Council.

SECTION 6:
The City Council hereby makes the following
7 statement of policy relative to salaries and classifications set forth in this
8 resolution:

(a) Except as set forth in subsection (b) which follows. pro-
10 motions or salary increases to higher grades are merit steps only and shall
11 be available to employees as recognition and reward for satisfactory service.

(b) New employees shall start at the first step in the salary
13 range for their respective positions unless it is determined that qualified
14 applicants are not available at the salary specified for the first step or grade..
15 or that a specific applicant has special qualifications justifying a higher
16 starting rate beyond the first step or grade. New employees starting at the
17 beginning step shall be advanced to the second step of their salary range upon
18 completion of their probationary employment.. which is hereby fixed at six
19 months .
(c) The promotion of an employee shall not result in reduction
21 in pay.. and the employee being promoted shall be classified in such manner
22 that he receives the same or more pay for the position to which he is
23 promoted.

(d) This resolution expresses the general wage and salary policy
of the City of Vernon.. and in conjunction with the accompanying working
conditions for employees of the City of Vernon now existing.. is deemed to
be fair and adequate. It is not anticipated that adjustments in said sUary
scales will be necessary" except as to cases involving additional respon-
sibility.. exceptional merit" or other special circumstances.
SECTION 7:
All resolutions in conflict with this resolution
are hereby repealed.

The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution and thereupon and thereafter the
3 same shall be in full force and effect.

In addition to said salaries, the City Engineer and the
Sanitary Engineer,when authorized in advance. by the City Council,
shall receive, when using their own motor vehicles in the service
of the City, an additional sum of $75 permont.h, and Assistant
Engineers, Assistant Sanitary Engineers, Construction Inspectors
and Engineer's Aides,.when so authorized, shall receive, when
uSing their own motor vehicles in the service of the City, an
additional sum of $30 or. $50 per month, depending upon the amount
so authorized" The City shall nO,t be responsible for repairs or
any additional costs. for upkeep, fuel, lubrication, replacement in
whole or in part, or other expenses in connection with any such
vehicle beyond the respective amounts set forth in this paragraph.

26 In addition to said salary, the Pumping Plant Foreman

Employees of the Water and Street d.epartmentst except-
ing the Superintendent of the Water Department, Pumping Plant
operators (all grades) and Pumping Plant Foreman (all grades),
when required to work hours in addition to those regularly estab-
lished for their respective job classifications, shall be paid an
hourly rate for such additional work computed by dividing the
monthly salary of the employee by 20 (thereby assuming a 20-day
working month in all cases) and paying at the rate of 1/8 of the
quotient so obtained for each hour of additional work.

To the Honorable City Council:
Concerning the activities of the Health Department for the
fiscal year 1956-57, and in particular with reference to the
salary paid to the Health Officer, I would like to submit
the following suggestion for your approval:
I believe that there will be considerably more work, and
therefore a greater number of policy decisions and more
time involved, from the standpoint of the Health Officer
during the period from July 1 through December 31, 1956,
than in the six months following. It is therefore my request
that the salary payable for the position of Health Officer
be doubled and paid for six months only--that is, July through
December, 1956. In the event your honorable body should ap-
prove of this procedure, I would be pleased to serve the
remaining six months of the fiscal year without any compensa-
tion whatever.
Please consider this letter as an offer to perform personal
services under the circumstances above described, and your
approval in your minutes will constitute an acceptance with-
out the necessity of further communication. In the event the
suggested procedure is to be changed, please so advise me.
