RESOLUTION NO.
1965
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
3 PETITIONING THE BOARD OF SUPERVISORS OF LOS ANGELES
COUNTY TO ESTABLISH A NEW ZONE 1 OF THE LOS ANGELES
4 COUNTY FLOOD CONTROL DISTRICT TO BECOME OPERATIVE ON
JULY 1.. 1957.

6 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
7 WHEREAS. the area served by the City of Vernon is dependent
8 for water upon the dwindling supply obtained from the Central Basin
9 through wells; and
10 WHEREAS.. a continuing and abundant supply of water must be
11 provided for residents of this area; and
12 WHEREAS~ under the Zone 1 program of the Los Angeles County
13 Flood Control District.. imported Colorado River Water has been purchased
14 and spread in substantial volume since 1953 for the beneficial use of
15 Central Basin residents; and
16 WHEREAS.. Zone 1 will automatically expire on June 30.. 1957..
17 and the water conservation will thereafter cease unless positive action is
18 taken to renew the program;

NOW" THEREFORE.. BE IT RESOLVED: That the City of Vernon
20 urge.. and it does hereby urge.. the Board of Supervisors of Los Angeles
21 County to take immediate action towards establishing a new Zone 1 of the
22 Los Angeles County Flood Control District to become operative on July 1.
23 1957. in order that spreading of Colorado River water in Central Basin may
24 be continued until a permanent basin water replenishment program can be
25 I
established;

14 NOTICE IS HEREBY GIVEN that on Tuesday, October 30, 19,6 t
15 at the hour of 10330 a.m. in the hearing room of the Board of
16 supervisors of the County of Los Angeles, ,01 Hall of Records,
17 Los Angeles, California, a public hearing will be had before
18 the Board of Supervisor$ of the Los Angeles County Flood Control
19 District to determine if a zone should be established or re-
20 established pursuant to the provisions of Sections 3.1, 3.2,
21 3.3, 3., and 3.6 ot the Los Angeles County Flood Control Act,
22 as amended by Chapter 971, 19,1 Statutes of California, for the
23 purpose of financing the acquisition of imported water as pro-
24 posed by the Chief Engineer ot said District under his report
25 dated August 21, 1956, heretofore tiled with the said Board, to
26 which reference is hereby made tor further particulars and
27 Which report was duly approved by resolution of said Board on
28 the 28th day ot August, 1956.
29 The territory to be included within the boundaries ot the
30 proposed zone is situated within the County ot Los Angeles,
31 State ot California, and within the boundaries ot the Los
32 Angeles County Flood Control District and is described as tol-

special taxes therefor.)
Beginning at an angle point in the boundary of the City of
7 Los Angeles! as same existed on August 1, 1916, 1n the intersection
of Indiana street and Medford Street (formerly Bridge street), as
8 shown on map of Tract No. 6333 recorded in Book 71, pages 11 to 14
inClusive, of Maps, in the office of the Recorder of the County of
9 Los Angeles; thence easterly along the boundary of said city, and
following the same in all its various courses to the boundary of
the Qity of Monterey Park, as same existed on said datel. thence
10 southerly along said last mentioned boundary and follow ng the same
11 in all its various courses and curves to the southwesterly line of
the Rancho La Merced as shown on map recorded in Book 13, page 24
of Patents, in the olfice of said recorder; thence southeasterly
12 along said southwesterly line to the most westerly corner of La
13 Merced Heights? as shown on map recorded in Book 28, pages 4 and ;,

It is proposed that said Zone I will finance the acquisi-
tion of imported waters and that the same will be conserved in
a manner beneficial to the area within the proposed zone.
The proposed method of conservation of imported waters, as
described in the aforementioned report of the Chief Engineer of
the Los Angeles County Flood Control District, a copy of which
is on file and available for inspection in the offices at the
Board of Supervisors of the Los Angeles County Flood Control
District, is as follows:
"The District proposes to purchase from the Metro-
politan Water District surplus untreated waters which will
be conveyed to the San Gabriel River and Rio Hondo through
the Garvey feeder now being constructed by the Metropoli-
tan Water District. Outlets from the feeder will be pro-
vided to San Gabriel River near Garvey Avenue and to
Alhambra Wash near its junction with the Rio Hondo. The
District will prOVide the necessary facilities for con-
trolling and measuring the flow through the outlet at the
San Gabriel River. Facilities for the measurement of the
releases to Alhambra Wash at the Rio Hondo will be provided
by the Metropolitan Water District. In the event these
facilities are not completed for delivery of Zone water in
1957, releases may be accepted temporarily from the Metro-
politan Water District at Live Oak Wash in La Verne then
impounded in Puddingstone Reservoir for release to Walnut
Creek at such rates as to minimize the loss in transit via
Walnut Creek Wash and San Gabriel River to the Montebello
Forebay where it will be spread in the District's spread-
ing grounds and pervious stream channels. The facilities
for accepting the flow at Live Oak Wash are presently com-
plete and were used throughout the current active period
of the Zone.

in conjunction with the permanent improvement of the San
Gabriel River by the United States Corps of Engineers. The

Written and oral protests against the formation of the

said Board at the time of the hearing and if sufficient written

property within the proposed zone assessed to such protestant.
Protests by cities and by public districts formed for the
purpose of supplying water shall be in the form of certified
copies ot resolutions ot their governing bodies.
If the proceedings are not terminated by the protests of
property owners or by the protests of cities or of public dis-
tricts formed for the purpose of supplying water, as provided
in Section 3.2 of the Los Angeles County Flood Control Act, as
amended, the Board of Supervisors will proceed with the hearing
and shall consider such protests and any additional written or
oral protests which may be made either against the establish-
ment of the proposed zone or the inclusion therein of any
property, or both.
Upon the conclusion of the hearing the Board may abandon
the proposal or may adopt a resolution establishing the zone
for the purposes herein specified, including therein all prop-
erties within the described boundaries of the proposed zone
which the Board finds will be specially benefitfed thereby.

Gentlemen:
This letter is written to inform your city council
of efforts being made to stop, or at least retard, the
progressive lowering of the water table in Central Basin.
Two dangers arise as a result of the de-watering of
the Basin. First, the removal of ground water could re-
sult in compaction of the porous materials underlying the
Basin, and partially des troy its water storage capaci ty.
Second, water security for the area requires an ample supply
stored underground, safe from contamination, for use to meet
summer peak demands beyond the importing capacity of the
Colorado River aqueduct and for use in e vent of interruption
of the imported supply because of disaster or other emer-
gency. The Central Basin ground water reservoir is probably
our greatest natural resource.
The Association supported formation of Central Basin
Municipal Water District and its subsequent annexation to
The Metropolitan ~ater District of Southern California, in
order to obtain a supplemental supply of water to relieve
the extensive overdraft on the Basin. The formation of
Zone I of the Los Angeles County Flood Control District and
the levy of a 5~ rate of tax on real property for the
purchase of Colorado River water for spreading in the Basin
during the past three years were likewise supported as a
temporary measure pending a more permanent solution.
Thirty-three turnouts from the Me tropolitan 1-1a ter
District system in Central Basin have thus far been approved
for cities and water companies and are now in various
stages of planning and construction. Direct diversions

Your Association, in cooperation with other water agencies
in Southern California, was instrumental in securing adoption of
the Water Replenishment District Act (Chapter 1514, statutes 1955)
in order to provide legal authority for a permanent program to
restore the ground water basin. The complex problems involved
in organizing the basin under provisions of the Act are receiving
careful consideration and a full report will be made to you be~
fore the program is undertaken.
The current Zone I program has been in operation since
1953/54, and automatically expires on June 30, 1957. It is the
opinion of your Association Executive Committee that a permanent
replenishment program, involving an assessment on pumping for
the purchase of Colorado River 'water for spreading in the Basin,
cannot be organized by that date, and that the only alternative
is to seek continuance of the Zone I program until the permanent
replenishment program is underway.
During the past two years, Zone I has added about 90,000
acre feet of new water to the Basin and will add an additional
90,000 acre feet dur ing this last year of its operation. All of
the funds derived from the 5~ rate of tax levied in Zone I have
been applied to the purchase of water. Operational and adminis~
trative charges have been paid from the general funds of the Los
Angeles County ~lood Control District. The program has retarded
the lowering of water levels and has afforded the only means of
delivering a large volume of supplemental water to the Basin.
The Board of Directors of the Central Basin Municipal Water
District and the Executive Committee of your Association have re-
quested the Los Angeles County Board of Supervisors to establish
a new Zone I in Central Basin to become operative on July 1,
1957, as a replacement for the old Zone I which will expire on
June 30, ~957. Favorable action by the Board of Supervisors in
this regard will depend largely on the measure of local support
for continuance of the Zone program. It is therefore urgently
requested that your city council adopt a resolution to the Board
of Supervisors favoring the establishment of a new Zone I.
We 8.Jl'ednformed that the Board of Supervisors will consider
the matter on about August 14th, 1956. Please will you act prior
to that time. Enclosed are a number of sample r~solutions that
may be used, if desired. It will be appreciated if you will

WHEREAS, the overdraft of the Basin should be reduced in order
