CI .. <( ~ ~ :! o ::: ~ 31 I: 32 1 2 RESOLUTION NO. 2011 A RESOLUTION OF THE CITY COUNC~ OF THE CITY OF VERNON 3 AMENDING RESOLUTION NO. 1956 TO PROVIDE FOR OVER-TIME PAY FOR PUMPING PLANT FOREMEN (ALL GRADES) WHEN REQUIRED 4 TO WORK HOURS IN ADDITION TO THOSE REGULARLY ESTABLISHED FOR THEIR RESPECTIVE JOB CLASSIFICATIONS.. EFFECTIVE AS OF 5 DECEMBER 1. 1956. 6 THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS: SECTION 1: Effective December 1~ 1956. Schedule I of Resolution No. 19561 is amended by adding thereto the following: Whenever it is necessary for the Pumping Plant Foremen (all grades) to work hours in addition to those regularly established for their respective job classifications. said employees, or any of them. shall be paid an hourly rate for such additional work computed by dividing the monthly salary of said employee by 20. (thereby assuming a20-day working month in all cases).. and paying at. the rate of 1/8 of the quotient so obtained for each hour of additional work. SECTION 2: All resolutions# or parts of resolutions, in conflict herewith are hereby repealed. SECTION 3: The City Clerk of the City of VernonshaU certify to the passage of this Resolution and thereupon and thereafter the same shall remain in full force and effect. HUSTED, FIRE CHIEF R, H, BOCKHACKER, POLICE CHIEF JOHN B, MOORE, ADMINISTRATIVE ASSISTANT TO THE CITY COUNCIL HASKINS Be SELLS, AUDITORS IN REPLY REFER TO: File: 4-C-8 4-J?-17 Resolution No. 1956 approved by the City Council on July 17, 1956, in Schedule I, reads in part as follows: "Employees of the Water and Street departments, excepting the Superintendent of the Water Department, Pumping Plant operators (all grades) and Pumping Plant Foreman (all grades), when required to work hours in addition to those regularly established for their respective job classifi- cations, shall be paid an hourly rate for such additional work computed by dividing the monthly salary of the employee by 20 (thereby assuming a 20-day working month in all cases) and paying at the rate of 1/8 of the quotient so obtained for each hour of additional work". It will be noted that Pumping Plant Foremen (all grades) are excluded from receiving any overtime pay. Mr. Charles Sidney Hopcroft is Pumping Plant Foreman and Mr. Ray J. Corella is Assistant Pumping Plant Foreman. The regular Pump Operators are on duty three shifts, all eight hours each, as follows: 8 A.M. to 4 P.M. 4 P.~I. to 12 P.M. 12 P.M. to 8 A.M. From 8:00 A.M. to 4:30 P.M. there is an extra man on duty for maintenance work. ]'rom 4: 30 P.M. to 8 :00 A.M. there is only one Pump Operator on duty. Mr. Hopcroft lives in a city-owned house on Furlong Place. Mr. Corella lives in a city-owned house at Pumping Plant No. 2 on Vernon Avenue, near D:>wney,rtoad. It ha.s long been an arrangement between Mr. Hopcroft and Mr. ~orella that during off- duty hours, one of them remains in Vernon, available for answering any emergency call in case they are needed on the job. This, in it- self restricts their off-duty personal movements. During the hours . ' ~;: VI:RNON CALIFORNIA IN RI:PLY RI:FI:R TO: 4-0-8 4-P-17 Honorable City Council 2. Nov. 16, 1956 between 4:30 P.M. and 8:00 A.M. the Pump House Operator on duty is normally alone. It is diff~cult for this man to leave Pump House No. 1 or City Hall grounds to go to either Pum.ping Plant No. 2 or Pumping Plant No.3, thus leaving Pum.ping Plant No. 1 unattended. In case any emergency develops during these hours, it is necessary, in order to keep the i.Pumping PlantS in operation, to call out either Mr. Hopcrof't or Mr. "'orella, and sometimes both. This condition happens on their of'f' days and also arry hour of the day or night. With the installation of' additional water facilities of various kinds, a great deal more work is now involved in keeping the pumping plants in operation, than was the case two years ago. It is therefore my recommendation that suitable change be made in Resolution No. 1956, above referred to, to permit the paying of overtime to the Pumping Plant Foremen of' all grades, ef'fective December 1, 1956. Under present conditions, this would mean over- time authorization for Mr. Hopcrof't and Mr. Corella.
