RESOLUTION NO. 2-066
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING
THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS. OF
JULY 1s 1957.. AUTHORIZING CERTAIN EXPENSE ALLOWANCES.. AND
REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES- AS FOLLOWS:
SECTION 1:
Effective July 1.. 1957s the follawing em-
ploye.es (i)f the City of Vernon shall receive the compensation 01' salary
hereinafter set forth. This resolution shall not affect the.existingcom...
pensa.tion many .officeroremployee not in this resolutionspecificaUy set
forth.
· SECTION 2:
Employees .of the .Gityof Vernon shall receive
the compensation. and, where authorized) theexpenseallowance%. as
hereinaftersef forth;
(a) Engineering. Street and 'WaterDepartments..
as: in Schedule 1.
(b) Fire Departments as in Schedule II.
(c) Police Departments as inSchedule III.
(d,) Health Departments as in Schedule IV.
(e) MiscellaneousDepartments~ as in Schedule V.
Said .schedules: J through V are attached to this res olution and hereby incor-
poratedas .a part .of thia resolution as though herein set forth in full.
SECTION 3:
The salaries herein set forth for the several
officeraa.ndemployees of the City of Vernon in the different departments
sha.ll be in full force and effect from and after the 1st day of July. 1.957.
SECTION 4:
Wherever an allowance is' made to any
em:ployee for the use of his personal automobile..... such allowance shall not
be payable whenever the employee is on vacation or leave of abs.ence)
and the auto allowance is: reduced at such times in proportion to the time
of absence.
SECTION 5:
Each employee of the City shall be entitled to
two (2) weeks I vacation during the second yeaI' of said service and each year

1 thereafter~at full pay. Nothing herein contained shall be deemed to conflict
2 with or impair the force and effect of Res:olution No. 1583 of the City of
3 Vernon providing for three {a) weekgtper year paid vacationfor employees
4 of the City of Vernon whose duties require them to work in the service of
5 the City .onLegaIHolldays.

SECTION 6:
In any salary period in which any full-time
7 employee pf the City.of V ernon s:hall~ for any reason;, not w()rk fuIltimes
8 then the pay, salary.orcompenaation of such employee shall be reduced on
9 the following basis:
fa) Where an employee is paid on a monthly . sa1a:ry ba:.sis~ such
11 employee shall he paid the amount produced bymuItiplying the regular monthly
12 s.alaryby a fraction having as its denominator the total number of working
13 days in the calendar month (in accordance with the regular work schedule of
14 the employee in question) and as its numerator the total numbe"rofdays
15 actually worked. !'Days:actually worked!l for the purpose of this computa~
16 Hon shalL include ex:cusedand paid absences as hereafter provided. for;, as
17 well as legal holidays to which the employee is entitled under his regular
18 working schedule during the pay period in question and so long as he is
19 employed by the City of Vernon. Provided~ that~ when such employee is
20 hired or his employment . is terminated after the beginning .or before the end
21 of a salary period.. no sal.ary shall be payable on account of any days preceding
22 suchhiring.. or for any days following such termination.

(b) Where an employee is paidonadaily basis s nocomperrs.a'-
24 tion shall be payable for any day or portion of a day not worked.

(c) In either of the cases mentioned in sub-sections {a) or (b)
aboves fractional partsof.a day shall be computed on the basis of an eight-
hourday~ excepting members of the Fire Department who serve on 24,...hour
shifts,; and as to said latter employees fractional parts ofaday shalL he
computed on the basis of a 24..hour day.
(d). "Absence" asus.edin this section shall incudes without
heinglimitedto~ leaves of absence.. suspensions and employees whose
employment commences or terminates during a pay.. salary or wage period.

(e) As an exception to the general rules for deduction or loS's
2 of pay for ahsenceas above defineds any department head may. forgo~d
3 caUSe as determined in the discretion of such department head.. certify for
4 full pay an employee who has been absent during.a pay. salary or wage
5 period.
6 Whenever a'd.epartment head certifies .for pay.. an absent
7 employee. he shall attach to the payroll demand a stai em ent of the reason for
8 paying said employee while abs.ent. his daily rate of pay, length.of service
9 with the City. and nutrlberof days absent. The payofemployee.s for absent
10 time shall remain in the sole discretion of the City Council.

.SECTION 7:
The City Council hereby makes the following
12 statement of policy relative to salariesandclassificaUons: set forth in this
14
13 resolution:
(a) Except as set forth in sub'" s.ection (h) which follows, pro-
15 motionsor.salary increases to higher grades are merit steps only and shall
16 be available to employees: as recognitionHand;reward for s:atisfaetorys.ervtce.
17
(b) New employees shall start at the first step in the salary
18 range for their respective positions unless it is determined that qualified
19 applicants are not available at the salary specified for the first s-tep or grade,
20 or that. a. specific applicant has: special qualifications justifying. a higher
21 sta.rting rate heyond the first step or grade. .New employees starting at the
22 beginning step shall he advanced to the second step of their salary range upon
23 completion of their probationary employment, which is herebyJixed a.t.six
24 months.

(c) The promotion of an employee shall not result in reduction
in pay. and the employee being promoted shall be classified in such manner
that he receives. the same or more pay for.the position to which he is
prom oted.
(d) This reaolutionexpregsesthe general wage and salary policy
of the City of Vernon. and in conjunction with the accompanying working
conditions for employees of the City.of Vernon now existing, is deemed to
32 be fair and adequate. It is not anticipated that adjustments in said salary

All resolutions in conflict with this. resolution

Ina.ddition to said salaries, members of the Health D.epartments
when a.uthorized in advance by the City Council, shall receives when using
their own motor vehicles in the service of the Citys an additional gum of
$75 per month. The City shall not be responsible for repairs or any
additional cost for upkeep, fuel.. lubrication, replacement in whole or in
part, or other expenses in connection with any such vehicle beyond the
am ount set forth in this paragraph.
