RESOLUTION NO. 2103
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VE;RNON
3 AUTHORIZING THE EMPLOYMENT OFHASJaNS & SELLS. CERTIFIED
PUBLIC ACCOUNT ANTS.

5 THE CITY COUNCIL. OF THE. CITY OF VERNON RESOLVES AS FOLLOWS:
6 WHEBE.AS~ the City of Ve.rnon is undertaking a study to
7 determine the most feasible and economical method of supplying electrical
8 energy to the City; and
9 WHERE.AS~ said study will necessitate competent accounting
10 services;
11 NOW.. THEREFORE.. BE IT RESOLVED:

SECTION 1:
That Haskins &. Sells~ certified public
13 accountants, are hereby employed to perform accounting services, as
14 required, to determine: the cost of construction of facilities for supplying
15 the City of Vernon with electrical energy; the cost of financing said
16 project and the contingent liability of the City of Vernon~ ifany~ to the
17 Edison Company upon the City's repossession of its system.

. SECTION 2:
The City Clerk of the City of Vernon
19 shall certify to the passage of this Resolution and thereupon and thereafter
20 the same shall be in full force and effect.
21 ADOPTED and APPROVED this 5th day of Novemberl 1957.

Due to the ruling that an independent c.ntractor, such
as Haskins & Sells, does not qualify as a tax collector or his
duly authorized deputy or employee, the City Courel1 has decided
to send employees of the City of Vernon to Sacramnto to inspect
the sales and use tax records of the State Board If Equalization
pertaining to sales and use taxes collected for be City of Vernon.
