A RESOLUTION OF THE CITY COUNCIL OF 'rHE CrrY OF VERNON
APPROVINGMEMO:R.ANDUM OF AGREEMENT FOR ACCUMULATION
OF THE GAS TAX ALLOCATION TO CITIES.
THE CITY COUNCIL OF' THE CITY OF VERNON RMOLVESAS FOLLOWS:
WHEREAS~ a memorandum of agreement has been presented
to be entered into with the State ofCali1ornfa for accumulation of thegfls
tax allGcation todties for the fiscal year 1959 in the City of Vernon; and
WHEREAS.. the City Council has heard read said agreement in
full and: is tamiliar with the contents thereof;
NOWa THEREFORE. BE IT RESOLVED:
SECTION 1:
The City Council of the City of Vernon resolves
that.. under the provisions of Section 200 of the Streets and Highways Code..
the gas tax allocated for major city streets be accumulated for futureex.-
penditure.. and that said agreement be and the same is herebyapproyecl... and
the Mayor and the City Clerk are directed tos:1gn the same on behalf of said
City j said agreement to be binding upon the City upon its execution by the
autho~_officials of the State.
SECTION 2:
The City Clerk of the City of Vernon shall
certify to the passage of th1sResolution and thereupon and thereafter the
same shall be in full force and effect.
ADOPTED and APPROVED this 18th day of February.. 1956.

ACCUMULATION AGREEMENT - 1959 FISCAL YEAR .
MEMORANDUM OF AGREEHENT entered.into by and between
the 01t7 ot Vemon , hereinafter. referred.
to as the city, and the Department of Public Works of the
State of California, hereinafter referred to as the depart-
men t ,
WITNESSETH, THAT, WHEREAS, in accordance with the pro-
visions of Section 194 of the Streets and Highways Code,
the department shall expend or cause to be expended within
the cities of this State the amount transferred to the State
Highway Fund in accordance \-d th Section 2107 for erpendi-
ture upon major city streets in the proportion that the total
population of each city bears to the total population of all
cities in this State; and
WHEREAS, unde:r the provisions of Section 200 of the
Streets and Highways Code the city desires to authorize the
accumulation of funds accruing to said city during the fis-
cal year ending ,Tune 30, 195,9.;
NOW~ THEREFORE, it is mutually agreed that the depart-
ment will accumulate and hold for future expenditure within
the city, or until such time as the city sub~ts a budget
in accordance with the p.rovisions of Section 197 of the

Streets and Highways Code, all funds accruing from the gas
tax allocation to cities during the fiscal year ~nding.;~

Section 197 of the Streets and Highways Code stipulates that the
legislative body of each city on or before June 1 of each year shall
submit to the Department a budget of the estimated expenditures of 5/8ths
cent gas tax funds recommended to be made during the ensuing fiscal year.
The 1958-59 estimate of 5/8ths cent gas tax funds for your city is:
Population 432
at $2.95 per capita $ 1,270.00
Section 2107 of the Streets and Highways Code, which provides for
the apportionment of gas tax funds to the incorporated cities of
California, was enacted in 1947. The first payment of Section 2107
funds was made in January 1948. During the subsequent ten-year period,
the allocation of 5/8ths cent gas tax funds to the cities of California
totaled $226,000,949. A comparison of the population of the cities
and apportionments for the years 1948 and 1957 follows:

Increase
During the past year the population of incorporated cities has
increased at a faster rate than the increase in gas tax funds. A
similar condition is expected to obtain during the next year, which
accounts for the reduction in the per capita allocation under the
1957-58 fiscal year.
You are urged to expedite the submission of your annual budget
as well as the programming of projects, in order that construction may
be performed under the most favorable weather conditions.

1958-1959 fiscal year, in accordance with the project statement
submitted by you.
You will find attached to each copy a suggested form ot
resolution for execution of the agreement by the city. The
form has been prepared for the city1s convenience, and need
not be used if it conflicts with the city1s practice.
The agreement should be signed by an official duly author-
ized by law to execute agreements on behalf of the city, and
should be accompanied by a certified copy of the resolution of
the city council approving the agreement and authorizing the
officer to sign said agreement.
Your attention is called to the white slip attached to
the original and duplicate copies, and also to the necessity
of datin the a reement and affixin the official seal of the
c ty to the agreement and accompanying resolution.
After the agreement has been signed by the city, please
return the original and duplicate to this office; the third
enclosed copy is for your files. Following the execution of
the original and duplicate copy by the Director of Public
Works, the duplicate executed copy will be returned to you.
