A RESOLUTION OF TllE CITY COUNCIL OF THE CITY OF VERNON
APPROVING pLAN OF FREEWAYS AND EXPRESSWAYS FOR LOS
ANGELES COUNTY AS. ADOPTED BY THE METROPOLITAN TRANS-
PORTATION ENGINEER.ING BOARD.
THE CITY CQUNCIL OF THE ClTY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, the California Legislature on January 25~ 1957,
adopted SCR 126 which requested the State Department ofPubUc Works to
undertake a study which will provide basis for .anover-'all state-'wide plan
of freeways and expressways for the State of California; and
WHEREA$, such study was not limited to state highways, but
located potential freeway.and expressway routes and the necesS.ary con-
nections. there-to as nearly as practicable in advance of detailed engineering
design of pro.jects; and
WHEREAS, agencies of state government and cities and counties
were requested to coo.perate with the State Department of Public Works in
the conduct of said study; and
WHE:R.EAS, th~ MetropoUtan Transportation Engineering Hoard,
a voluntary organiz"ation .of managerS", administrators, engineers and
planners of the 61 cities in Los Angeles County and road commissioners of
Los Angeles., Qrange~ Riverside, San Bernardino and Ventura Counties,
has undertaken the taa:kof developing a plan of freeways and expressways for
Los Angeles County including connecting routes in Los: Angeles County and
into adjacent counties; and

WHEREAS, the Metropolitan Transportation Engineering Board
after years of intensive work has co.mpleted the study a.ndhasadQpteda plan
of freeways and expressways for Los Angeles County for submission to the
State Department of Public Wo.rks pursuant to SCR #26; and
WHEREAS~ this plan does no.t purport to establish or determlne
21 exact final locations of said freeways and expressways except where S'uch
locations ha.ve already been establiS'hed under existing pro.cedures; and

WHEREAS, it is understo.od that suchfina1locations of each
individual unit will be determined at the time such unit is authorized for
acquisition and conatruction under existing state l.a:ws and po.Ucies governing
the location o.f freew~ls and expressways, which will. a~ sure each govern-
mental agency a full and complete oppo.rtunity to partlclpate in thedetermlna-
tlo.n of such locations as affect such agency; and
WHEREAS, this plan when accomplished will prOVide adequate
transportatio.n for Los Angeles County fo.r many yearS'" and whenco.nsolidated
with plans fro.mall the vario.us secUo.ns of the State to become a state-wide
plan wUllay the foundation" as nearly as such can no.w he determined by b;1Sic
engineering studies without regard to. preS'ent jurisdictio.nover the highways:,

WHEREAS. it is desirable. and essential. that the Board of
Supervisors, City Councils. Planning Commission, other official agencies
and civic organizations review the plan of freeways and expressways fQr
Los Angeles Cqunty as developed by the MetrQPolitan Transportation
Engineering Board and recommend its adoption by the State Department of
PubUc Works, and .apprQval by the CalifQrnia. LegIfdature at the 1959
Session.
NOW ~ THEREFORE.. BE IT RESOLVED:
SECTION 1: That the City of Vernon hereby apprQves the
Plan of Freeways and Expressways for Los Angeles Gounty as adopted. by
the Met rQP olitan Transportation Engineering Board. forsubmissiontQ the
State IDepartment of Public Works and recommends its adoption for tncluston
in the State-widePlanpursu;ant to Senate Concurrent Resolution No. 16 and
its approval by the California LegIslature at its 1959 Session.
SECTION 2: The City Clerk Qf the City of Vernon shall
11 certify to the p.a:.ssa~eof this Resolution and thereupon and thereafter the
same shall be in full force and effect.

HMaster Plan of Freeways and Expressways" as adopted by
the Board on February 28, 1958. A copy of this plan, as
well as a sample resolution of approval were sent to you
with their letter.

City of Vernon approve this Master Plan as out-
