RESOLUTION NO. 2181
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
DIRECTING THE GIVING OF NOTICE INVITING SEALED PROPOSALS
OR BIDS FOR THE CONSTRUCTION OF SEWERS IN .SOTO STREET, IN
37TH STREET AND IN JEWEL AVENUE (A PRIVATE STREET). IN
ACCORDANCE WITH SPE.CIFICATIONS NO. 223 AND ENG~ERtS PLANS
NOS. Al"'1463, Al-1464 AND A1...1465 HERETOFORE APPROVED BY
THE CITY OF VERNON.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
The City Clerk of the City of Vernon is hereby
9 directed to giv~ notice inviting sealed proposals or bids for the construction
10 of sewers in accordance with. Specifications No. 223 and Engineerts Plans
11 Nos. A1-1463 consisting of one(1) sheet, Al-1464 consisting of one (I)
12 sheet and Al...1465 consisting of three (3) sheets, and the Notice Inviting
13 Sealed Proposals contained in said Specifications No. 223.

SECTION 2:
There being no newspaper of general circulation
printed, publish~d and circulated in the City of Vernon. the City Clerk is
hereby directed to post said notice, or cause the same tobe posted, inthree
(3) of the most public places in said city, to wit: the northwest corn~r of
38th Street and Santa Fe Avenue; the northeast corner of Leonis Boulevard
and Pacific B.oulevard, and on the bulletin board in the lobby of the City Hall
of the City of Vernon., located at 4305 Santa Fe Avenue in. said City.
SECTION 3:
The first posting of said notice shall be not less
than ten (l0) days before the date of opening bids for the proposed work.
The notice shall distinctly state the work to be done.
SECTION 4:
The City Clerk of the City of Vernon shall certify
to the passage of this Resolution and thereupon and thereafter the same
shall be in full force and effect.

7 Pursuant to Resolution No. 21B1 of the City ofVernonj adopted on
8 the 4th day of June, 19i3, directing same, notice is hereby given that
9 sealed proposals or bidswi11 be received by the City of Vernon, California,
10 at the office .of the City Clerk of said City, at the City Halt, 4305 Santa Fe
11 Avenue, until the hour of two (2) o'clock p.m., on the 1st day of July, 1958,
12 for the construction in the City of Vernon of sanitary sewers andappur-
13 tenances in Sot.o Street from 214 feet north of 37th Street t.o 37th Street, in
14 37th Street from . Santa Fe Avenue to Soto Street and in Jewel Avenue, (a
15 private street), from 37th Street to Vernon Avenue, in accordance with
16 Specifications No. 223 approved by said City. The proposals will be

at the above-men:tioned office of the City Clerk upon payment of a deposit
of ten dollars ($10. (0) for each specification.

14 the City Council of said City~ copy of which may be secured from the City
15 Engineer of said City_
16 Bidders are hereby notified that.. pursuant to the provisions of Sections
17 1770-1781.. inclusive, Labor Code of California~ the City Council of the City
18 of Vernon has ascertained the general prevailing rate of per diem wages and
19 rates for legal holidays andover-time work in the locality in which tbi.s work
20 is to be performed~ for each craft or type of workman or mechanic needed

that Resolution No. 2181J establishing these prevailing rates is on file with
the City Clerk of the City of Vernon. .
Notice is also hereby given that~ pursuant to said Labor Code of
C~lifornia, it shall be mandatory upon the Contractor to whom. the contract
is awarded~and upon any subcontractor under him.. to pay to alllahorers,
workmen or mechanics employed by them in the execution of , the contract
not less than the said specified rates, which rates shall be included in the
contract to the successful bidder.
Notice is further hereby given that all bidders may submit with their
bids a sworn statement of their financial responsibility.. technical ability and

1 eXj)erience. Such sworn statement may be required to be furnished before
2 award is made to any particu1a:r bidder.
3 To be entitled to consideration, each bid submitted pursuant to this
4 notice shall he made out on a form to be obtained at the Office of the City
5 Engineer; shall be accompanied by a certifIed check. draft or bid bond,
6 payable ata bank authorized to do business in the State of California.. made
7 payable at sight to the City Clerk of the City of Vernon. in amount equal to
8 ten per cent (10%) of the bid submitted.. shall be delivered to the City Clerk
9 of the City of Vernon in a sealed envelope at, or before, the time stated
10 herein, and must be plainly marked ftpropos.al for constructing Sanitary
11 Sewers in.Soto Street. 37th Street and Jewel Avenuel\
12 The above-mentioned check or bond shall be given asa guarantee
13 that the bidder will enter into a contract if awa.rded to him and will be de:-
14 cIared forfeited if the succes-sful bidder refuses orne:gtects to enter into a
15 contract of the required form after being requested to do so by the City Clerk
16 of the City of Vernon, California. The s-ucce:ssful bidder will be required

to furnis'ha labor and material bond in an amount equal to fifty per cent
(500/0) of the contract j)rice,and a faithful performance bond in an amount
equal to one hundred per cent (100%) of the contract price.
Unless. otherwise required by law, no bidder may withdraw his bid
for a period of thirty (30) days after the date set for the opening thereof.
A depostt of ten dollars ($10.00) will be required to secure the
Plans and Specifications. as a guarantee that the Plans and Specifications
will be returned, which depostt will be refunded in case same are returned
to the City in good condition not later than forty-eight (48) hours after the:
bids on the work will have: been opened.
The City of Vernon reserves the right to reject any and all bids or
waive any informality in the bid.
