RESOLUTION NO. 2182
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
REPEALING RESOLtJTIQ;N NO. 2012 AND APl?OINTING R. H. KING,
DEPUTY STATE PURCHASING AGENT~. APPOINTING D. D. GRAYSON.
ASSISTANT DEPUTY STATE PURCHASING AGENT.. APPOINTING
DR. C. E. NEMETH! AND DR. CHAS. McCALLISTER.. ASSISTANT
DEPU TY PURCHASING AGENTS FOR THE CITY OF VERNON.
THE CITY COUNCIL OF THE CrrY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
That Resolution No. 2012 be, and the same
9 is hereby repealed.
SECTION 2:
That R. H.King be, and he is hereby
11 appointed Deputy State Purcha.sing Agent for the City of Vernon; that
12 D. D. Grayson be, and he is hereby a.ppointed Assistant Deputy State
13 Purchasing Agent for the City of Vernon, to act in the absence of said
14 I R. lIe King. That Dr. C. E. Nemethi and Dr. Chas. McCallister be,
15 and they are hereby appointed Assistant .Deputy Purchasing Agents for said
16 City" to act as Civil Defense Narcotics Procurement Officers.

SECTION 3:
After a state of extreme emergency becomes
18 effective, and in accordance with the advice of Regional Co...ordina:tors,
19 subject to the limitations of the Civil Defense Act of the State of California,
20 the PeputyState Purchasing Agent shall have authority to procure whatever
21 is needed upon request of the local Civil Defense Directors, or their
22 authoril&ed assistants.

SECTION 4:
All purchases under the authority herein
24 given shall be made upon Procure Order - Vendor*s Invoice, FormOCn-53.

SECTION 5:
The City Clerk of the City of Vernon shall
certify to the :passage of this Resolution and thereupon and thereafter the
sam e shall be in full force and effect.
ADOPTED and APPROVED this 17th day of June. 1958.

Honorable Body:
Res01ution No. 2012, which repealed Resolution No.
l823~ and appointing Mr. R. H. King as Deputy State Purchas-
ing Agent for the City of Vernon, and Mr. Clarenoe Fornorook
as Assistant Deputy State Purchasing Agent for the City of
Vernon, to sign the proourement orders during a "State of
Extreme Emergency", should be repealed, since I"1r. Fornorook
has tendered his resignation effeotive July 18, 1958.
It is reoommended, therefore, that a new resolution
be written, appointing Mr. R. H. King as Deputy State Purohas-
ing Agent for the City of Vernon, and appointing Mr. D. D.
Grayson as Assistant Deputy Purohasing Agent for the City of
Vernon, replaoing Mr. Clarence Forncrook.

Honorable Body:
The State of Californis Disaster Office's Bulletin
No. 40 recommends that Civil Defense Narcotics Procurement
Officers be appointed by the local Civil Defense Director.
This matter was discussed with Dr. C. E. Nemethi, Health
Service Chief, Vernon Civil Defense.
It is, therefore, recommended that Dr. C. E. Nemethi
and Dr. Chas. McCallister be appointed Assistant Deputy Pur-
chasing Agents in the new resolution requested for Mr. King
and Mr. Grayson, and designating the doctors as Civil Defense
Narcotics Procurement Officers. Only in time of a Civil Defense
Emergency, as declared by the President or by the Congress,
would they function as Civil Defense Narcotics Procurement
Officers, and on!.y in time of such emergency would the use of
their official narcotics order forms be authorized for the
acquisition of narcotics for Civil Defense use.
