RESOLUTION NO.
2185
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
FIXING THE COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY
AS OF JULY 1, 1958~. AUTHORIZING CERTAIN EXPENSE ALLOWANCES.
AND REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
SECTION 1:
Effective July 1, 1958, the following employees
8 of the City of Vernon shall receive the compensation or salary hereinafter
9 set forth. This resolution shall not affect the existing compensation of any
10; officer or employee not in this resolution specifically set forth.

SECTION 2:
Employees of the City of Vernon shall receive
12 the compensation. and, where authorized, the expense allowances. as
13 hereinafter set forth:

(a) Engineering. Traffic Engineering and Street Department,
Water and Sewer Systems, as in Schedule I.
(b) Fire Department. as in Schedule II.
(c) Police Department, as in Schedule III.
(d) Health Department, as in Schedule IV.
(e) Miscellaneous Departments. as in Schedule V.
20 Said Schedules I through V are attached to this resolution and hereby in-
21 corporated as a part of this resolution as though herein set forth in full.

SECTION 3:
The salaries herein set forth for the several
23 officers and employees of the City of Vernon in the different departments shall
24 be in full force and effect from and after the 1st day of July, 1958.
25
SECT ION 4:
Wherever an allowance is made to any employee
26 for the use of his personal automobile. such allowance shall not be payable
27 whenever the employee is on vacation or leave of absence. and the automobile

SECTION 5:
Each employee of the City shall be entitled
to two (2) weekst vacation during the second year of said service and each

1 of Vernon providing for three (3) weeks' per year paid vacation for employees
2 of the City of Vernon whose duties require them to work in the service of the
3 City on Legal Holidays.

SECTION 6:
In any salary period in which any full-time
5 employee of the City of Vernon shall" for any reason. not work full time"
6 then the pay" salary or compensation of such employee shall be reduced on
7 the following basis:

(a) Where an employee is paid on a monthly salary basis" such
9 employee shall be paid the amount produced by multiplying the regular
10 monthly salary by a fraction having as its denominator the total number of
11 working days in the calendar month (in accordance with the regular work
12 schedule of the employee in question) and as its numerator the total number of
13 days actually worked. "Days actually worked" for the purpose of this com-
14 putation shall include excused and paid absences as hereafter provided for.
15 as well as legal holidays to which the employee is entitled under his regular
16 working schedule during the pay period in question and so long as he is
17 employed by the City of Vernon. Provided. that" when such employee is
18 hired or his employment is terminated after the beginning or before the end
19 of a salary period. no salary shall be payable on account of any days preceding
20 such hiring, or for any days following such termination.

(b) Where an employee is paid on a daily basis" no compensation
22 shall be payable for any day or portion of a day not worked.

(c) In either of the cases mentioned in sub-sections {a} or (b)
24 above" fractional parts of a day shall be computed on the basis of an eight-hour
25 day" excepting members of the Fire Department who serve on 24-hour shifts..

26 I and as to said latter employees fractional parts of a day shall be computed on
27 the basis of a 24-hour day.
(d)
"Absence" as used in this section shall include" without being
limited to.. leaves of absence" suspensions and employees whose employment
commences or terminates during a pay" salary or wage period.
(e)
As an exception to the general rules for deduction or loss of
pay for absences as above defined. any department head may.. for good cause

1 as determined by such department head.. certify for full pay an employee
2 who has been absent during a pays salary or wage period.
3 Whenever a department head certifies for pay an absent
4 employee.. he shall attach to the payroll demand a statement of the reason
5 for paying said employee while absent.. his daily rate of pay, length of ser-
6 vice with the City.. and number of days absent. The pay of employees for
7 absent time shall remain in the sole discretion of the City Council.

SECTION 7:
The City Council hereby makes the following
9 statement of policy relative to salaries and classifications set forth in this
10 resolution:

{a} Except as set forth in sub-section (b) which follows..
12 promotions or salary increases to higher grades are merit steps only
13 and shall be available to employees as recognition and reward for satisfactory
14 service.

(b) New employees shall start at the first step in the salary range
16 for their respective positions unless it is determined that qualified appli-
17 cants are not available at the salary specified for the first step or grades or
18 that a specific applicant has special qualifications justifying a higher starting
19 rate beyond the first step or grade. New employees starting at the beginning
20 step shall be advanced to the second step of their salary range upon com-
21 I pletion of their probationary employments which is hereby fixed at six months.

(c) The promotion of an employee shall not result in reduction
23 in pay.. and the employee being promoted shall be classified in such manner
24 that he receives the same or more pay for the position to which he is
25 promoted.

(d) This resolution expresses the general wage and salary

policy of the City of Vernon.. and in conjunction with the accompanying work-
ing conditions for employees of the City of Vernon now existing" is deemed
to be fair and adequate. It is not anticipated that adjustments in said salary
scales will be necessarys except as to cases involving additional respon-
sibility.. exceptional merit, or other special circumstances.

SECTION 8:
All resolutions in conflict with this resolution
2 are hereby repealed.

SECTION 9:
The City Clerk of the City of Vernon shall
4 certify to the passage of this resolution and thereupon and thereafter the
5 same shall be in full force and effect.

City shall not be responsible for repairs or any additional costs for upkeepk
fuelk lubricationk replacement in whole or in partk or other expenses in
connection with any such vehicle beyond the respective amounts set forth
in this paragraph.

in addition to those regularly established for their respective job classifica-
tions" shall be paid an hourly rate for such additional work computed by
dividing the monthly salary of the employee by 20 ( hereby assuming a 20~day
working month in all cases) and paying at the rate of 1/8 of the quotient so
obtained for each hour of additional work.

In addition to said salaries~ the City Clerk and the Assistant
Director of Civil Defense~ when authorized in advance by the City Council,
shall receive" when using their own motor vehicles in the service of the
City.. an additional sum of $50 per month. The Building Engineer and
Inspector, when authorized in advance by the City Council, shall receive,
when using his own motor vehicle in the service of the City, an additional
sum of $85 per month. The Assistant Building Engineer and Inspector..
whEm authorized in advance by the City Council shall receive.. when using
his own motor vehicle in the service of the City, an additional sum of
$75 per month. The City shall not be responsible for repairs or any
additional cost for upkeep, fuel)' lubrication, replacement in whole ~r in
part.. or other expenses in connection with any such vehicles beyond the
amount set forth in this paragraph.
