A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
APPROVING SPECIFICATIONS NO. 225 AND ENGINEER'S PLAN NO.
A3-1517 CONSISTING OF ONE (l)SHEET FOR THE RECONSTRUCTION
OF DOWNEY ROAD FROM HOLABIRD AVENUE TO 2fithSTREE.T. AND
DETERMINING THE GENERAL PREVAILING RATE OF PER DIEM WAGES.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS. under date of September 10. 1958, the Engineering
DepaI'tment of the City of Vernon submitted to the City Council Specifications
No. 225 and Engineerts Plan No. A3-1517 for the reconstruction of Downey
Road from Holabird Avenue to 26th Street and recommends approval thereof;
and
WHEREAS.. the City Council of the City of Vernon has investigated
the general prevailing I'ate of per diem wages to be paid for the work done
under said Specifications No. 225;
NOW. THEREFORE. BE IT RESOLVED:
SECTION 1:
That Specifications No. 225 and Engineerts Plan
17 No. A3-1517 consisting of One (1) Sheet be, and the same are hereby
18 approved for the reconstruction of Downey Road fI'om Holabird Avenue to
19 26th~Street. inthe City of Vernon.

SECTION 2:
The City Council of the City of Vernon has
ascertained and does hereby find and declare that the general prevailing
rate per diem for wages for laborers. workmen and mechanics employed by
contractors and subcontractors.. for the doing of any work set forth in
Specifications No. 225 are those wage rate schedules contained in said
Specifications No. 225.
SECTION 3:
The City Clerk of the City of Vernon shall
certify to the passage of this Resolution and thereupon and thereafter the
same shall be in full force and effect.

FOR THE RECONSTRUCTION OF DOWNEY ROAD
FROM HOLABIRD AVENUE TO 26TH STREET.. IN
ACCORDANCE WITH SPECIFICATIONS NO. 225
OF THE CITY OF VERNON.
5 Pursuant to Resolution No. 2.217 of the City of Vernon.. adopted
6 on the 16th day of September. 1958.. directing same. notice is hereby given
7 that sealed proposals or bids will be received by the City of Vernon"
8 California" at the office of the City Clerk of said City" at the City Hall,
9 4305 Santa Fe Avenue" until the hour of two (2) o'clock p. m... on the 7th
10 day of October, 1958. for the reconstruction in the City of Vernon of
11 Downey Road from Holabird Avenue to 26th Street.. in accordance with
12 Specifications No. 225. approved by said City. The proposals will be
13 publicly opened and read in the Council Chambers of the City Hall located
14 at 4305 Santa Fe Avenue" Vernon" California.. on the date and at the time
15 above-mentioned. Specifications and contract documents may be obtained
16 at the above...mentioned office of the City Clerk upon payment of a deposit
17 of ten dollars ($10.00) for each specification.

The construction shall be in a.ccordance with Plan No. A3-1517
consisting of one (1) sheet and Specifications No. 225 heretofore approved
by the City Council of said City.. and now on file in the office of the City Clerk
of said City~ a copy of Which may be secured from the City Engineer of said
City.
Bidders are hereby notified that.. pursuant to the provisions of
Sections 1770-1781, inclugive~ Labor Code of California~ the City Council of
the City of Vernon has ascertained the general prevailing rate of per diem
wages and rates for legal holidays and over-time work in the locality in
which this work is to be performed.. for each craft or type of workman or
mechanic needed to execute the contract which win be awarded to the sUccess-
ful bidder.. and that Resolution .No. 2216 establishing these prevailing rates
is on file with the City Clerk of the City of Vernon.
Notice is also hereby given that.. pursuant to said Labor Code of
California..- it shall be mandatory upon the Contractor to whom the contract
is awarded, and upon any subcontractor under him. to pay to alllaborers~
workmen or mechanics employed by them in the execution of the contract not
less than the said specified rates, which rates shall be included in the
contract to the successful bidder.
.Notice is further hereby given that all bidders may submit with their
bids a sworn statement of their financial responsibility, technical ability
and experience. Such sworn statement may be required to be furnished before
award is made to any particular bidder.
To be entitled to consideration, each bid submitted pursuant to this
notice shall be made out on a form to be obtained at the Office of the City
Engineer; shan be accompanied by a certified check~ draft or bid bond~
payable at a bank authorized to do business in the State of California, made
payable at sight to the City Clerk of the City of Vernon,. in amount equal to
ten per cent (10'.) of the bid submitted.. shaH be delivered to the City Clerk
of the City of Vernon ina sealed envelope at~ or before, the time stated
herein. and must be plainly marked "Proposal for Reconstructing powney
Road from Holabird Avenue to 26th Street. U

The above-mentioned check or bond shall be given as a guarantee I
that the bidder will enter into a contract if awarded to him and will be dec1aredl
forfeited if the successful bidder refuses or negiects to enter into a contract
of the required form after being requested to do so by the City Clerk of the
5 City of Vernon, California.. The successful bidder will be required to fur-
6 nish a labor and material bond in an amount equal to fifty per cent (50%) of
7 the contract price" and a faithful performance bond in an amount eq'ual to one
8 hundred per cent (1000/<1) of the contract price.
9 Unless otherwise required by law~ no bidder may withdraw his bid
10 for a period of thirty (30) days after the date set for the opening thereof.
11 A deposit of ten dollars ($10..00) will be required to secure the
19 day of September# 1958.

12 Plans and Specifications..- as a guarantee that the Plans and Specifications
13 will be returned# which deposit will be refunded in case same are returned
14 to the City in good condition not later than forty-eight (48) hours after the
15 bids on the work will have been opened.
16 The City of Vernon reserves the right to reject any and all bids
17 or waive any informality in the bid.

in said City. there being no newspaper of general circulation printed and
published in the City of Vernon.
