RESOLUTION NO. 2253
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON
URGING THE DEFEAT OF ASSEMBLY BILL 919.
THE CITY COUNCIL OF THE CITY OF VERNON RESQLVES AS FOLLOWS:

6 WHEREAS# Assembly Bill 919 has been introduced; and
7 WHEREAS, the effect of this assembly bitt to perm.it the Consolida;ted
8 County Fire Department to take over the fire department services of various
9 cities is contrary to the interests of cities. in general; and
10 WHEREAS. s;;lid bill provides that. once such services are taken
.
11 over by the County Fire Department, there can be withdrawal therefrom only
12 by a vote of the people; and
13 WHEREAS. it has been established that it is less expensive to the
14 taxpayers for a city to furnish its own fire protection, as distinguished from.
15 having the same furnished by a Consolidated County Fire Departnlent;
16 NOW. THEREFORE~ BE IT RESOLVED:

SECTION 1:
That it is respectfully urged that Assembly Bill
18 919 not be adopted by the Legislature of this State, as to do so would be
19 contrary to the interests of the municipalities of this State.

SECTION 2:
The City Clerk of the City of Vernon shall
certify to the adoption of this resolution and cause a certified copy thereof
to he forwarded to Assemblyman George Willson, Assemblyman Carley
Porter, the Los Angeles County Diviston of the League of California Cities,
the League of California Cities# State Senator Richard Richards, and
Supervisor Frank Bonelli, and such other persons as the City Council
may de st re .

Dear Sir:
The City Council of the City of Santa Fe Springs has unanimously
opposed Assembly Bill 919. The reasons for their opposition are as
.follows:
1. Problems of over-lapping jurisdiction will never be solved by
one large county-wide fire department. They must be solved by the
closer cooperation between the agencies responsible for fire protection
in adjacent communities.
2. Assembly Bill 919 strikes at the heart of the authority for grass-
roots local determination. The proponents of this Bm have stated that this
is merely the first step in taking over all local services in Los Angeles Cou.:nty.
3. The proponents of 919 use such statements as "efficient utilization
of manpower," "at a lower cost, II "greater degree of coordination," which
are all ideal goals for governmental organizations. They have not shown by
any single example with conclusive evidence that a large county-wide fire
department is more efficient and more economical than a local fire department
representing the level of service desired in the various communities of our
metropolitan area.
4. The Bill has been propos ed and is being supported by the Los
Angeles County Fire Fighters organization--a union organization whose
legal counsel were attorneys in a lawsuit obstructing the local determination
of the City of Santa Fe Springs to create its own municipal fire department.
5. The same proponents for this Bill were before the Legislature
in 1957. and secured amendments to the Health and Safety Code from your
Ho~'rable Body. The City of Santa Fe Springs attempted to follow your
wJ,"es as you amendecl the Health and Safety Code in withdrawing from the
C9Q80Udated Fire Protection District. The courts have held that we have
fpijowed your direction properly and correctly; however, the same attorneys
w"o prepared the draft of Bill 919 filed a suit against the City, even after
y~ had accecled to their wishes. This unnecessary lawsuit cost the City
a~tional expenses in excess of $101,000 to form our own fire department.
6. Santa Fe Springs has formed its own Fire Department and proveo
~"t small cities can provide better protection with more manpower than was
i'.YJously 811Pplled through the Consolidated Fire Protection District, at a

At a recent fire in an oil refinery in the City of Santa Fe Springs.
a" official of the oil company remarked to our Fire Chief, ''1 am sure glad
tq.~ we now have a Fire Department that can respond immediately and knows
hqw to put out oil fires." This particular fire, that could have been dangerous
~ serious to our conununity, was stopped within minutes.
7. An examination of tax bills in Los Angeles County will reveal
thlt it Is NQr city llovermnents that need over-hauling Or are w.,teful of
~'t8Jq)"yers' fquels. 1)1 fact, City governments in Los Angeles County
pr9vide the most economic.1 services for the taxpayers' dollar.

tion informing me of the opposition of the City of Vernon
to AB 919. You may be assured that I will give your
recommendation the fullest consideration when this measure
comes before the Assembly. I have studied the measure
carefully and thus far find no reason to believe that it
will result in either greater efficiency or any financial
saving, both of which would of course be desirable accom-
plishments. You may be sure also that it is my practice
here in Sacramento to move most carefully when considering
any proposals that would create any type of super Authority
with powers which would easily lead to uncontrolled
bureaucracy.
Because it is my understanding that this bill is
to be considerably amended, I will appreciate continuing
to receive the benefit of your advice on this important
matter.

sure you wil1 agree that if this bill becomes a law in the
State of California it may have a very important bearing
on the City you represent which, of course, is part of the
52nd Assembly District.
As you know, I am a member of the Municipal and
County Government Committee and this bill wil1 undoubtedly
be set for hearing before this committee. One of it's
sponsors, Assemblyman Bradley, is chairman of this committee.
I should like very much to have an official communication
from you, as representatives of the City, expressing your
views with respect to this bill. May I suggest that the City
Council pass a Resolution indicating the official position
of the City on the same.
One of the serious questions in the bill is the
creation of a new taxing power. Will you please read the
enclosed bil1 and let me have your views as soon as possible,
so that I can represent the wishes of the people in the 52nd
