C) ~ > 8 ~ ~ :~ 32 :J J: 4 1 2 RESOLUTION NO. 2254 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON 3 URGING DEFEAT OF ASSEMBLY BILL 286. 4 THE CITY COUNCIL OF THE CITY OF VERNON ItESOLVES A$ FOLLOWS: WHEREAS, it has become increasingly apparent down through the years that those responsible for the operation and maintenance of domestic water supply system.s, whether under private or public ownership# have the grave responsibility of maintaining the water supply pure and uncontaminated as the only means of protecting the health of the men.'lVi0men and children using the water; and WHEREAS. it is well established that domestic water supplies are most dangerously polluted by human contacts and by intro... duction of trash and contaminants through carelessness or indifference of those engaged in recreational activities on or near domestic water supply reservoirs; and WHEREAS, the chemical treatment and filtration of water polluted by human contacts adds greatly to the cost of the water to the consumer, and cannot guarantee that all contamtnatUm actually has been removed; and WHEREAS, The Metropolitan Water District of Southern California. is delivering wa.ter to Southern. California from the Colora.do River. and this water, in its natural state, is remarkably free from all forms oforganiccontaminati()n for the reason that it originates in the sparsely settled' western slopes of the Rocky Mountains; .and WHEREAS, it has been the es;tahlished policy of The Metro- politan Waterpistrlct of Southern California since it began the operation of the Colorado River Aqueduct to keep all aqueduct reservoirs closed to hunting, fishing and other recreational uses; and WHi(REAS, the City of Vernon is a part of The Metropolitan W-.ter I)utriefofSouthern California and is vitally concerned in pr.otecting Colorado River AqUeduct water from pollution by contacts with those engaged in fishing and other recreational activitieS; and WHEREAS, the general nationwide recognition of the import... anceof protecting domestic water supplies from pollution by recreational uses is.well exemplified by the repeated action of the American Water Works AssoCiation in opposing recreational use of domestic water supply reservoirs; and WHi(REAS, the American Water Works. Association#with its membership including engineers and technicians engaged in the planning# building and operation of water supply works, at its national c-QRvention in New York CUy" January 26-28, 1955#adopted a statement of policy in which it declared: "The American Water Works Association registers its opposition to legislation permitting or requiring the opening of domestic water supply reservoirs and adjacent lands to recreational use. B. 286. or to the adoption of any other statute by the California State Legislature which would authorize or encourage the use of domestic water supply reservoirs for recreational purposes; and BE rr FURTHER RESOLVED. that copies of this resolution be sent to the Speaker of the California State Assembly and the PresIdent of the S.enateand to Assemblyman George Willson and State Senator Richard Richards; , The City Clerk of the City of Vernon shall certify to the adoption of this Resolution and thereafter the same shall be in full fOrce and effect.
