" . .,,, ...1 . . 1 2 3 4 5 6 7 8 RESOLUTION NO. 2265 A RESOLUTlON OF THE CITY COUNCIL OF THE CITY OF VERNON FIXING THE COMP.ENSATION FOR CERTAIN EMPLOYEES OF SAID CITY AS OF MAY 1, 1959. AUTHORIZING CERTAIN EXPENSE ALLOWANCES. AND REPEALING ALL RESOLUTIONS IN CONFLICT HEREWITH. THE CITY COUNCIL OF THE CITY OF VERNON RESOL VEB AS FOLLOWS: SECTION 1: Effective May 1, 1959, the fol1owing 9 employees of the City of Vernon shall receive the compensa.tion or s.a.1ary 10 hereinafter set forth. This resolution shall not affect the existing com- 11 pensatic,m of any officer or employee not tn this resolution specifica.11y set 12 forth. 13 SECTION 2: Employees of the City of Vernon lifhall 14 recetve the compensa.tion, and, where authorized. the expensea.llowances, 15 as hereinafter set forth: (a) Engineertng, Traffic Engineertng and Street Depa.rtment, Water and Sewer Systems, as in Schedule I. Fire Department, as in Schedule U, (b) (c) (d) {e) Police Department, as in Schedule. m. Hea.lth Department, as in Schedule IV. SECTION. 4: Wherever an. allowance is made to any employee for the use of his personal automobile, such allowance slulll net be payable whenever the employee is on vacation or leave of.absence, and the automobile allowance is reduced at such times in proportion to the time of absence. " . .. to two (2) weeks' vacation dUring the second year of said service and each year thereafter~at full p.ay. Nothing herein contained shall be deemed to conflict with or impair the force and effect of Resolution No. 1583 of the City of Vernon providing for three (3) weeksl per year paid vacation for employees of the City of Vernon whose duties require them to work in the service of the City on legal holidays. SECTION 6: In. any salary period in which any full-time employees of the City of Vernon shall, for any reason, nfi>t work full time. then the pay~salary or compensation of such employee shall be reduced on the following basis: {a) Where an employee is paid on a monthly salary basis, such employee shall be paid the amount produced by multiplying the regular monthly salary by a fraction having as its denominator the total number of working days in the calendar month (in accordance with the regular work schedule of the employee in question) and as its numerator the total number of days actually worked. t1Days actually worked" for the purpose of this computation Shall include excused and paid absences as hereafter provided for ~ as wel1 as legal holidays to which the employee is entitled under his regular working schedule during the pay period in question and so long as he is employed by the City of Vernon. Provided. that, when such employee is hired or his emplOYment is terminateda1ter the beginning or before the end of a salary period, no salary shall be payable on account of any days preceding such hiring. or for any days following such termination. (b) Where an. employee is paid on a. CUtily basis, no compensation shaH be payable for any day or portion of a da.y not worked. tc) In either of the cases mentioned in sub-sections (a) or (b) above, fractional parts of.a day shall be computed on the basis of an eight-hour day, excepting members of the Fire Department who se-rve on 2.4-hour shifts, and as to said latter employees fractional parts of a dayshal1 be computed on the bast. of a 24-hour day. '.,. 1 commences or terminates during a pay, salary or wage period. 2 (e) As an exc.eption to the general rules for deduction or loss of 3 pay for absences asahove defined, any department he.ad may, for good cau.se 4 as determined by such department head, certify for full ~y an employee 5 who has heenahsent during a pay, salary or wage period. 6 Whenever a department head certifies for pay an absent .employee, 7 he shall attach to the payroll demand a tttatement of the reason for paying .said 8 employee whileahsent, his daily rate of pay, length of service~with the City, 9 and number of daysahsent. The pay of employees for absent time shall 10 remain in the sole discretion of the City Council. 11 SECTION. 7: The City Council hereby makes the following 12 statement of po1i.cy relative to salaries and chtssifica:UoIlS set forth in this' 13 resolution: 14 (a) Except as set forth in sub-sectio:n:{b) which follows, promotions 15 or salary increaSes to higher grades are merit steps only and sha1lbe avail- 16 able to employees as: recognition and reward for satisfactory service; 17 (b) New employees shall start a.t the first step in the salary range 18 for their respective pOSitiOIlS unless it is: determined that qualified appli- 19 cams are not avail4d>le at the salary specified for the first step or grade, or 20 that a specific applicant has special qualifications justifying a higher. starting 211 rate beyond the first step or grade. New employees starting at the beginning 22 step shall be-advanced to the se.cond step of their salary range upon com.- 23 pletion of their probationary employment" wh!chis hereby fixed at six months. 24 (c) The promotion of an employee shall not result in reduction in 25 pay, and the employe-e being promoted shall be classified in such manner that 26 he receives the same or more pay for the position to which he is promoted. 27 Cd) This resolution expresses the general wa.ge and salary policy <l: Z 0: 28 I 0., I !: 0 I .J- (q ~ ~ 29 . ~ lI: 0 ~ g 30 11. oJ .. The Land Surveyor must possess a valid land surveyor's license issued by the California st~e Board of Registration for Civil and Professional Engineers. In addition to said salaries, the City Engineer.. the Superintendent, Water and Sewer .System.s, and the Traffic Engineer, iwhenauthorized in advance by the City Councit, shal1 receive, when USing their own motor vehicles in the service of the City, an additional sum 'of $75. 00 per month, and Civil Engineers, Civil '.Engineering Associates.. Civil Engin~ring .Assistants.. Foremen, Construction Inspectors, Engineerin.g Aides land II, when so. authorized.. shall receive, when using their own motor vehicles in the service of the City, an additional sum of $30.00. or $50.00 per month, depending on the amount sO authorized. The City shall not be responsible for repa1rs 0.1' any additional costs fur upkeep.. fuel, lubrication, replacement in. whole or in part"ur other expenses in connection with any such vehicle beyond the respective amounts set forth in this paragraph. Foreman .and Utilitymen in the Engineertng, Traffic Engineering and Street Department.. and Water and Sewer Systems, when required to work huurs in addition to those regularly esta.blishedTor their respective Job classifications, shall be paid an hourly rate for such additional work computed by dividing the monthly salary of the employee by 20 (hereby assuming a20 -day wurkingll'lonth in allcaaes) and paying a.t the rate of 118 of the quotient so obtained for each hour of additiunal work.
